It is the responsibility of all players, coaches, parents, and other participants of the tournament to know all the rules.
USTA & USTA Northern California rules will be followed whenever not specified in this handout. Please see the USTA NorCal website for specific rules.
All rules are subject to change at the discretion of USTA NorCal
Players are to adhere to the USTA Code of Ethics. (See Friend at Court)
The USTA Point Penalty System will be strictly enforced and applies to players, coaches, and parents. Unsportsmanlike conduct will not be tolerated and may result in a default if so ruled by the Tournament Referee.
USTA officials will be on site to assist if necessary
There will be a 5-minute warm-up for all matches.
Player Eligibility:
To advance to the NorCal Junior Team Tennis Section Championships, a player must: o Same Gender Division Play 2 or more matches to completion for the specific advancing team during the local season (matches played on other teams do not count towards eligibility) Players are only allowed 1 on-site default to count as a match played locally All match scores must be recorded online o Coed Division Play 2 or more matches to completion for the specific advancing team during the local season Default matches do not count towards eligibility in this division
All players must remain age eligible through Aug. 31st 2016 as well as have a current USTA membership through that date.
Team Substitutions – (Same Gender Division)
The team requesting a substitution must have 8 or fewer rostered players at the end of the season for their team. (Identified by unique Team ID Number) The team, for whatever reason, cannot meet the 6 player minimum required for Sectionals Teams may only make one substitution per team If a player is on a team that qualified for Sectionals, and the team accepts the invitation to play in the event, that player will not be eligible to join another team as a substitute o The only case in which this would be allowed, is if their original team declines the invitation to play at the Section Championships o If a team declines the invitation, a notification will be sent to that team captain notifying them that their players are now eligible as substitutions for other teams The first attempt to find a substitute must come from your own facility/program. If you have other teams in younger age divisions or multiple teams in the same age division (Ex: Team A and a Team B), you must make an effort to pull a substitute from those teams o If you only field one team from your facility/program or if none of the players from your other teams can play, then you will be allowed to sub from another facility/programs team within your league The substitute player must satisfy the following requirements: Rostered on another team within your league, verified by USTA league software Must have played 2 team matches throughout the season for their original team i. (1 match of which can be a default) Must be rated at the same level or play up a level i. An advanced player cannot be added to an intermediate team ii. An older player cannot play down an age division Lastly, the substitute player must be at the same level or below the level of the player they are replacing. JTT Staff will use the following criteria when determining if the substitution is comparable: 1. Local league play results 2. Rankings/Tournament Results 3. Coach/Area League Coordinator Feedback ii. Example: Team A has 6 players, the #4 player is not able to play at Sectionals. Team A can substitute a comparable player or below than the #4 player that they replaced JTT staff will make final approval if the substitution will be allowed
Team Substitutions – (Coed Division) Any substitute player for a Coed Division team must have written approval by the Tournament Director to ensure the substitution is legal per the 2016 USTA JTT National Regulations.
Non-eligible players – Players that have been ruled non-eligible for whatever reason can play in matches at Sectionals, however all of their matches will be default wins in favor of their opponents.
A player may play for one same gender team and one coed team during the Section Championships. o Players may not play on two same gender or two coed teams during the Championships (regardless of age division)
Roster Requirements:
Minimum Roster for the USTA NorCal Junior Team Tennis Section Championships: o Same Gender Division (Advanced) Team rosters must have a minimum of 6 players If a team does not have 6 eligible boys or girls, then the #6 singles line is defaulted as well as the #3 doubles match. You will start the match down 2-0 Note: If a player(s) is injured during the tournament and a team does not have 5 eligible players for a match, the entire team match is defaulted o
Same Gender Division (Intermediate) Team rosters must have a minimum of 4 eligible players If a team does not have 4 eligible players for a match, the #4 singles match and #2 doubles match is defaulted. You will start the match down 2-0 Note: If a player(s) is injured during the tournament and a team does not have 3 eligible players for a match, the entire team match is defaulted

Coed Division (Intermediate and Advanced) Team rosters must have a minimum of 3 eligible boys and 3 eligible girls at each match If a team does not have 3 eligible boys or 3 girls at the start of the tournament, all team matches for that team will be defaulted for the entire tournament If a team does not have 3 eligible boys or 3 girls for a match after the tournament has already begun (due to illness, injuries, etc.) then the boys and/or girls singles match will be forfeited to the other team
Formats of Play and Scoring: Same Gender Division - Advanced o o o o
Team matches will consist of 6 singles and 3 doubles matches Team match winners will be determined by overall individual matches won Singles players can play doubles as well Scoring format: Singles matches will be best of 2 out of 3 sets, no-ad scoring, a 10 point match tie-breaker will be used in lieu of a 3rd set Doubles matches will play an 8 game pro set with no ad scoring. A 7 point tiebreak will be played at 7 games all Receiving player chooses which side to receive serve on for all deuce points
Same Gender Division - Intermediate o o o o
Team matches will consist of 4 singles and 2 doubles matches Team match winners will be determined by overall individual matches won In the event that the match ends in a tie, total games won determines the winner Singles players can play doubles as well Scoring format: Singles matches will be best of 2 out of 3 sets, no ad scoring, a 10 point match tie-breaker will be used in lieu of a 3rd set Doubles matches will play an 8 game pro set with no ad scoring. A 7 point tiebreak will be played at 7 games all Receiving player chooses which side to receive serve on for all deuce points
Coed Division – Intermediate and Advanced o Team matches will consist of 2 singles (1 Boys and 1 Girls), 2 doubles (1 Boys and 1 Girls) and 1 mixed doubles match Team match winners will be determined by total overall games won. In the event of a tie, after all 5 individual matches are played, each coach will designate 1 girl and 1 boy from their team to play a mixed doubles 10-point tiebreak to determine the match winner o Note: If a match tiebreak is played to determine the match winner, that game will not be counted towards a team’s overall total games won calculation for flight standings Only 1 boy and 1 girl player per team may play more than 1 individual match per team match If a player choses to play twice in an individual match, they can only play in Boys/Girls Singles and Mixed Doubles, or Boys/Girls Doubles and Mixed Doubles. A player may not play in both Boys/Girls Singles and Boys/Girls Doubles in the same match. o Scoring format - Coed 14U Int. and Coed 18U Int. Divisions: Round robin matches will be an 8 game proset, no ad scoring. A 7-point tiebreak will be played at 7 games all if tied during the set. Note: For all deuce points in mixed doubles, boys must serve to boys and girls must serve to girls. Receiving team cannot choose their preferred side. Playoff Match Scoring Format- All playoff matches will be best of 2 out of 3 – 6 game short sets, no ad scoring, a 10 point match tie-breaker will be used in lieu of a 3rd set. (A 7point tiebreak will be played at 5 games all if tied during the set.) o Scoring format - Coed 14U Adv. and Coed 18U Adv. Divisions: Matches will be best of 2 out of 3 – 6 game short sets, no ad scoring; a 10 point match tiebreaker will be used in lieu of a 3rd set. (A 7-point tiebreak will be played at 5 games all if tied during the set)
Order of Play: o Same gender divisions will either begin with Singles or Doubles matches. There are 5 match rounds each day, and depending on your match time will determine if your match will start with singles or doubles first. See below for a potential breakdown for Same Gender division: Saturday: 7:30am–Singles, 9:15am–Doubles, 12pm–Singles, 1:45pm–Doubles, 4:30pm-Singles Sunday: 8:00am–Singles, 9:45am – Doubles, 12:15pm – Singles, 2:15pm – Doubles
o Coed division matches will start with a mix of singles/doubles matches depending on which players double up during a team match. Coed team matches will be played in 2 rounds using 2-3 courts per team match o
Order of Play for Same Gender Doubles Matches To determine order of play for doubles, the combined number from the strength ladder will be used to determine #1 #2 and #3 doubles positions. Strength Ladder Example - #1 player plays with #6 – Their total is 7. The #2 player plays with #4– Their total is 6. The lower number pairing will be placed as the higher ranked doubles team, in this case the #2 and #4 players will be the #1 doubles team since their total number is 6. In the case of a tie in number, the doubles team with the higher ranked singles player will be placed as the higher ranked doubles team.
Coaching:
o All official coaches must be listed on a teams official roster form, submitted prior to the tournament, in order to be on the teams’ credential o Coaching is only allowed during official changeovers and only from the official team coach(s) who must wear the coaching credential at all times. Only 1 credential per team will be issued and will only include the coaches that are listed on the official tournament team roster form. New coaches will not be allowed to be added at the event. o Note: All official coaches must have completed the USTA Safe Play policy and be in the cleared coaches database found here: http://www.usta.com/AboutUSTA/background_screening_program_results/ o Coaching is allowed on court but coaches may not stay on court during any play o Coaching must not interfere with the continuous play rule which allows 90 seconds during the changeover Note: Coaching will not be allowed after the 1st game of each set Note: Coaching will not be allowed during a tiebreak changeover Team Check In Teams must check in at the site listed on their draw at least 15 minutes before the scheduled start time Lateness penalties will be enforced. Players must check in at least 15 minutes prior to their start time. After checking in, players must remain checked-in and must be ready to play from that point on. If you do not check in by the stated match time, you will be placed on the penalty clock regardless of court availability.
Lateness of five minutes or less: opponent automatically wins toss and receives one game for every individual match(singles and doubles) o Lateness of more than five minutes, but less than 10 minutes: opponent automatically wins toss and receives two games o Lateness of more than 10 minutes, but less than 15 minutes : opponent automatically wins toss and receives three games o Lateness of more than 15 minutes: TEAM DEFAULT
Team Line Ups o Complete individual match lineups will be filled out during match check-in, both singles and doubles matches. This line up must be consistent with the official roster ladder submitted prior to the event (for same gender divisions). Each match lineup will be verified by USTA tournament staff. Official team rosters ordered by strength are based off of the coach honor system. Strength ladder should be determined by the current level of each player at the time of the tournament. If an opposing coach challenges the validity of their opponent’s strength ladder, they need to notify the tournament director. The tournament committee will look at all available information to make a determination about level of play. Any player that is determined to have played a match in an incorrect position based on the official team roster ladder will be subject to an individual match default.
Substitutions to Submitted Lineups – (Same Gender Division) o All match lineups must be submitted at the start of the match for all singles and doubles matches o Changes to the submitted match line-up may be made during a team match, but only after the 1st round of matches and before the 2nd round of matches are put on court. Changes are only available if the substitute player is on the official team roster ladder (submitted prior to the Section Championships) and the new match line-up must stay consistent with team strength ladder. If a substitution is requested, both coaches must be present at the tournament desk Example: Your individual match #2 singles player is substituted after the doubles round with the #8 singles player on your official team roster ladder. That #8 player will NOT play at #2 singles position for that match. They will move down the match line-up until located in the correct line-up position based on strength order. All other players will shift up accordingly. Substitutions to Submitted Lineups – (Coed Division) No substitutions may be made in an individual match after the lineup has been presented, except for injury to, or illness of, a player prior to the start of the match, and except under such further circumstances as the championships committee may authorize. If the substitution is made during the warm-up, the substitute player is entitled to a five minute warm up. The substitution shall affect only the one position for which the substitution is made. The remaining lineup positions shall remain the same. Flight Formats and Advancement Rules
o Each flight will complete a round robin, playing every team in their flight. The order of finish in the round robin will be determined based on the following: Same Gender Divisions: Team win/loss record Coed Divisions: Total games won In the event of a tie, the tie shall be broken by the first of the following procedures: The winner of the head-to-head match The team with the most team matches won in the round robin flight The team with the most individual matches won in the round robin flight The team with the most sets won in the round robin flight o For a division with only 1 flight, you will play one complete round robin and your final round robin standings will determine your finish in the tournament. Note: Except the Coed 18U Advanced Divisions in which additional playoff matches will be played based on finish. o For a division with 2 flights, each flight will complete their round robin. If you finish 1st in your flight, you will play the 1st place finishing team from the other flight. 2nd plays 2nd, etc. If you finish 3rd or 4th in your flight, you may not have another match. All playoff scenarios will be provided in your coach packet you receive at check in. Sportsmanship o Sportsmanship is paramount to every individual match, team match, and coach/player/parent interaction during the tournament. All coaches, team managers, parents, and players are expected to act with the highest level of sportsmanship when competing in Junior Team Tennis leagues and tournaments. o Individual sportsmanship awards will be handed out throughout the Section Championships by USTA Staff and officials when excellent examples of sportsmanship are displayed.
Ranking Points – Players will receive ranking points for every individual singles and doubles win during the tournament. (Mixed doubles matches will not earn points) o Advanced Division = 35 points per win o Intermediate Division = 15 points per win (Same-gender teams play in a 15U division. All points earned in this division will count towards a 16U division ranking) Gar Glenney Cup – Advanced same gender division Section Champions will qualify for the Gar Glenney Cup and be eligible for a $750 team travel stipend. National Championships – All Coed Division Section Champions will qualify for the USTA JTT National Championships in South Carolina and be eligible for a $3,000 team travel stipend o The team that finishes runner up at the USTA NorCal JTT Section Championships in the Coed 18U Adv. division will earn a free entry into the 2017 WTT National Championships in San Diego, CA (a $530 value)
