Welcome Branch Chairman John Mackie opened the meeting and welcomed everyone after a meet and greet morning tea. An apology was noted for Samantha Gain IPWEA NZ President and Ashley Harper updated us on the housekeeping formalities. John thanked Waugh Infrastructure Management Ltd & Timaru District Council for sponsoring and hosting the meeting.
IPWEA NZ news by John Mackie John spoke about the last board meeting which was held on 7 March 2018 in Wellington. The conference this year will be from 20 till 22 June and will be conducted in a new format with tours on the Wednesday and two days of presentations and dinners. There may be a change to the financial year to move it in line with the fiscal year 1 July – 30 June. This will result in a 15 month financial year. Membership services have dipped and as revenue is down a committee has been created to help improve the numbers. A slim surplus of $6000 was forecast. John touched on the Business Plan for 2018-2021 and the objectives are to achieve budget, diversify income and have financial stability with the key areas to focus on being revenue streams, expenses and cost controls, memberships – increasing and retaining, training and relationships and collaboration with industry.

A Beaton Survey (Members survey) was done and feedback from members on what they expect was as follows: Develop knowledge and skills Keep members up to date Access resources Provide leadership in the field Access resources Provide leadership in the field Building alliances with other members Belonging to a professional community In the spirit of cross-collaboration, a save the date reminder was given for the Water New Zealand Stormwater 2018 Conference. 23-25 May 2018 at Millennium & Copthorne Queenstown.

Young IPWEA update by James Thorne James spoke briefly about the Young IPWEA action plan for 2018 which includes creating a communication strategy, promoting attendance at the IPWEA conference and offering a 40% discount to the under 35’s who would like to attend, promoting attendance at the branch meetings, running a revamped Big Solutions competition which promotes creativity and future thinking and conducting an annual survey which targets the under 35 members.
Presentations 1. Christchurch Drinking Water Security by John Mackie John Mackie, Head of Three Waters and Waste Christchurch City Council spoke about the Havelock North water enquiry and the recommendations that were made following the enquiry.

2. Temuka Water Supply – Asbestos and beyond by Ashley Harper Ashley Harper, Group Manager Infrastructure at Timaru District Council presented on the Temuka Water Event (asbestos) and spoke in detail about the process of replacing the pipeline which is 9km long. On 12 January 2018 an Extraordinary Council Meeting was held and the project was approved with an estimated $3.3m cost and completion prior to 31 March which is on track.
3. Spatial data as an asset by Richard Harrison Richard Harrison, an Associate Surveyor from BECA, presented on the value of having good spatial data and the importance of it being current, complete, reliable, coordinated, versatile and available. Richard also demonstrated the different ways that data is captured such as spherical imagery, point cloud (3D) and derivates. 4. Mackenzie Transport Study – Tekapo by Scott Mackenzie Scott Mackenzie, Mackenzie District Council Road Manager spoke about the Mackenzie District Traffic Management plan and its purpose which is to address the traffic related challenges that they are facing in Tekapo due to the significant growth, residential development and increasing numbers due to tourism. Some of the key challenges are the planning pressures, parking demand, Church of the Good Shepherd and State Highway 8. Proposals went out to the community with a 4 week consultation process in November and results included improving the management and provisions of parking, minimising impacts on prime/commercial land, road safety and improved long term planning.
Annual General Meeting Hugh Blake-Manson is the new chair of the Northern South Island branch. He did put himself forward as the Branch chair for the AGM elections. ‘I want to continue to great work John has done in bringing the amazing projects to the fore front, in doing so recognise and reward the skills and talent we have in our sector.’ Hugh is Asset Optimisation Manager at City Care Ltd and has previous worked at Selwyn District Council as the 5 Waters Asset Manager. He also has been the Chair Organising Committee for the last Christchurch based IPWEA conference, and on the Board Water NZ for five years. We would like to acknowledge and thank John for his valued and passionate contribution to the IPWEA NSI branch meetings, he has done over the past two years.
