REQUEST FOR EXPRESSIONS OF INTEREST
For Alternative Uses for the Kindersley Water Tower Expressions of Interest shall be submitted and marked “Expression of Interest -‐ Kindersley Water Tower” and received at the office of the Owner: Town of Kindersley, 106 – 5th Ave E, Kindersley, SK S0L 1S0. [email protected] Expressions of Interest must be received before 4:00pm local Saskatchewan time, on the 14th day of June 2013. Offers submitted after the above time will be returned to the bidder unopened. It is preferential that offers be sent by email, with a read receipt, and it is suggested that the proponent follow up with the office to ensure successful delivery. Offers will be opened in private. The Town reserves the right to cancel this Request for Expressions of Interest for any reason without any liability to any proponent or to waive irregularities at their own discretion. OPPORTUNITY The opportunity is to secure the rights for alternative use for the 1912 Kindersley Water Tower and obtained through an exclusive lease or purchase agreement with the Town of Kindersley. CONSIDERATIONS Water tower specs • Constructed in 1912 • 150,000 gallons • 107 feet high • Pictures and designs are attached as appendices to this document. Audience • The 360° surface can be seen from Highway 7 and virtually anywhere in town, and thus offers as an invaluable location to advertise goods and services. • Kindersley has a population of 5,321 (Saskatchewan Ministry of Health Covered Population 2012). • The 2011 Saskatchewan Ministry of Highway traffic counts captured 3,000 vehicles per day (averaged annually). • Travelers on Highway 7 are typically travelling across central Saskatchewan and are often out-‐of -‐province travellers routed through Kindersley to other provinces in Canada. Climate -‐ The climate of Saskatchewan can range from -‐40°C in winter to +35°C during summer. We average the most sunshine of any Canadian province. REQUIREMENTS The Proponent will be required as part of the REOI submission to submit a draft design concept for any improvements, modifications or alterations to the structure and any of its components. The proponent will be required to undertake all efforts associated with opportunity, which include but are not limited to the: − Assessment of the proposed use given that the use will be alternative to the originally intended use of the structure − Assessment of the condition and safety of the structure in its current form, and in its proposed alternative use − Assessment of the economic opportunity presented in using the structure in a manner for which it was not originally intended − Fair lease or purchase compensation to the Town of Kindersley for structure, or for the structure and the land it occupies **All work conducted on Town of Kindersley property shall be done in accordance with local, provincial and federal regulations RIDER The lease or purchase agreement will indemnify the Town from any and all risks associated with the proponent’s proposal including any scaling and application of any improvements, alterations or modifications of the water tower.
