Event: Don Missey, Stranded Oil Resources Corp. – Mature Oil Fields Biography: Donald Missey is Geoscience Engineering Manager for Stranded Oil Resources Corporation, developing EOR projects throughout the US. Mr. Missey was previously engaged as the Country Operations Manager for ANHAM/FZCO with responsibility for maintaining electrical generation and water treatment facilities at nearly 300 sites of the Afghan National Police (ANP) and the Afghan National Army (ANA). Mr. Missey's overall experience includes initiation of the business case in many projects, and continues through funding development, design, construction, completion and commissioning. US engineering and construction has included projects in Colorado, Wyoming, Texas, New York City, Boston and Las Vegas. International experience includes Central Europe, North Africa and the Middle East, with specific project work directing EPC in Poland, Russia, Azerbaijan and Afghanistan. Mr. Missey has dual degrees in Economics and History from Indiana University, and graduate level work in Finance, Accounting and Project Management. Abstract: In the United States and elsewhere, Mature Oil Fields remain a valuable potential resource for production and oil recovery. Mature Fields are often undervalued, however, and distressed from inadequate capital investment and stunted development with outdated infrastructure. Fractured ownership and volatile commodity prices have further eroded the potential for many Mature Fields, and orphan wells have become an increasing burden on many state and federal regulatory agencies, with a developing risk of environmental damage due to the increasing number of abandoned fields. Strategies for developing Mature Fields need to include the ‘end of life’ event that is often postponed through tertiary recovery when it is no longer economically viable to remediate a field from the private funding alone. An economically productive approach to life cycle management of Mature Fields, beginning with acquisition of the field and consolidating ownership, and continuing through final production with EOR in its most advanced forms requires a well-organized approach from the beginning that anticipates the end of economic production, and provides a profitable path of development for operators and investors.
