Treatment/Disposal
Daily influent flow rates have increased due to wet weather. The disk filters have failed the reliability period by not performing hydraulically so Fulton Hogan and Siemens are putting together options for improving the throughput. The new inlet works are nearly completed and commissioning is taking place second week of June. A new storage shed is set to proceed at the WWTP for the storage of pumps and generators. Moreover, to optimise operations, this has been held up due to a land use consent being required. There were four bypass events for the month of May due to rain and inflow/infiltration, there were no extreme bypasses due to limited pumping capacity at Okara pump station.
Reticulation
Okara duplicate rising main is now completed and has been commissioned; the receiving chamber at the WWTP is completed and commissioned. Okara pump station upgrades are almost complete; with one 250Kw pump and one 75Kw pump automated and full automation to be completed in the next two to three weeks.
As of Monday, the 31 May the Okara pump station upgrade is far enough along to handle all wet weather events with zero spill.
Pump station upgrades are on schedule and telemetry to all stations should be completed over the next two months.
The Wastewater and Storm Water maintenance contract renewal is waiting on approval and the existing contracts have been extended to the end of June.
We are currently working on replacing the rising main from Otaika pump station to the WWTP; the old main is asbestos cement and is showing signs of fatigue.
There were seven sewage overflows for May, they were: 21/5/10 – Okara – 15000m3 – Due to limited pumping capacity and wet weather. 21/5/10 – Hatea – 3000m3 – Due to wet weather event. 21/5/10 – Stuart Rd– 10m3 – Due to mechanical failure on top of wet weather. 24/5/10 – Riverside – 10m3 – Due to wet weather event. 24/5/10 – Hatea – 1500m3 – Due to wet weather event. 24/5/10 – Okara – 14490m3 – Due to limited pumping capacity on top of wet weather event. 30/5/10 – Smeatons – 25m3 – Due to foreign object blockage in main line.

Rural Wastewater Network
Treatment/Disposal
Oakura land disposal is now up and running, settling down well with no issues so far. Ruakaka WWTP Stage 2 upgrade report is out for submissions.

Waipu has had two Aqualator aerators fitted. Inflows to plants will be brought back to main WWTP via telemetry upgrade over the next two months.
Reticulation
There have been no significant issues with the new reticulation at Oakura.
Tenders have been received to replace the rising main over the Waipu Bridge in Nova Scotia Drive; this is to be thrust in PE pipe.
Resource Consent Compliance A) Whangarei Wastewater Network Effluent Concentration
BOD5 and ammonia medians are well within Consent requirements. TSS has been slightly over for the month.

Reticulation - No matters arising this month Oakura WWTP & Reticulation Upgrade The reticulation to 172 of 190 properties has been completed. The contract to provide the reticulation to service the remaining 18 properties has been awarded to Donovan Drainage and is expected to be commissioned in July 2010. Whangarei WWTP Upgrade – Headworks Commissioning of the headworks is nearing completion. Kioreroa Rd - Flow meter Two flow meters have been purchased. The contract to install the meters has been tendered and prices for a revised scope of works are being sought. Waipu WWTP Upgrade The draft Tender documents for the upgrade have been received from Opus and are being reviewed. The works will be tendered in July. Ruakaka Wastewater Project - Existing Treatment & Disposal Scheme Upgrade The Department of Conservation publicly notified on 21 April 2010, its intention to Grant a Concession re the disposal of wastewater onto conservation land. Submissions close 17 June 2010.

Final design work has been completed on the Stage II upgrade of the treatment plant - wetlands, development of new disposal area (Zone 6A) and the use of treated wastewater to wash the screens. Tenders for the work will be invited in June 2010. Ruakaka Wastewater Project - New Wastewater Treatment & Disposal Scheme The first draft of the Nutrient Modelling report was received during April. Further work is proposed to establish consistency between this modelling work and the Upper Harbour modelling work being undertaken by NRC and WDC. Work is continuing on investigations for wastewater disposal to ground on the block of WDC owned land off Rama Rd. Studies are being undertaken on the use of treated wastewater from the existing wetlands in the Oil Refinery cooling towers. The draft benthic ecology assessment report in the vicinity of the proposed outfall has been received. Work is continuing on the preparation of the Assessment of Environmental Effects. Ruakaka Township Sewerage Reticulation Significant cost savings with the use of a low-pressure system have been identified and are being incorporated into a revised application for a Sanitary Works Subsidy from the Ministry of Health. A report on this is included in the July I & S agenda. Okara Park Pump Station: Duplicate Rising Main and Pump Station Upgrade The laying of the duplicate rising main and connection of the main into the new head of works at the treatment plant is complete and was commissioned on 31 May. The design of modifications to the EQ basin at the WWTP to bypass extreme wet weather flows (those in excess of 90,000m3 per day) has been completed and the work tasked to Fulton Hogan. Work will commence on 14 May and will be completed by the end of July.

Work on the pump station upgrade is continuing well. All four new pumps are operational (from 31 May) and an overflow that would have previously occurred was avoided on 1 June due to the commissioning. Work is now underway on completing the electrical and electronic modification to have the systems fully automated by mid June. A number of building modification improvements will also be completed over the next few months. The project has been technically challenging with a confined and hazardous working environment. Frequent night shut downs have been required to complete difficult activities. The contractor has responded extremely well to these challenges.

Connecting the new pumps to the new rising main The sewer network-modelling project for long-term improvements to reduce storm overflows is nearing completion. The model is complete and the options analysis is being refined for an ongoing improvement strategy. The first stage is improvement works against the existing LTTCP budget of around $8 - $9M in the most appropriate areas following the Okara pump station and rising main upgrade. The next stage is a long term works programme. This will be completed in June. Work has commenced on designating the site for a storage tank for the Hatea Pump Station on Whareora Road.
Stormwater Operations: May had a total monthly rainfall of 200 mm at Whangarei Airport, twice the historical average of 101 mm. A total of forty-three CRM calls were received during May, largely related to blocked grates and missing covers and grates. Capital Projects:
Limeburners/Waitaua Catchment Management Plans: Due for completion end of June

Three Mile Bush Road drainage upgrade: Works involve diversion of stormwater channel from residential properties, road crossing and concrete lined swale. Works scheduled for completion week ending 11 May.
Whangaumu Bay: Works involve installation of ramp on road and increasing height of roadside bund to intercept overland flow and minimise inundation of flood susceptible properties. Awaiting prices for works.
Beach Road: Work has been completed.
Ngunguru streamworks: Scope of works was realignment of tributary stream and rock spalling to address bank subsidence. Contract is completed.
Cafler Park: Scope of works was for remedial works to damaged and slumped gabion baskets in the Waiarohia stream. Work is completed
Tait Street Stage 3: MWH Consultants report concludes that attempting to resolve the issues around CCS property is likely to exacerbate flooding issues elsewhere in the catchment. WDC currently in discussion with CCS regarding other options e.g. raising affected buildings above floodplain. Some minor works to alleviate flooding at Whau Valley Rd end can be undertaken; this is to be discussed with residents.

Other Items:
Railway Road rail bridge replacement (by Ontrack) is nearing completion, crossover to new bridge took place 29/5, removal of old bridge trestles and some bank reinstatement underway.
Trade Waste Report Three new Permitted Consents were issued this month, two washbays and one cafe. Invoices issued for the month equated to $ 48,934.94 excl GST as against a budgeted income of $27,786.00 (an additional 76% of the budgeted figure) from a total of thirty-two monitored Consents. The invoiced revenue is equivalent to 24% of the total expenditure on Treatment, Operation and Reticulation for the same period. As of April 2010, there were thirty-two monitored wastes, representing the following proportion of wastewater received at the plant; Volume Biochemical Oxygen Demand Suspended Solids

Pollution Events Two pollution events were identified this month. These came from two sites of the same company and are of unknown volumes but considerable organic strength being discharged directly to the stormwater system. The company in question has been advised that this is a prohibited activity and a deadline given to have the discharges rectified.
Solid Waste Refuse Collection Refuse collections for May were satisfactory. Litter Control Contract operations for the month were satisfactory. Refuse Disposal Re:Sort and transfer station operations for May were satisfactory. Charts 1 and 2 shows the monthly tonnages for refuse and vegetation through the Re:Sort. Puwera landfill construction continues to progress well. The photos attached show the completed stage 1A ready to receive rubbish, and the site of the next earthworks to construct leachate collection ponds and pump facilities. The leachate will drain to the first pond and be pumped to holding tanks before transport to the wastewater treatment plant. A second larger pond is intended to store excess leachate following heavy rainfall events. Construction is weather dependent. Other capital projects are now practically complete, including Pohe Clay Caps, and upgrades of Uretiti, Tauraroa, and Kokopu transfer stations. These all now have extra bin bays, a leachate-holding tank, and tar sealed surfaces. Photos of Tauraroa and Kokopu are attached. Recycling Contract operations for the month were satisfactory. Chart 3 shows recycling tonnage.

Waste and Drainage Comment Another good month for Waste and Drainage with no dissatisfied comments associated to the 33 jobs that were called back on. The break down of the job types are shown in the two graphs below.

Proposed Ratepayer funded Seal Extension includes Brooks Rd (4.6km) and Ormandy Rd (1.4km). Insufficient funding has been provided by NZTA for N-funded (62%) seal extensions. Brooks Rd residents have also voted > 20% against the sealing of their road. Proposed T-funded (82%) Seal Extension includes Whangaruru (2.0km), McLean (1.5km), Jubilee (1.0km), Mokau (0.4km) and Pirihi Rd (0.8km). An application has been made to NZTA for Whangaruru. Funding is currently not available from NZTA for the 2009/10 season.
Resealing and Hot-mixing Programme A three year FWP has been developed for reseal and AC work - 2009/10 (25km of reseal); 2010/11 - (75km reseal) and 2011/12 (100km reseal). Preseal repairs assessment and mark-up for the 2009/10 season are complete. All of this seasons reseals (25km) have been completed by end April 2010.

Porowini Avenue Stage 1 of the works involves the construction of a rail turntable and reconfiguration of the railway line. These works are 100% complete. Stage 2 of the works is earthworks and preloading and has been awarded to Smith and Davies (15 Oct 09). There are five Separable Portions with stage 2: 1. Drainage, Ground Improvements and Preliminary Earthworks (105 days) – complete 2. Final Earthworks (30 days) 3. All roading work in areas not subject to significant settlement. CH 0 – 440 including the Kaka Street intersection improvements and CH 745 – End including the Okara Drive roundabout (60 days) 4. All roading work in areas that will be subject to significant settlement, CH 440 – 745, includes the installation of lightweight fill at the bridge abutments, guardrails and lighting (40 days) 5. All ancillary works not critical to the opening of the road (30 days). Stage 3 is for the design and construction of the Porowini Avenue Extension Road over-rail Bridge, abutments and associated retaining walls. The bridge will pass over the main railway line into the Whangarei Station and the Whangarei Station Yard sidings. Stage 3 of the works was awarded December 2009 to Fulton Hogan. The Due Date for Completion will be nominated by the Contractor and will not be later than 24 December 2010.

Maintenance Contracts Central area There has been good weather conditions at the start of the month with some heavy rain showers towards the end. Authorised works included the following:
Mini Rehab and pavement works are complete. Footpath repairs carried out at Kamo Road, First Avenue, Second Avenue and Rewa Rewa Road. We have done some tree work this month on Valley Road, Kamo area and Western Hills Drive. The road sweeping of the CDB and urban is ongoing and we are under way with the high leaf round of sweeping. A round of cesspits has been completed in time for the rain received towards the end of the month. All cesspits running well draining away the resent rains. We had some problems with ‘flood water’ but this was just the volume of water that came down in a short period of time.
Routine works: Clean and straighten signs, painting poles.
Culverts cleaned out; on going with the routine gang. We are keeping on top of graffiti on signs by painting out when come across.
North Area Authorised works included the following:
Pavement repairs and mini re-habs are all completed of this year. Some building up of the shoulder has been carried out on various roads. Weed growth, despite the dry spell, still requires constant and vigilant spraying / routine maintenance. Problem roads being graded and will get back into a full network grade now the roads are fit to grade. As well as the CRM’s that come in about metal roads, the clearing of water tables and culverts on the network is ongoing as we make our way into winter. Routine crew are been busy doing marker posts. Tongatu Road dumpsite; Fulton Hogan has the consent from NRC for this dumpsite. We have done a round of OptiGrade and reviewing results. We have undergone a trial of metal road dust control and stabilisation in the North Area. The two roads that are looking good are Wright Road and Attwood Road. Roads of concern are Tudehope Road, which has several soft spots, and Franklin Road, which has large soft areas. A site meeting with Road packer was held and they have agreed to stand by their product and we will re-do this road in the spring when the weather gets better.
The main works carried out as Unscheduled Works included:
Dropout repair work on Patutahi Road. Slip removal on Pipiwai Road.
Routine Works focussed on the following activities during the month:
Maintenance grading and metalling. Pothole repairs on both metal and sealed roads. Signs maintenance new and replaced as needed.

Culverts cleaned: Russell Road, Helena Bay, Hay Road, Worsnop Road, Aponga Stream Road, Puketitoi Road, Worsp Road, Pullin Road, Irvine Road, Riponui Road, Purua Road, Otakiorangi, Hikurangi Road, Lovell Road, Dunford Road, Byles Road, Rockells Road, Whananki Road, Pataua South Road, Worsp Road, Pullin Road, Old Kaiatea Road, Whatmough Road and Enwright Road.
South Area Authorised work during this month has included the following:
There has been a lot of minor slip clearance and drainage maintenance/ improvement work done in response to heavy rainfall damage during the month. Repairs undertaken at two slip sites, Cotton’s Quarry Maungakaramea Rd and Paparoa Rd have been substantially completed but have not been sealed due to ongoing rain spoiling the chances of sealing. We need to wait for a weather break to allow us to prepare and seal the patches. All the repaired slip sites have held up well. Crack sealing was undertaken at the beginning of the month on a number of roads in the Waipu area. Maintenance metalling occurred on many roads in the area following the drought breaking. We have performed widening and site-benching work on Otuhi Road as planned. We have done a small amount of grading and metalling on Otuhi Road. This has been kept to a minimum in order to prepare for the upcoming rally. Trimming vegetation for visibility, along with some tree removal, has been performed on roads in the Tangihua area.
Routine work:
Grading of roads has occurred in most locations around the region. A second grader equipped with Sandvik blades has being employed due to the number of roads needing grading following the drought breaking. Routine work has included pothole patching of sealed and unsealed roads, sealed edge break repairs, culvert clearing, signs maintenance, bridge rail/site rail cleaning, painting and edge marker peg maintenance in all areas.
Road Marking Contract A minor amount of new works roadmarking was carried out. Street light maintenance Routine maintenance was undertaken which consisted of lamp replacement.
Road Safe Northland – Whangarei District Community Activities Report for May 2010 The Whangarei Road Toll doubled this month with a double fatality on Western Hills Drive bringing the Northland Road Toll to twelve for 2010 with four in Whangarei, seven in the Far North and one in Kaipara. This compares with a regional total of eleven and a district total of six at this time last year. Key Activities for May have been:

Project Funding from the NLTP: The funding allocation and service provider agreements are progressing with Mauri Ora ki Ngati Whatua Charitable Trust and Bike Northland still to complete the contract documents.
Child Restraint Activities: Three police checkpoints were held in Tikipunga, Raumanga and Otangarei, with a total of two hundred and twenty-seven car seats inspected, forty-eight adjusted and four restraint tickets issued. Two antenatal courses were held at the parents centre with fifteen couples and a single in attendance. A number brought seats in for adjustment and checking. Whangarei Alcohol Accord: The Accord is planning to run an LCQ course for bar staff volunteers in sports clubs in late July with a reallocation of surplus funding. Bikewise: The final report and invoice have been received for this project. FatalVision: Booked deliveries to the end of June will complete this contract. Drivers Licence Assistance Courses: Youth Transition Services learner courses are progressing. The new reporting format is in place. Additional work is being required to get students through the learner licence and Youth Transition service has a programme in place for further learning after the completion of the course to ensure participants have an opportunity to pass within the three-month period. Ngati Hine Health Trust has postponed the first restricted course planned for May, which will now be held in the first week of June. Mauri Ora Ki Ngati Whatua Community Trust is planning to run a learners licence course in the Bream Bay district in July.
Mature Driver Refresher course: The third course has been held with eleven participants. The course is fully booked for June. Pace Cars: The promotion has continued with an item filmed for Channel North, promotions at BP Maunu, Community Spirit article and promotion in the Chamber of Commerce fortnightly update. The project will be profiled in the

SASTA national newsletter in June. There are now thirty businesses and one hundred and twenty-two individuals signed up including WDC, Northern Publishing and Fulton Hogan. The draw to win the bike will be made live on More FM in the first week of June. Interest is being shown from around the country including the Far North District. RYDA: The programme was completed for this year in May. Some seven hundred and fifty plus year 11 students from nine Secondary schools in the district were involved in this six module one day learning activity. One of our schools, Bream Bay College is one of four being used as a focus group for a more in depth evaluation.
Walking and Cycling Activities Feetfirst: Whangarei, Onerahi, Whau Valley, St Francis Xavier, Onerahi, Hikurangi and Hurupaki are all registered for this promotion. Currently no data is recorded on the Feet First website for any of these schools. Cycle Safety Regional Follow up workshop: Resulted in support for a proposal for flashing bike signs for the bridge on State Highway One near the Apotu Road intersection as well as signs to mark a detour option.

Roading Comment
Three dissatisfied follow up calls: Request number RDG008141 – Caller in Augusta Place raised concerns about a blocked storm water pipe from the houses down pipe to the kerb, Roading staff advised the household that maintenance responsibilities for roof water disposal to the kerb rests with the land owner, and provided several suggestions on avoiding ongoing problems. Unfortunately, on this occasions the response and stated level of service provided by Council did not meet with the customers expectations. Request number RDG008293 - Caller raised concern about broken glass in Selwyn Avenue car park. Contractor investigated and removed what he could, given that many spaces were occupied at the time. Unfortunately, it appears there was also some confusion over exact location of glass deposits with caller’s disappointment at glass not being removed. A follow-up sweep is intended to remedy these concerns. Request number RDG008392 - Caller in Clapham Road advised of partially blocked culvert due to heavy rain scouring shoulder and water table as surface water was entering his property. Contracting staff responded shortly after the rain, however were unable to identify the problem site and the call was mistakenly closed. The issue was raised again and staff met the caller on site to confirm problem area resulting in a small digger clearing the culvert and water table of detritus. Water Services Department – Andrew Venmore Production Rainfall and Water Sources During May 272mm of rain fell at Whau Valley, double the normal rainfall for the month (the average rainfall for May at Whau Valley over the last 39 years is 138mm). This was the first month since May 2009 when the average rainfall has been exceeded and brought to an end an extremely dry period dating back to October 2009. The Whau Valley Dam rose from 44% full at the beginning of May to from 73% by the end of May. The average for the time of year is 75.6%. The Hatea pump station was used throughout May but is unlikely to run non-stop through winter. The Poroti take is still reducing but is no longer critical and ground water levels are expected to begin recovering over the next few months. Wilsons Dam remains stable at 87.5% full.

Project Work The Radio/SCADA upgrade project is now moving forward with the design finalised and equipment delivered. The installation is progressing and is due for completion in July. Fairway Drive reservoir investigation was completed and the pipeline excavated. The pipeline was 8m deep and the leak location was pinpointed exactly enabling the contractor to repair the pipe without addition excavation. Work was also completed on the Whau Valley Dam material study with two excavations dug in the dam and samples taken. The sampling and the reinstatement went smoothly. A dam break model was completed for the Whau Valley Dam as part of the requirement to categorise the Potential Impact of a failure. This work was required as a result of Building Act requirements.
Operations Report Whau Valley Dam Access road has deteriorated due to increased visitor numbers to the Dam. This is to be repaired during June. Spillway monitoring gauge cleared of debris. Aeration compressor operated to maintain DO’s >4.0mg/l. Hatea PS Inlet to PS repeatedly blocked during high flows and had to be cleared by diving crew. Options for a cleaning device are being considered. Additional pumping capabilities are being further investigated to provide a wider range of flows Whau Valley WTP Chemical dosage lines cleared of blockages and seal improved on post caustic dose line chemical bulk storage tanks require replacement. Previous repairs have not proved to be a long-term solution and a more permanent material is required. A number of communications failures during the months have increased the urgency of the current radio upgrade. Modified works to the filter gallery drain to control spillages was completed in house and water now drains to the UV waste sump and is pumped away. Poroti WTP The sludge recovery component has been completed and is functioning well. All liquid “run off” is returned to the post inlet stage, with soiled liquid being recovered in the sludge tanks. An apparent failure in the coagulation dosing process appears to have affected the filtration capabilities. Investigations are currently underway to remedy this problem. The emergency industrial shower has been relocated to ensure accessibility is improved. The heavier than usual rains during the latter part of May have required the inlet screening to be cleaned on a more frequent basis. Rescaled raw water turbidity meter, now functioning correctly. Replaced final Magmeter display, unit failed.

Maunu Tunnel / Auxiliary The upgrade performed earlier this year to prevent and or limit ingress of surface water to the Tunnel has proven to be very effective. During the high rainfall period no non-compliance events occurred, only minor increase in post Tunnel turbidity occurred but was insufficient to introduce an automated source shutdown on high turbidity. . Fairway Drive Reservoir VSD received from suppliers following overhaul under warranty, connected and working satisfactory Mangapai WTP Following the drought the WTP has now been restarted. Maungakaramea WTP Bore #1 was resealed in anticipation of expected heavy rainfall. Bore #2 was continually monitored to determine if the ground water level was dropping following pump cycles. Results are unclear but it is suspected to not having been affected. It is however proposed that permanent pneumatic monitoring devices be inserted with results logged to the SCADA system. This will ensure consistent monitoring is applied, which will be of great assistance during future droughts. Ruakaka WTP An investigation by the MIEX suppliers into the treatment options and capabilities has commenced. A water chemist from MIEX Australia is on site to evaluate all waters and arrive at a best solution to achieve consistent treatment options. Outstanding tasks by the electrical contractor are being dealt with. Ahuroa WTP The clarifier has been identified as having a flow restriction. Remedial actions are due to commence in June to clear all blockages. It is an opportune time to determine what flow restrictions exist on the Clarifier spider arms and if at all possible modify the spiders accordingly thereby providing increased flow possibilities. The coagulant dosage system has been assessed and a new static mixer has been ordered. It has been sized to operate in range of 80m3/h to 293m3/h. Poly pumps analogue signal failed causing clarifier boil over, remedied set point. Intake screen blocked max 45m3/h, unblocked with aid from divers. Simons Road PS Frequent loss of reservoir monitoring due to roading works damage to connecting of comms cable. Working on replacing control system.
Distribution General The maintenance contractor achieved their performance bonus target for May as all reported leaks were responded to within the required timeframes. A total of sixty-one service connection leaks were repaired together with twenty-five main and rider main leaks. Seventy-five meters were replaced in May after being reported faulty by the meter reader. The number of leaks per category of pipe and the numbers of meters replaced under the maintenance contract during the last year are shown below:

A total of twenty-three new connections were applied for and granted. The backflow preventer testing contract has been completed for the year. The air-scouring programme in Ruakaka has been completed. Replacement Programme Work is nearing completion on the rider main replacement programme for the year with rider mains in the Whangarei Heads, Onerahi, Otangarei, Kamo and Hikurangi completed. The contract was awarded under NEC3 conditions and resulted in further savings from the tender price. As a result, an additional two rider mains were able to be replaced under the same contract price. Other works are on hold pending the requirements of the works on SH1 and the Kamo bypass, which will require some water main relocation. A meter replacement contract will not be undertaken this year. The work on the Pipe Bridges is due to be completed by the end of June. Work has also started on the design for the upgrade of the Hatea rising main with work due to start early next financial year. Reservoir Inspections and Repairs The contract for the repairs to the Sergeants Hill Reservoir has been completed. Other minor works on McLeod Bay and Waipu reservoirs has been awarded and is due for completion by the end of June. Total Service Requests

Major Projects Department – Curt Martin SCADA Telemetry System Upgrade The extension of the base station at Parahaka is complete. Installation of the radio telemetry equipment is in progress and it is expected to commission the new repeater system late June.
Civil Defence Emergency Management Civil Defence A significant amount of planning has been undertaken in the last few months with many of the district’s coastal communities. The Council is working with the following communities to help them form their own local Civil Defence plan (called Community Response Plans):
Bland Bay Oakura (including Mokau and Punaruku) Helena Bay and Teal Bay Whananaki North and South Tutukaka Coast (including Matapouri and Ngunguru) Pataua North and South Taiharuru Whangarei Heads Parua Bay Tamaterau and Waikaraka Onerahi Portland Ruakaka (including One Tree Point and Takahiwai) Waipu Waipu Cove/Langs Beach
The following general processes have been followed with each community: 1. Make contact with a local community representative and discuss the Community Response Plan process. 2. Identify local hazards and document community demographics. 3. Arrange to meet with the local community representative and any other interested community members (this could be a public meeting). 4. Form a working party and determine a schedule with the community for drafting of the plan. 5. Meet regularly and as required to work with community to progress plan. 6. Complete first draft of plan. 7. Exercise the plan (possibly participate in the national tsunami exercise Wednesday 20 October) and update with changes. 8. Ongoing liaison with community and regular updating of plan.

Libraries Department: Paula Urlich Central, Mobile and Branch Library Performance Items Issued The number of items issued from Whangarei Libraries in May 2010 was 90,758l with 74,445 of these borrowed from Central. The total number of items issued from the mobile and the three branch libraries was 16,313. These figures are slightly down on last year’s but still 7% up on 2008. The number of items per capita remains at 2.45.
Visitor Count and Website Hits The total number of visitors to all libraries during May was 46,133, which is within 1% of numbers recorded for both May 2009 and 2008. Visitors to Central totalled 35,172 while 46,133 were recorded across all libraries. Website hits continue to climb with 17,428 recorded in May.

Events Whangarei Central Library turned four this month and to celebrate we invited the preschoolers who attend Funtime sessions to come along, make a party hat and share the birthday cake. The annual Character Hunt was held with a record turn out of 195 children taking part. This event grows in popularity each year and the amount of time staff put into the organisation is much appreciated. The adult book club meetings have proved popular and are fully booked. meetings are held.

We are making progress on the resumption of the delivery of library books to housebound members of the community. Red Cross are no longer able to deliver this service so other alternatives are being investigated.
Community Libraries Performance Community Libraries issued a total of 5,144 items with Waipu maintaining steady progress as the top performer followed by Hikurangi.

Parks and Recreation Department: Paul McDonald Open Spaces City Parks Laurie Hall Park usually has annuals in the winter, however due to the drought extending into the planting season, these were delayed and as a result will be planted following a period of soil re-conditioning to the beds, drainage works and irrigation renewals. New annual bedding plants will be planted to provide spring and summer colour. Laurie Hall Park hosted many events in autumn, which have left the turf with some damage however; winter rest will restore the turf. Events on the turf during winter are discouraged.
Mair Park – repairs have been made to the vandalized seat, bollard and handrail. Wairere Ave – as a result of the eroding bank being identified as a hazard, safety mesh has been erected along the length of the embankment. Mander Park – repairs have been made to the vandalized picnic table. Bonsellar Drive – repairs have been made to secure fence railings. Carruth Park – repairs have been made for the second month in a row to the seat in the park. Beach Rd – replaced stolen access chains on reserve at Kaiwaka Point on two separate occasions. Raumanga Valley Rd – chain replaced. Elliot Reserve – repairs made to park bench. Coastal Structures – NRC number plaques fixed to coastal structures as per plans. City CBD and Reserves – irrigation for identified annual planting sites is underway.
Council contractors achieved a performance rating of 93% against a target of 90% and a health and safety rating of 100%.
District Reserves North Reserves are recovering following the recent rain although shrub losses are being evaluated, as they suffered the most during the drought. Some replacements are likely to be required in places. Audits undertaken on contractor performance have exceeded 95%, which is excellent. Shrub beds and car park surface erosion are the weakest areas of performance and these are being addressed. Most of the asset repair work following vandalism or from age, deterioration has been repaired or replaced as budgets allow. Staff are looking to improve the appearance of Ocean Beach, where signage, fences and barriers have combined to make for an unacceptable entrance to this destination site. Work has commenced by removing fallen and damaged trees and asking our contractors to provide a proposal of works. South All turf areas are recovering from the prolonged dry period with about 200mm of rain falling. Infill planting plans are nearing completion and hopefully planting will be done during June. Now that adequate rain is falling, the contractor will concentrate on getting noxious weeds sprayed. Asset repairs to picnic tables and steps have been completed at Ruakaka River Reserve and Langs Beach respectively. Audits done during the month averaged 95% against a target of 90%. Health and Safety audits were all 100%

Trees Street tree maintenance has been ongoing around the Kensington area. These trees are now in very good health generally, following the ‘heavier’ pruning work that had to be done during the first cycle. Work has been undertaken on trees behind the Kensington Sports Stadium, where building work has changed the dynamics somewhat. The trees / buildings now work much better together, providing screening / softening of the buildings in landscape terms whilst still allowing in light and retaining views. We undertook some electrical power line clearance work using an insulated EPV (Elevated Platform Vehicle). This was routine work, undertaken every few months as required. The routine maintenance means that the use of such vehicles (and associated cost) is reduced. Restoration Fencing of about half the river boundary at Balmoral Reserve was completed in preparation for riparian planting of the southern bank of the Waitaua River (upper Hatea River). Funds for this fencing have been sourced by the Kamo Pony Club (lessee of the reserve), and the Whitebait Connection; the latter organisation undertaking the planting as well.
Public Recreation Facilities Sportsparks Substantial rain at last has seen fields recovering from the drought, and while temperatures have been quite warm, grass growth has been good. Renovation operations like under-sowing had to wait for the rains and are now well advanced. All the cricket renovations have started too, but a couple of blocks had not quite been completed by the end of the month. Winter codes are well underway, and fields are starting to show signs of wear, largely because of the lower ground cover due to the drought. The field inside the new athletics track is still growing in well, with no games planned for it until towards the end of June. The track itself appears to have some issues, with large bubbles appearing during very heavy rain in about seven or eight locations. It seems also that the track drainage system requires checking, as water does not appear to drain very quickly from the track. Consultants for the All Weather Track Trust were inspecting the problem last week. The newly installed field drainage worked well during the heavy rain. Playgrounds and Skateparks Modifications to the Tait Street playground have been completed following last months fire damage. A new drinking fountain has been installed at the William Fraser skate park. Swing chains and climbing chains have been stolen from the Beach Rd Onerahi playground. It will have been noted that the reserve chain gates had also been stolen from Kaiwaka Point, and it has been reported that chain gates have also been stolen from the Onerahi Sports Park. Ruakaka Residents have requested Shade for their play area, which will be considered where prudent within existing budgets. Playgrounds maintenance contractors achieved a performance rating of 96% against a target of 90% and a health and safety rating of 99%. Parks and Coastal Structures Contracts have been let to replace the Footbridge at Tarewa Park (from Information Centre Car Park) and to reconstruct the timber seawall at Blacksmiths Creek. Both projects are scheduled for completion in June 2010.

Walkways It was feared that recent heavy rain had caused a lot of damage; but track surveys have shown that they have generally held up well, with damage being isolated. Steps have been repaired on the Hatea Walkway at Whareora Road and the entrance into Coronation Reserve and the Holman Track renewed after numerous complaints about it.
Managed Facilities Cemetery Community consultation has started in regard to the Mission Ground Cemetery memorial to be erected later this year. We have already received a very positive response from the public and in addition to the Council presentation in the Whangarei Leader, we have also benefited from a positive article in the Northern Advocate. Mr Zanders, who made the original submission about this site, is delighted with progress and we are happy to be working with him to bring his request to a satisfactory conclusion. The cemetery team has been running under-staffed since the beginning of the year and we are happy to announce that we have now made some progress in this area. Stephen Jenkins has now been promoted to Senior Cemetery Operator and we have commenced recruitment for his replacement on the cemetery team. Unfortunately, the recent inclement weather has highlighted a drainage issue at the Onerahi cemetery but we are fortunate to have the additional resource of the Department of Corrections to attend to this problem. The Department of Correction’s cemetery team will be removing excess organic matter from the drainage ditches at the Onerahi cemetery soon. Concept designs for the completion of this important community site are now also well under way.

Botanica Whangarei Despite a fall in visitor numbers from last month the 912 visitors we had this month is still considerably more than the same period last year. The water saving in the garden display offered some excellent advice and we are happy to report the continued use of some of these water saving techniques at the facility. The foyer display next month will once again have a Matariki theme.

Planning Resource Consents A total of seven resource consent applications were considered by the Infrastructure and Services planning team in May. Management/Policy Planning A number of Council initiated and private changes to the District Plan were considered in May. Infrastructure and Services input was provided to Council’s Management Plan Technique (PC 103), Urban Transition Environment (PC 93) and Papakainga Housing (PC 94) plan changes. Hearings for the Port Nikau Joint Venture (PC 78) plan change were reconvened in May with Infrastructure and Services providing significant input where required. Parks Asset Management Monthly processing of invoices through Hansen completed. Final figures for 30/50 long-term financial projections have been provided to be included in the overall I & S Report. Spatial information was provided to the Policy team to assist in preparation of the Coastal Countryside and Open Space plan changes. Data provided was generated as part of previous work undertaken for the Reserves Strategy. Parks & Recreation Comments A 39% increase in CRM calls this May compared to May 2009 confirms a growing trend in customer calls relating to non-maintenance issues, and a growing number of calls overall. In particular, graffiti and vandalism calls, as well as development and level of service requests. Solutions to address the majority of calls require advancing priorities on renewals and increased focus on development works.
