Iowa Assessments Council Bluffs Community School District 2012‐13 Executive Summary •
Overall performance at Grades 7, 9, and 11 was the strongest. Overall performance at grade 6 and 8 remains a concern.
Reading •
The percent of students’ proficient in reading at the elementary level remained steady at all grade levels compared to the previous year with the exception of grade 3 where a decrease was reported. Percent proficient scores in reading at the elementary level ranged from a low of 59.3% proficient at grade 2 to a high of 68.2% proficient at grade 5. (Table 1)

The percent of students’ proficient in reading at the secondary level remained steady at grade 8 compared to the previous year and increased at grades 7 and 9. Percent proficient scores in reading at the elementary level ranged from a low of 50.52% at grade 6 to a high of 73.1% at grade 11. (Table 3)

This year the analysis focused on growth in an effort to answer the question, “Are students progressing each year?” even we are not meeting proficiency targets. Growth was analyzed in two ways. First, a comparison of the percent proficient for a relatively intact group, which we are calling cohort, was conducted. For example, third grade scores this year were compared to second grade scores last year. At the elementary level the strongest cohort growth in reading was at grade 3 with 7.64 points improvement from the previous year and the weakest growth was at grade 4 where there was a decrease of 5.3 points. At the secondary level the greatest increase was at grade 9 with 10.6 point increase and the weakest growth was at grade 6 with a decrease of 18.4 points. (Tables 2 & 4) A second and new analysis this year was conducted called “expected growth”. According to Iowa Assessments in order to make a year’s growth on average students at the elementary level need to increase their scores by 14 standard scale points and at the secondary level by 9 standard scale points. Expected growth was the highest at grade 3 with an average growth in standard scale points of 15.02 and the lowest at grade 4 with an average of 14.47. At the secondary level grade 11 reported the highest growth with a 27.48 average (note that scores were compared to Grade 9 due to testing not occurring at grade 10 last year) and the lowest at grade 6 with an average of 2.65 growth. (Table 5)

A comparison of average expected growth across subgroups indicates at the elementary level that ELL growth was the strongest with an average gain of 14.90 and the lowest was IEP students with an 11.72 average growth. At the secondary level gifted students grew the most with 17.68 average growth and IEP students average growth was the smallest with a 12.31 average. (Table 6 & 7) The percent of items correct as organized by Common Core domains indicates that elementary and grade 7 achievement is comparable to the nation, at grades 9‐11 performance is higher than the nation in several categories and performance at grades 6 and 8 is below the nation. (Table 10 & 11)

The percent of students’ proficient in mathematics at the elementary level remained relatively with the exception of grades 3 & 5 where decreases were reported. Percent proficient scores in mathematics at the elementary level ranged from a low of 61.9% proficient at grade 3 to a high of 65.9% proficient at grade 5. (Table 14)

The percent of students’ proficient in mathematics at the secondary level remained relatively stable with the exception of grades 8 & 11 where decreases were reported. Percent proficient scores in mathematics at the secondary level ranged from a low of 54.7% proficient at grade 8 to a high of 67.5% proficient at grade 7. (Table 16)

The cohort analysis at the elementary level reported the strongest cohort growth in mathematics was at grade 3 with 1.7 points improvement from the previous year and the weakest growth was at grade 4 where there was a decrease of 6.1 points. At the secondary level the greatest increase was at grade 7 with 10.7 point increase and the weakest growth was at grade 8 with a decrease of 10.2 points. (Tables 15 &17) Expected growth was the highest at grade 3 with an average growth in standard scale points of 13.70 and the lowest at grade 4 with an average of 11.63. At the secondary level grade 11 reported the highest growth with a 18.81 average (note that scores were compared to Grade 9 due to testing not occurring at grade 10 last year) and the lowest at grade 6 with an average of 8.22 growth. At the secondary level gifted students grew the most with 14.76 average growth and ELL students average growth was the smallest with a 13.06 average. (Table 19 & 20) The percent of items correct as organized by Common Core domains indicates that overall achievement at the elementary and middle school level is lower than national averages. Overall performance at the high school is comparable at grade 9 and higher at grade 10 than the nation. (Table 24)

Iowa Assessments Council Bluffs Community School District 2012‐13 Executive Summary •
Overall performance at Grades 7, 9, and 11 was the strongest. Overall performance at grade 6 and 8 remains a concern.
Reading •
The percent of students’ proficient in reading at the elementary level remained steady at all grade levels compared to the previous year with the exception of grade 3 where a decrease was reported. Percent proficient scores in reading at the elementary level ranged from a low of 59.3% proficient at grade 2 to a high of 68.2% proficient at grade 5. (Table 1)

The percent of students’ proficient in reading at the secondary level remained steady at grade 8 compared to the previous year and increased at grades 7 and 9. Percent proficient scores in reading at the elementary level ranged from a low of 50.52% at grade 6 to a high of 73.1% at grade 11. (Table 3)

This year the analysis focused on growth in an effort to answer the question, “Are students progressing each year?” even we are not meeting proficiency targets. Growth was analyzed in two ways. First, a comparison of the percent proficient for a relatively intact group, which we are calling cohort, was conducted. For example, third grade scores this year were compared to second grade scores last year. At the elementary level the strongest cohort growth in reading was at grade 3 with 7.64 points improvement from the previous year and the weakest growth was at grade 4 where there was a decrease of 5.3 points. At the secondary level the greatest increase was at grade 9 with 10.6 point increase and the weakest growth was at grade 6 with a decrease of 18.4 points. (Tables 2 & 4) A second and new analysis this year was conducted called “expected growth”. According to Iowa Assessments in order to make a year’s growth on average students at the elementary level need to increase their scores by 14 standard scale points and at the secondary level by 9 standard scale points. Expected growth was the highest at grade 3 with an average growth in standard scale points of 15.02 and the lowest at grade 4 with an average of 14.47. At the secondary level grade 11 reported the highest growth with a 27.48 average (note that scores were compared to Grade 9 due to testing not occurring at grade 10 last year) and the lowest at grade 6 with an average of 2.65 growth. (Table 5)

A comparison of average expected growth across subgroups indicates at the elementary level that ELL growth was the strongest with an average gain of 14.90 and the lowest was IEP students with an 11.72 average growth. At the secondary level gifted students grew the most with 17.68 average growth and IEP students average growth was the smallest with a 12.31 average. (Table 6 & 7) The percent of items correct as organized by Common Core domains indicates that elementary and grade 7 achievement is comparable to the nation, at grades 9‐11 performance is higher than the nation in several categories and performance at grades 6 and 8 is below the nation. (Table 10 & 11)

Percent proficient scores in mathematics at the elementary level ranged from a low of 61.9% proficient at grade 3 to a high of 65.9% proficient at grade 5. (Table 14)

The percent of students’ proficient in mathematics at the secondary level remained relatively stable with the exception of grades 8 & 11 where decreases were reported. Percent proficient scores in mathematics at the secondary level ranged from a low of 54.7% proficient at grade 8 to a high of 67.5% proficient at grade 7. (Table 16)

The cohort analysis at the elementary level reported the strongest cohort growth in mathematics was at grade 3 with 1.7 points improvement from the previous year and the weakest growth was at grade 4 where there was a decrease of 6.1 points. At the secondary level the greatest increase was at grade 7 with 10.7 point increase and the weakest growth was at grade 8 with a decrease of 10.2 points. (Tables 15 &17) Expected growth was the highest at grade 3 with an average growth in standard scale points of 13.70 and the lowest at grade 4 with an average of 11.63. At the secondary level grade 11 reported the highest growth with a 18.81 average (note that scores were compared to Grade 9 due to testing not occurring at grade 10 last year) and the lowest at grade 6 with an average of 8.22 growth. (Table 18)

A comparison of average expected growth across subgroups indicates at the elementary level that ELL and gifted growth was the strongest with an average gain of 13.81 and the lowest was IEP students with an 10.21 average growth. At the secondary level gifted students grew the most with 14.76 average growth and ELL students average growth was the smallest with a 13.06 average. (Table 19 & 20) The percent of items correct as organized by Common Core domains indicates that overall achievement at the elementary and middle school level is lower than national averages. Overall performance at the high school is comparable at grade 9 and higher at grade 10 than the nation. (Table 24)
