Structure Maricopa County is the largest local government in Arizona. About the Department

The Position

Mission: The mission of the Risk Management Department is to provide loss prevention and control programs and direction, insurance, environmental and claims management services to Maricopa County departments, districts and Trust members so they can reduce or eliminate losses.

The purpose of this position is to plan, organize and direct the Maricopa County Risk Management Department and its various programs. The Director of Risk Management will oversee a department budget of $43.9 million, a self-insured Risk Trust with a cash balance of $62.5 million and a staff of 23 employees.

Vision: The Risk Management Department will be recognized as a leader and relied upon for a countywide risk management philosophy and culture.

Opportunities & Challenges The County is facing a serious revenue short fall. Demand for County services remain stable, which means continuing risk. If risks are not addressed then the potential liability exposure to the County will result in increased costs further negatively affecting the County's budget. Continuing negative socioeconomic factors (litigious society, insurance markets' instability) have increased the Cost of Risk (litigation expenses, insurance premium costs) to the County. Retention and recruitment of skilled and experienced Risk Management professionals is key to providing our customers competent advice and services on risk issues. The County injury incident rate, comparing the number of recordable workplace injuries to the number of hours worked, measures how safely employees are performing their jobs. If the County injury incident rate continues to increase, and is not properly addressed, department costs will increase and productivity will decrease.

Strategic Goals By 2015, the Cost of Risk will be at or less than 1%. By 2015, the injury incident rate will not increase each year by more than 1% over the 3-year-average. By 2015, voluntary, non-retirement turnover will be 10% or less.

Duties include but are not limited to: Plans, organizes, and supervises the work of professional, supervisory and paraprofessional personnel (23 in total). Prepares and implements departmental budget; performs continuous expenditure reviews and participates in budget adjustment requests. Identifies, develops, implements, and reviews risk management programs to avert or limit serious impact on the County’s financial structure from unplanned and uncontrolled losses; prepares operational and risk reports, accompanied by management analysis and recommendations. Develops and maintains an information system for timely and accurate recording of losses, claims, settlements, insurance premiums, environmental issues, and other risk related costs and information. Coordinates with a Third Party Administrator to administer the County’s Workers Compensation program. Procures property, general liability, and medical malpractice insurance as required, to conserve the resources of the County, and provides technical assistance evaluating proposed insurance contracts; reviews bid proposals and contracts for outside contract work or services necessary to implement and continue risk management programs. Administers the County Self Insured Trust and provides updates to the Board of Trustees as to insurance costs and coverage, and pending claims and lawsuits to settle or defend.

The ideal candidate will possess a Bachelor’s degree* in Business or Public Administration, Risk Management or a related field and a minimum of ten (10) years professional risk management or occupational safety experience, which included loss control/prevention programs and claims management. Position also requires at least five (5) years of supervisory or management responsibilities. The successful candidate must possess knowledge of the principles and practices of risk management, insurance coverage, occupational safety, loss control and loss prevention, claims and settlement management. Must have a thorough understanding of applicable federal and state rules and regulations. Position also requires advanced knowledge of commercial law, including liability, Worker’s Compensation, contract law, environmental regulations and safety engineering practices. Must have proficiency with financial accounting/budgeting principles, program monitoring/evaluation techniques and supervision/ personnel administration. Excellent verbal and written communication skills are essential. Possession of any of the following certifications/licenses desired: Associate Risk Manager (ARM), Associate in Claims (AIC), Certified Safety Professional (CSP), Arizona Licensed Risk Manager, Arizona Certified Insurance Administrator. A license to practice law in the state of Arizona helpful.

Compensation Maricopa County offers an outstanding comprehensive benefits package. The salary range for this position is within an established range of $85,842 to $144,144 annually, with hiring dependent upon the qualifications and experience of the selected candidate.
