Food Hub Concept #1 • Includes: – New driveway and with parking stalls along rear of site (provides additional vendor parking for farmers market) and new access on Town Hall Drive – Electric Service on site – Water Service for Educational Garden – Concrete pad for bike rack and portajohn – Perimeter Wood Fence – Deer Fence for Community Garden – Landscaping (Perimeter and Street Yard)

• Advantages & Challenges – Provides 29-30 vendor stalls with parking and at least 38 total stall spaces, matching current size of spring/summer farmers market – Electrical service makes programming of space easier for Parks, Recreation and Cultural Resources Dept. – $450,000 - $500,000 Cost exceeds available funding – Includes construction contingency, construction administration and testing – Uncertainty of Town Center design • Final design of Roundabout TBD
Discussion with Food Hub Partners • Staff met with WWFM and Community Garden representatives to review initial cost estimate of Concept #1 and potential options • WWFM embarked on fundraising campaign, with initial goal of raising $50,000 for Food Hub – Through online campaign and events, WWFM raised over $17,000
• Town staff reviewed project cost with value engineering - Reduced cost to ±$380,000 • After further discussion, Town staff and the Food Hub Partners agreed upon a Phased Approach option that reduces the cost of the Food Hub: – Phase I: Construction of Food Hub without electric service and rear driveway/vendor parking area – Phase II: Construction of rear driveway/vendor parking area and installation of electric service

Food Hub Concept #2: Phase I • Includes: – 9 Vendor Stalls with Parking – At least 38 total stalls – Wide concrete sidewalks with mulch areas for vendor tents – Concrete pad for porta-john and bike rack – Perimeter Wood Fence and Deer Fence for Educational Garden – Landscaping (Perimeter and Street Yard) – Water service for Educational Garden

• Advantages & Challenges – Phase I cost is close to project budget with WWFM fundraising – $230,000* – Phase I Estimated Cost: $265,000 – Includes construction contingency, construction administration and testing – Phasing project allows time for additional discussions about integrating Food Hub with Town Center Core and Roundabout – Phase II can be constructed without disturbing Phase I – Phase I limits WWFM vendor parking at stalls – may create logistical issues
Staff Recommendation • Proceed with the Phased approach – Phase I construction complete by Fall 2017 – Estimated cost of Phase I at $265,000 is closer to project budget than other concepts – Phase I Budget breakdown by funding source: • John Rex Endowment $210,000 • Western Wake Farmers Market $20,000 • Town of Morrisville* $10,000-$35,000 *Subject to final bid amounts
– Phase I allows Food Hub Partners to establish operations at new location and review operational needs
– Phase 2 can be budgeted and planned for the future – allows better integration with other Town Center initiatives and fundraising by WWFM can continue – Staff will continue to work with Food Hub Partners on Agreements and logistics for operation of Western Wake Farmers Market on Phase I
