APPLICABLE DEVELOPMENT CODE REGULATIONS Section 11.010. Concept Plan – Applicability: The Concept Plan gives the applicant, staff, Planning Commission and City Council an opportunity to discuss the project in the conceptual stage. The applicant can use the Concept Plan meeting to receive direction on project layout as well as discuss the procedure for approval, the specifications and requirements that may be required for layout of streets, drainage, water, sewerage, fire protection, and similar matters prior to the preparation of a more detailed preliminary subdivision plat. HISTORY June 15, 1872 – This property lies within the original boundaries of Lehi. ANALYSIS The applicant requests approval of the Lehi Hometown Office concept plan. The applicant wishes to construct a new office building on the site of the current car wash. The office would be brought to the corner of Main Street and 100 East for a “Main Street” feel. The office would be approximately 5000 square feet, with 19 proposed parking stalls; it would be one story with a basement level. The DRC noted that Planning Staff strongly supports this redevelopment because the building is oriented to the corner. Staff also highly encourages the owner to consider a 2 story building to fit more into the Main Street historic district, rather than having a basement level. Additionally, staff recommends that the architecture of the building have a turn of the century main street historic theme; the site would be required to meet the Historic Commerce District Design Standards. Please consider all DRC comments as part of the motion. RECOMMENDATION The Planning Division staff recommends APPROVAL of the Lehi Hometown Office concept plan, along with all DRC comments from August 16, 2017. This recommendation is based on the following findings: 1. 2.

The proposed concept is consistent with the Lehi City Development Code The proposed concept conforms to the goals and policies of the General Plan. 3. The proposed concept does not affect the health, safety, welfare, and morals of the City. 4. Other findings based upon information presented at the public hearing.

Lehi Hometown Office Concept Plan DRC Redline Comments Don Payne – Requests review of the Lehi Hometown Office concept to be located at 111 East Main in a Mixed Use zone. Planning Staff strongly supports this redevelopment along Main Street with the building oriented to the corner to maintain more of a street wall and “main street” feel. 2. Staff would highly encourage the owner to consider a 2 story building to fit more into the Main Street historic district rather than the proposed additional space in the basement. 3. Staff would recommend that the architecture of the building have a turn of the century main street historic theme. The site will be required to meet the provisions of Section 37.020, Historic Commerce District Design Standards which requires emphasis to the store front/street facing sides of the building. Gary – Building/Inspections: 4. Soils report with an environmental study will be needed at time of site plan. Ross – Engineering: 5. A traffic study may be required at the time of site plan 6. Will need to evaluate fire flow requirements of the new building to determine if any infrastructure upgrades are needed Trent – Parks: 7. For the site plan, the back buffer wall will need to be extended. DRC GENERAL COMMENTS 1. Access points should be moved as far from the intersection as possible.
