Job Title: City of Buda - Purchasing Manager FLSA Status: Exempt Department: Finance Fulltime Location: Buda, TX Salary: $60,000 Supervisor: Finance Manager OPEN: Thursday, January 15, 2016 CLOSED: Until Filled JOB SUMMARY Under the general supervision, administers citywide procurement activities related to the purchase of capital equipment, goods, and services to support the City’s operations. Provides highly responsible professional managerial work in planning and directing all purchasing activities of the City. ESSENTIAL FUNCTIONS 1. Directs and coordinates the day-to-day activities of the city’s purchasing including preparation/issuance of procurement documents, award/administration of contracts, overseas the Purchasing, and management of surplus materials. 2. Provides oversight for municipal bid processes:  Prepares purchasing specifications, Requests for Proposals, invitations for bid, and agenda requests to the City Council.  Conducts pre-bid conferences; coordinates the public opening of bids and proposals.  Participates in bid/vendor evaluation committees including preparation of evaluation documents supervises the analysis of bids; determines appropriate suppliers.  Project management of construction projects. 3. Develops, implements, administers, and reviews the City’s purchasing policies, procedures, methods, and records; monitors and ensures the City’s compliance with applicable rules and regulations governing municipal purchasing activities. 4. Reviews, executes, and administers all contracts prepared by City Departments. 5. Consults with department heads regarding purchasing matters; defines specific items and/or services required with reference to quality, quantity, and availability; plans for future purchases of equipment and supplies. 6. Communicates with City departments, vendors, and the public to exchange purchasing information and/or explain the City’s procurement policies, procedures, and programs. 7. Miscellaneous:  Supervises the analysis of purchase requisitions; determines the most effective methods of purchase.

DECISION MAKING  Must demonstrate the ability to analyze bids and determine appropriate suppliers; make independent decisions in conformance with applicable laws, rules and regulations; resolve vendor disputes.  Manages the municipal purchasing process and assigned budget. MINIMUM REQUIREMENTS  Bachelor’s Degree in Public Administration, Business Administration, or related field is required.  Five (5) years’ experience supervising municipal purchasing operations is required.  Must possess a valid Texas Driver’s License with an acceptable driving record.  Certifications/Education may be substituted for experience. PREFERRED QUALIFICATIONS  Certification as a Certified Public Purchasing Officer (CPPO) is desirable.  Must possess a strong Accounting background. JOB DIMENSIONS  Must be able to interpret and apply regulations governing municipal purchasing activities; must have the ability to comprehend, review, and/or prepare procurement documents, requisitions, purchase orders, and contracts.  Effective verbal and written communication skills are required; must demonstrate the ability to resolve conflict fairly and effectively; must be able to maintain positive working relationships with City departments and personnel, outside agencies, vendors, contractors, and the general public. PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 35 pounds rarely. Subject to vision constantly; sitting, handling, fine dexterity, hearing and talking frequently; standing, walking, lifting, carrying, pushing/pulling, reaching, balancing and foot controls occasionally; kneeling, crouching, bending, twisting and climbing rarely.
