Ray Zhang Acting Chief, Division of Local Assistance Caltrans (916) 653-1776 ****************************************************************** Dear Transportation Partners: The Caltrans Division of Traffic Operations recently issued the attached update to the Caltrans' intersection control evaluation process and related engineering policies in order to streamline the approval process for innovative strategies and solution concepts for state highway intersections and interchanges. In particular, the Intersection Control Evaluation policy directive (or ICE TOPD) delegates the authority for the use of roundabout intersections to our District Offices. And, the ICE TOPD clarifies the evaluation process for investment proposals to add, expand or fully "control" state highway intersections. Even though these are Caltrans internal directives, their implementation will have effects on local agency projects that intersect state highways. The existing evaluation process has been updated to ensure that yield-controlled roundabouts are

considered as a standard practice when signalization or multi-way stop control is contemplated during transportation planning and project initiation processes. In addition, the ICE TOPD promotes the consideration of other proven but under-utilized access strategies. The updated intersection control evaluation and selection process also emphasizes the need to consider context (including the needs of the affected communities), the expected operational and safety performance, and life-cycle costs associated with access alternatives. Please note the implementation instructions and staggered effective dates that are specified in the ICE TOPD and attached memo dated August 30, 2013. Also attached is a memo signed by the Divisions Chiefs from Design and Traffic Operation, dated August 23, 2013, which delegates approval authority from the Headquarters Divisions to the Districts. Each Caltrans District Office has or will arrange policy roll-out workshops to provide an overview and opportunity for dialogue on the updated intersection control evaluation process.
