Feasibility Study is proceeding

OLD BUSINESS: No Old Business NEW BUSINESS: PD8.1

The Consultant Team (Grimm + Parker) provided a brief recap of the previous meetings. PD8.2 FCPS gave the Feasibility Study Team an update on the Hargett Farm Site. FCPS had met with the City of Frederick regarding the status of the land in question. The land purchased was purchased with POS (Program Open Space) funding and must be used for parks. zoning variance and may require purchase of additional property. Further study of schedule, cost impact, and overall feasibility of rezoning would be required if this specific off-site option is pursued further. The Team agreed the Hargett site should remain in the Feasibility Study document, but these issues should be highlighted as a compromise to this scheme.

PD8.3

FCPS alerted the team that they would be meeting with MSDE on 4/11/16 to discuss inclusionary needs for this project.

PD8.4

The Consultant Team shared with the Team a list of key issues if Rock Creek were to physically attach itself to an existing FCPS building. The Consultant Team was directed to write a narrative outlining the key issues as part of Option 4 (New building off-site)

PD8.5

The Consultant Team shared with the Team a recap of multiple community meetings that had taken place since the last meeting. All of the community’s comments were in-line with the direction the Feasibility Study Team is taking. Some specific comments were shared.

PD8.4

The Feasibility Study team reviewed all of the content generated to this point and had a discussion about coming to a recommendation for the Feasibility Study document. Each team member vocalized their preference after weighing the options. The Team unanimously agreed to recommend Option 4 (Build a new RCS off-site). The Team also emphasized that Option 4 is not only the best option, but Options 1 2 & 3 should not be considered due to an overwhelming number of compromises, many of which threaten the health and safety of Rock Creek students. The Consultant Team agreed to draft a recommendation report for the next draft of the Feasibility Study document.

The next design meeting has been scheduled for Tuesday, May 17, 2016, at 9:00 a.m. at Frederick County Public Schools Board of Education Room. Due at next meeting: Sections of the Draft Document

Attaching RCS to an Existing FCPS School Building the Rock Creek program as an addition to an existing building presented many planning challenges, such as: •

RCS’ program requires a base bid building area of 89,000gsf (113,000 gsf including add alternates); even utilizing some shared space with an existing school building would result in a large one-story addition that could prove difficult to accommodate with a successful outcome for both schools



The RCS addition would require an appropriate “connection point” to the existing building that allowed for easy circulation between the two schools



The RCS addition would overtake a large area of property adjacent to the existing building, which may require significant redesign of the vehicle and pedestrian circulation and outdoor spaces serving the existing building



The RCS addition is large enough that it would require either a dedicated physical plant, or a major renovation to increase the size and capacity of the existing building’s physical plant to accommodate the addition



Limited opportunities to share space with an existing building. The RCS Educational Specifications require many specialized program spaces that will be difficult to share. Those spaces that can be shared would require scheduling scenarios that met the demands of both schools’ student populations.



A large addition to an existing school would likely eliminate a certain extent of exterior windows, which would compromise access to daylight and views. Rock Creek Center, Frederick County Public Schools
