The Position The IPWEA is a national professional organisation providing member services and advocacy for those involved in and delivering public works and engineering services to the community. IPWEA (NSW) conducts a range of activities in support of its members’ professional development; facilitation of their peer networks and engages in advocacy on their behalf on a range of issues. This work includes a comprehensive professional development program delivered throughout NSW; an Annual Conference; a series of Regional Forums and regular communications through Newsletters, electronic and print, and the IPWEA’s web site. IPWEA (NSW) is a Registered Training Organisation (RTO). The majority of IPWEA (NSW) members are engineers working for local Councils. For many years there was a desire from many members of the NSW Division of the Institute, IPWEA (NSW), for the establishment of a Roads and Transport Directorate. The Roads and Transport Directorate was established in 2004 and acts as a focus for research activities and the provision of technical advice to: 1. Assist members in discharging their road management roles in the most effective manner consistent with current legal obligations and the most recent technical practices particularly in the critical area of asset management and 2. Assist the IPWEA (NSW), Local Government NSW (LGNSW), individual Councils and members in lobbying for a higher priority to be placed on road infrastructure provision and maintenance and for a more equitable share of resources and funding. This position will provide broad support for the Manager Roads & Transport Directorate in meeting these objectives through management of research, administrative support, policy development and the provision of member services.

The position carries a high level of accountability to ensure KPI’s including policy, budgetary and strategic requirements are met and strong stakeholder engagement is achieved. Provision for ongoing professional development will be available. Operating Environment The IPWEA is an Australasian professional organisation providing member services and advocacy for those involved in and delivering public works, engineering services and road safety initiatives to the community. The Directorate is a part of IPWEA (NSW) and has the support of the office facilities located within the IPWEA offices at Level 12, 447 Kent Street Sydney. The Directorate represents and is dependent upon the strong partnership between IPWEA (NSW) and Local Government NSW (LGNSW). The Research Officer is required to be both a self-starter and self-reliant as there is limited secretarial and / or administration support available to the role. The Directorate’s Business Plan anticipates that sustained membership (and financial support) from Councils across the State will provide adequate supporting resources in future years. Scope of the Position  The position is a full-time position  The position is measurable through agreed KPI’s in alignment with the Directorates’ budget and strategic plan Reporting  The position reports directly to the to the Manager Roads & Transport Directorate who in turn reports to the CEO  The Board has appointed a designated Directorate Portfolio Director to provide strategic guidance and support.  Preparation of regular report to the Board and the Roads & Transport Directorate Management Committee

Primary Objectives of the Position To deliver priority projects identified by the Manager Roads & Transport Directorate to accomplish the objectives of the IPWEA (NSW) Roads and Transport Directorate including servicing the Management Committee and Technical Committees, conducting and / or commissioning research and liaising with Government Departments and other stakeholders. Policy development will also form a significant focus for the position. Management of specific tasks will be the central emphasis for these activities. 

This position requires consultation and liaison internally with IPWEA management and membership and externally with a range of key stakeholders, including Transport for NSW, RMS, LGNSW, Local Councils, the NRMA, Council Road Safety Officers, the Australian Local Government Association, Professional Development specialists and other relevant contractors and consultants

Key Accountabilities   

       

To deliver priority research projects approved by the RTD Management Committee working collaboratively with the Directorate's technical working committees. To assist member Councils in implementing an asset management framework for road & transport infrastructure To provide regular benchmarking information on useful lives, condition assessment criteria/intervention levels, standards, hierarchy, changing technologies and other relevant information to aid member Councils in continually improving asset management & optimisation of available funding To critically review project reports and other information to identify opportunities for capacity building within the LG sector To assist the Manager in developing submissions to government & industry To assist the Directorate strengthen the focus on road safety including: Convene the Directorate's Road Safety Panel Oversight the Road Safety stream at the IPWEA(NSW) Conferences Ensure the delivery of the Road Safety Auditors courses for Councils Representation of the IPWEA in a professional manner at meetings, forums and relevant committees Other tasks as agreed from time to time

Cooperating, complying and participating in the development of the Institute’s Work Health and Safety Policy, safe work method statements, and other WHS policies and procedures. Reporting all accident, incidents and hazards to the Chief Executive Officer immediately and participating in accident/incident investigation and risk management activities Attending any WHS training Complying with the requirements of any Return to Work arrangements

Essential Selection Criteria  Relevant tertiary degree qualifications in Engineering, Transport or Planning or equivalent - Graduates with industry experience are encouraged to apply  Policy and / or project development and delivery skills  Understanding of road and transport issues, particularly as they relate to Local Government  Experience with planning at the strategic level  Financial and budgetary management experience  High level oral and written communications skills  IT skills including experience with Microsoft PowerPoint, Excel and Word  Excellent interpersonal skills and ability to liaise and negotiate across a range of agencies  Sound understanding of market research and needs analysis  Ability to multi-task and to meet deadlines. Desirable  High Level public presentation skills  An understanding of adult education and training principles  Familiarity with research techniques  Understanding of the broad local government sector including the relationships with other levels of Government  Knowledge of the range of funding sources available to Local Government in NSW
