Introduction This memorandum provides draft input into the existing conditions analysis for the US 97/20 Refinement Plan. We are still in the process of obtaining additional information from the City of Bend that will be used to summarize environmental and development conditions for the Study Area. At this stage in the planning process, Otak has characterized the Study Area by existing urban and rural areas, city and county zoning designation, and demographic and socioeconomic conditions in the Study Area. Land Use and Zoning The US 97/20 Refinement Plan Study Area includes an area within the northern limits of the Bend Urban Growth Boundary (UGB), a portion of the Bend Urban Reserve (area designated for future urbanization), and portions of unincorporated Deschutes County. The Study Area includes 8,558 acres, and is primarily located in unincorporated Deschutes County. The Study Area includes approximately 1,200 acres of land area inside the Bend UGB and another 1,064 acres of land in area designated as urban reserves. The existing public street and railroad right-of-way, includes 628 acres, or approximately 7 percent of the study area.

use zoning within the Study Area primarily consists of rural Exclusive Farm Use (EFU), multiple use agriculture (MUA10), and open space & conservation (OS&C) zoning which comprises 5,526 acres. Other County land use zoning designations include: flood plan (90 acres), and rural industrial (50 acres). Table 2. Within the Bend URB the major land use zoning designations include: residential- low, medium and standard densities (744 acres); industrial (194 acres); commercial-highway and limited categories (153 acres); mixed employment, office & mixed-use (75 acres); and public facilities (34 acres). Adjacent to the Bend UGB, there are 1,064 acres of designated urban reserve area, with 415 acres of land zoned urban area reserve (10 acre minimum lot size) and 649 acres zoned suburban low density residential.

Land Use Characteristics The US 97/20 Study Area is generally characterized outside the Bend UGB by rural open space, with limited agriculture and grazing activities. Rural industrial activities are present in vicinity of the US 97/Deschutes Junction where a pumice mill has been in operation for many years. Existing concentrations of rural housing are accessible from Tumalo Road in the north, along Deshutes Market Road (to the east), and along Hunnel Road, Tanglewood Road, Crosswinds Road, Old Bend Redmond Highway, and Schibel Road (west of US 97). There is a wide variety of low-income and upper-income housing developments in the Study Area, including two manufactured housing areas east of US 97, and large rural estate subdivisions east of US 97 and south of Cooley Road. There is a wide mix of residential, industrial, and public facilities (including the Skyview Middle School and Lava Ridge Elementary School and parks) inside the urban portion of the Study Area in the Bend UGB. Established urban neighborhoods in the Study Area include the North Point neighborhood (east of US 97) and the Boyd Acres Neighborhoods (both sides of US 97). Existing industrial developments are primarily concentrated along both sides of US 97 (south of Cooley Road). A regional commercial area known as the Golden Triangle, is bordered by US 20, US 97 and Cooley Road. This area is served by the Bend Mountain View Mall, major “big box” anchor stores, including Target, Home Depot and Lowes, and dozens of miscellaneous commercial establishments. There are also a number of lodging and camping operations, a golf driving range, and various local, state and federal agencies within the area between US 97 and US 20. Demographic and Socioeconomic Characteristics The US 97/20 Refinement Plan Study Area is located within three defined U.S. Census tract block groups, which are illustrated in Figure 3. The Study Area includes portions of census tracts 9912.01 (block groups 2 and 3) and 9912.02 (block group 1). According to the U.S. Census, the total population within these three block groups was 6,187 in year 2000. There were an estimated 2,235 households and 2,358 occupied dwelling units in year 2000. Household income levels were higher in the Study Area and poverty rates much lower then the aggregate statistics for Bend, Deschutes County and Oregon State. Please refer to Table 3. Figure 3. Detailed estimates of population, housing and employment have been prepared by the City of Bend for over 500 traffic analysis zones (TAZ) in the Bend Metropolitan Planning Organization area. There are 41 TAZs in the US 97/20 Study Area. While the City continues to revise and update these data, the current assumptions for year 2003 conditions in the Study Area are summarized in Table 4. There are currently an estimated 5,695 people residing in 2,099 households in the US 97/20 Study Area. Local employment establishments employ an estimated 3,131 workers in a wide variety of occupations, as noted in Table 4. Major employment sectors include: retail trade, services, government and manufacturing.
