Bond Referendum Information Tuesday, January 6, 2015 About the Referendum The district will be holding a special election on January 6, 2015, seeking voter approval of a referendum question, which would authorize the district to issue up to $25,515,000 in general obligation school building bonds. Proceeds from the bond issue would allow the District to construct a new Early Childhood through Grade 4 Elementary School building on District-owned Abnet Field and remodel and renovate areas of the High School/Middle School building.
Why is the referendum needed? After the near decade of work and analysis led by task forces and work groups comprised of community members, administration, school board members and staff, The School Board has taken action to address our aging facilities.
The question proposed to the voters seeks to: • Increase school security and safety • Address aging building infrastructure, roofs, plumbing, and HVAC systems • Provide appropriate and flexible instructional spaces to meet the diverse learning needs of students • Increase capacity to continue technology integration
How the referendum question was developed In the Fall of 2013, the District conducted a feasibility survey of our residents to help determine the level of support for a facilities improvement plan. The survey was aligned with the demographics of registered voters living within the school district. Elements of the proposed projects were tested in the survey. The survey also tested tax impact, the results of which indicated strong voter support for a plan with an annual tax increase of up to $79 on a $100,000 of residential property value. The School Board considered needs and recommendations from the Facilities Task Forces to develop a facilities improvement plan that would address the highest needs in the district. The Board then developed a bonding option that maximized State equalization (amount of the cost paid by the State of Minnesota) and consistent with the findings of the community survey conducted in the Fall of 2013.

What Does the Bond Include? Construction of a New Pre-K thru 4th grade Elementary School on District-owned Abnet Field will: • Increase school safety and security with secure entrance and safer vehicle and pedestrian site access • Provide appropriate and flexible instructional spaces to meet the diverse learning needs of students • Place all common areas on main level (no basement) to increase student efficiency as they move throughout the building Renovation of the High School/Middle School Building will: • Reconstruct and secure the entrances to direct all incoming visitors through each office prior to gaining access to the rest of the building • Replace the building’s fifty year old boiler system • Update two sections of roof in highest need of repair • Renovate the science learning spaces including adding proper ventilation • Create additional student learning space in the area that is currently an outdoor courtyard • Remove old stage from the gymnasium to increase space and safety for our students and spectators

The Project Plans New Elementary School on District-owned Abnet Field Relocating removes the elementary from a high traffic and speed area, set to increase with the City’s planned development of retail space on Oak Street across from the current site.
The District has a signed purchase agreement with Springbrook LLC pending voter approval of the referendum. Springbrook plans to add senior housing options to the community, add 40-60 new jobs, and expand the tax base by as much as $12- $14 million.
