Detectives Van Wagner, Wyss and McCormick responded to the Super 8 Motel to conduct surveillance on room 131 reference a suspicious person complaint.

On 6/11/2015 I received information from Officer Fantini that there may be prostitution type activity at the Super 8 Motel room 131 by a subject named Min Guo who is a Chinese National. From past complaints and investigations I know that backpage.com is a common advertising website for people engaged in prostitution type activity so I conducted a search on that website. On the backpage.com website there is a listing for "escorts" and then I conducted a search from the escort ads using the word "Mason" and I found an ad with the heading "New Asian girl BODY ON BODY BIG BREASTS....MUST TRY 929 329 6535 -23". The ad was printed off and scanned into this report. The ad found on backpage.com clearly lists location as Cincinnati, Mason/Kings Mills Rd. The ad further describes the female as "SUPER SWEET", "Pure Satisfaction? 100%", "ACCOMMODATING personality with an ANGELIC FACE & SEXY BODY to match" and "Classy and SASSY side that drives a man crazy!" The ad also states that the service is for incall only and from past investigations I know that to mean that the client has to come to the place where the female stays. The ad also displays 6 pictures of a female in either a bra or topless. With the information received from the patrol and information from backpage.com it was determined that an investigation would be conducted into the activity in room 131. Detective Wyss conducted an initial check of the Super 8 motel and located room 131 which is the last room on the northern end of the building and on the second floor. The room is right next to a staircase and a breezeway allows access to the room from both sides of the motel. The door to the room and the widow are visible from the parking lot of Frisch's restaurant. Surveillance was conducted in unmarked vehicles from the Frisch's parking lot and we were approximately 200 yards away with a clear line of sight to the door and window of room 131. In about 5 minutes we observed the curtains from room 131 start to move and about 2 minutes later we observed a white male emerge from the stairwell and knock on the door of room 131. The male appeared to be bald and was wearing a black shirt. The door opened up and the male entered in the room and the door shut. We then left our surveillance position and made our way to the second floor and posted at the corner stairwell right next to room 131. I waited on one side of the door and Detective Van Wagner and Wyss waited on the other side of the door. In approximately 15 minutes the door opened up and the male exited the room and walked towards Detective Van Wagner and Wyss. I activated a recording device to assist with the investigation and made contact with the Richard Cox who was the male who exited the room. Incident Number: 2015000018984

When I made contact with Richard Cox I advised him that we have had complaints about prostitution from that room and he denies that anything like that is happening. I explained that I found an ad from backpage.com that led me to that room and when I showed him the ad with the pictures he states thats not her. I ask him if there are massage services being offered in the room and he also states no. I asked him if the female speaks English and he says hardly any but she did indicate to him that she is from China. During the interview he states to me that he had been in the room for 15 minutes and I asked him how did he find his way to that room and he explains that a guy from a job asked him to come check on the female from that room and she was asking him about where she could eat. I explained to Cox that we are conducting a police investigation into prostitution and he again stated that he was only helping out a request from a friend to check on the female in room 131. I ended my interview with Richard Cox and he left with out any further police interaction. We then knocked on the door to room 131 and an Asian female opened the door wearing an all black mini skirt. We were allowed to enter the room and attempted to speak to the female but she did not speak English but provided a passport which stated that her name is Min Guo from China and entered into the country on April 28, 2015. Min Guo could not speak to us but through hand gestures asked if she could change out of her dress and was allowed to go into the bathroom to change into jeans and a t-shirt. During the investigation I checked the trash can and found several condom wrappers. I also located a small notebook with what appeared to be a ledger. Min Guo was observed with a considerable amount of money in her jean pockets that visibly protruded from her pocket. The inability to communicate and effectively interview Min Guo was a detriment to developing any further leads into prostitution. From a cell phone application Min Guo expressed her desire to check out of the motel and no longer stay in Mason. I advised her that at this point she was free to leave but the investigation would continue. I made contact with the number from the backpage ad and the female who answered it initially told me that Min Guo is a friend and she does not do any prostitution. As I asked more questions the female than told me that I must have the wrong number and hung up the phone on me. I tried several other times to call the number but no one answered.

On 6/12/2015 Detective Van Wagner and I responded to the Super 8 Motel room 131 to conduct a follow up interview. We knocked on the door and found a new guest who has no connection to the earlier incident was now occupying the room. Made contact with the front desk of the motel and was advised that Min Guo had checked out of the room yesterday and they have no idea where she was traveling to.
