East  End  MBSA  –  Mishawaka  East  End  2018  Spring   Season  Baseball  /  Softball  Team  Selection  Process     The  following  outlined  process  for  team  selection  will  be  the  manner  for  which  all  teams   are  selected  for  the  Mishawaka  East  End  2018  spring  season  in  both  baseball  and   softball  leagues.     This  process  will  NOT  apply  to  Mishawka  East  End  2018  fall  season  nor  any  All-­‐Star  or   other  team  selection  process  facilitated  by  East  End  MBSA  in  2018.     This  process  will  NOT  apply  to  the  process  for  which  teams  will  be  selected  in  the   Mishawaka  East  End  2018  spring  T-­‐Ball  divisional  season.    The  team  selection  process   for  the  Mishawaka  East  End  2018  spring  T-­‐Ball  divisional  season  will  be  published   separately  by  the  2017  2018  Mishawaka  East  End  T-­‐Ball  division  Commissioner.     This  process  will  NOT  apply  to  the  process  for  which  teams  will  be  selected  in  any   division  that  can  field  less  than  four  (4)  teams  for  the  Mishawaka  East  End  2018  spring   season.    In  a  situation  where  less  than  four  (4)  teams  can  be  fielded  for  the  Mishawaka   East  End  2018  spring  season  this  process  can  be  modified  (if  needed)  by  the  collective   agreement  of  the  Vice  President  of  Operations  of  the  league  discipline  (baseball  or   softball),  The  Player  Agent  of  the  league  discipline  (baseball  or  softball),  and  the   Commissioner  of  the  league  needing  process  modification.       The  process  outlined,  in  this  section,  uses  baseball  and  the  8u  baseball  division  as  an   example  for  the  process  and  scenarios  within  the  process.    It  should  be  noted  that  this   selection  process  will  be  applied  to  each  league  (baseball  and  softball)  and  all  divisions   with  the  exceptions  noted  above.       In  2016  a  complete  draft  process  was  agreed  upon  and  adopted  as  the  team  selection   process  for  all  divisions  of  Mishawaka  East  End  baseball  and  softball  that  could  field  at   least  four  (4)  teams  (with  the  exception  of  the  T-­‐Ball  division).    This  was  done  as  the   beginning  for  the  process  we  are  now  adopting  in  order  to  maintain  fairness  across   teams,  enrich  development  of  players,  and  ultimately  building  Mishawaka  East  End  as   an  organization  across  all  leagues  and  divisions.    In  instances  of  divisions  that  could  not   field  four  (4)  teams  in  2016  a  draft  process  was  still  implemented.     In  2017  we  continued  to  build  upon  the  2016  draft  base.    Utilizing  the  identification  of   interdivisional  core  teams  along  with  an  evaluation  process  for  the  team  selection   process  we  will  continue  this  process  in  2018.     This  process  shall  be  published  and  serve  as  the  guide  for  team  selection  for  the   Mishawaka  East  End  2018  spring  season.    Should  any  situation  or  scenario  transpire  that   is  not  covered  in  these  guidelines  the  solution  will  be  decided  upon  by  the  collective   agreement  of  the  Vice  President  of  Operations  of  the  league  discipline  (baseball  or   softball),  The  Player  Agent  of  the  league  discipline  (baseball  or  softball),  and  the  

East  End  MBSA  –  Mishawaka  East  End  2018  Spring   Season  Baseball  /  Softball  Team  Selection  Process     Commissioner  of  the  league  needing  process  modification.    All  modifications  of  this   process  will  then  be  communicated  to  the  East  End  MBSA  Board.     INTERDIVISIONAL  CORE  TEAM   In  2018  if  two  (2)  or  more  players,  from  the  same  team,  return  to  the  same  division  than   they  will  be  considered  a  core  team  and  allowed  to  stay  together  for  the  2018  season.     The  formation  of  a  core  team  is  based  on  the  players  returning  and  is  not  contingent  on   the  Manager  also  returning  to  the  same  division.       If  a  player  is  returning  to  the  same  division  as  they  played  in  2017;  but  would  like  to  be   entered  into  the  draft  selection  process  (rather  than  remaining  on  their  identified  core   team)  they  must  attend  the  evaluation  workshop(s)  (outlined  below)  and  signify  this   request  during  check  in.         Using  the  2017  baseball  team  structure  the  following  core  team  assignments  will  be   identified  for  baseball  during  the  2018  selection  process.    All  players  that  are  returning   to  the  same  division,  as  they  played  in  2017,  will  remain  on  the  core  team  roster   number  assigned  below:                                           Any  player  moving  up  an  aged  division,  or  new  to  Mishawaka  East  End,  will  not  be   considered  in  the  core  team  identification  process  and  must  attend  the  evaluation   workshop(s)  and  be  placed  in  the  divisional  team  draft  selection  process  (outlined   below)  for  the  new  division  they  are  entering  into.  

East  End  MBSA  –  Mishawaka  East  End  2018  Spring   Season  Baseball  /  Softball  Team  Selection  Process             MANAGERS  AND  COACHES   Anyone  interested  in  becoming  a  Mishawaka  East  End  2018  spring  season  manager   must  be  approved  by  the  collective  agreement  of  the  Vice  President  of  Operations  of   the  league  discipline  (baseball  or  softball),  The  Player  Agent  of  the  league  discipline   (baseball  or  softball),  and  the  Commissioner  of  the  league  for  which  they  are  requesting   to  managing  a  team.    Those  approved,  and  selected  to  manage  a  team  for  the   Mishawaka  East  End  2018  spring  season,  must  then  meet  the  East  End  MBSA   Expectation  of  Managers  and  Coaches  prior  to  and  during  their  tenure  as  a  Mishawaka   East  End  Manager  (see  East  End  MBSA  Expectations  of  Managers  and  Coaches  for   further)     A  single  manager  will  be  identified,  by  the  league  commissioner,  for  each  team  prior  to   the  evaluation  workshops  and  team  selection  process.         The  selected  team  manager  will  then  select  ONLY  ONE  (1)  assistant  coach  prior  to  the   evaluation  workshops  and  team  selection  process.         That  team  Manager’s  and  identified  single  team  Coach’s  child  (or  children)  playing  in   that  same  division  will  be  added  to  that  team  roster  automatically  prior  to  the  team   selection  process.     Once  the  team  selection  process  has  been  completed  and  the  team  rosters  have  been   published  the  team  manager  may  then  identify  any  additional  assistant  coaches  they   may  need.     All  team  coaches  must  be  approved  by  the  league  commissioner  and  must  then  meet   the  East  End  MBSA  Expectation  of  Managers  and  Coaches  prior  to  and  during  their   tenure  as  a  Mishawaka  East  End  Coach  (see  East  End  MBSA  Expectations  of  Managers   and  Coaches  for  further)     MANAGERS  AND  COACHES  ASSIGNED  TO  TEAMS     Situation  1:  2017  Manager  returns  to  the  same  division  in  2018   If  a  2017  manager  returns  to  the  same  division  in  2018  they  will  take  the  helm  of  the   same  core  team,  with  their  returning  players,  they  managed  in  2017.       Situation  2:  2017  Manager  does  NOT  return  to  the  same  division  in  2018  

East  End  MBSA  –  Mishawaka  East  End  2018  Spring   Season  Baseball  /  Softball  Team  Selection  Process     If  a  2017  manager  does  NOT  return  to  the  same  division  in  2018  than  the  core  team   returning  for  2018  will  be  assigned  to  a  new  manager  for  the  2018  spring  season.    The   manager  assignment  for  the  core  team  left  without  a  returning  manager  will  be  done   following  the  process  identified  below.     Situation  3:  2017  Manager  is  interested  in  managing  a  team  in  a  new  division  in  2018   If  a  2017  manager  moves  to  a  different  age  division  they  will  be  identified  as  a  “New   2018  manager”  during  the  2018  selection  process.    The  manager  assignment  to  a  team   in  a  new  division  will  be  done  following  the  process  identified  below.     Manager  and  Team  Assignment  Process:     1.  Returning  Managers  from  2017  in  the  same  division:  Managers  returning  in  2018,  to   the  same  division  as  they  managed  in  2017,  will  be  paired  with  the  returning  core  team   they  managed  in  2017.     2.  2018  Core  Teams  without  a  returning  manager  from  2017:  Any  core  team  that  does   not  have  a  returning  manager  may  have  a  new  manager  identified  by  the  following   process:   a. A  new  manager  may  be  selected  from  one  of  the  returning  assistant   coaches  from  2017   b. A  new  manager  may  be  selected  from  one  of  the  returning  family   members  from  2017   c. A  new  manager  may  be  selected  from  any  volunteering  new  manager  to   that  division.   d. The  selection  of  the  new  manager  will  be  at  the  discretion  of  the   collective  agreement  of  the  Vice  President  of  Operations  of  the  league   discipline  (baseball  or  softball),  The  Player  Agent  of  the  league  discipline   (baseball  or  softball),  and  the  Commissioner  of  the  league  for  which  they   are  requesting  to  managing  a  team.     3.  There  are  more  teams  in  a  division  in  2018  than  there  were  in  2017:  If  there  are   more  players  registered  in  2018  that  allow  for  the  need  to  have  additional  teams  in  any   division  above  the  number  of  teams  we  had  in  that  same  division  in  2017  than  the  new   teams  will  have  a  manager  identified  by  the  following  process:   e. The  selection  of  the  new  manager(s)  will  be  at  the  discretion  of  the   collective  agreement  of  the  Vice  President  of  Operations  of  the  league   discipline  (baseball  or  softball),  The  Player  Agent  of  the  league  discipline   (baseball  or  softball),  and  the  Commissioner  of  the  league  for  which  they   are  requesting  to  managing  a  team.    

East  End  MBSA  –  Mishawaka  East  End  2018  Spring   Season  Baseball  /  Softball  Team  Selection  Process     4.  There  are  less  teams  in  a  division  in  2018  than  there  were  in  2017:  If  there  are  less   players  registered  in  2018  that  allow  for  the  need  to  have  less  teams  in  any  division   below  the  number  of  teams  we  had  in  that  same  division  in  2017  than  the  teams  will  be   redacted  by  the  following  process:   f. The  returning  core  team,  which  does  not  have  a  returning  manager,  with   the  least  amount  of  returning  players  will  be  considered  for  redaction   first.       g. If  there  are  more  than  one  team  than  a  blind  draw  will  be  done.   h. When  a  team  is  redacted  the  players  returning  to  that  team  will  be   entered  into  the  evaluation  and  draft  process  for  new  team  selection.     All  team  managers  and  assistant  coaches  must  be  approved  by  the  collective  agreement   of  the  VP  of  Operations  for  the  particular  discipline  (baseball  or  softball),  the  Player   Agent  for  the  particular  discipline  (baseball  or  softball),  and  the  Commissioner  of  the   particular  division.    In  the  event  any  of  those  positions  are  vacant  than  any  member  of   the  Executive  Board  may  replace  the  vacant  position  for  that  decision.     If  any  scenario  is  found  not  to  have  a  solution  pertaining  to  manager  selection,  manager   placement,  assistant  coach  selection,  assistant  coach  placement  or  any  other  situations   pertaining  to  manager  and/or  assistant  coach  assignment  than  the  solution  will  be   determined  by  the  collective  agreement  of  the  VP  of  Operations  for  the  particular   discipline  (baseball  or  softball),  the  Player  Agent  for  the  particular  discipline  (baseball  or   softball),  and  the  Commissioner  of  the  particular  division.    In  the  event  any  of  those   positions  are  vacant  than  any  member  of  the  Executive  Board  may  replace  the  vacant   position  for  that  decision.     Mishawaka  East  End  Spring  Baseball  Division  Evaluation  Eligibility:   Players  will  be  eligible  to  be  evaluated  for  play  in  the  following  baseball  divisions  in   accordance  with  the  following  ages.       Players  Age   4 5 6 7 8 9 10 11 12   T  Ball Eligible Eligible   8u Eligible Eligible Eligible Eligible   Divison 10u Eligible Eligible Eligible   12u Eligible Eligible Eligible     All  players  aged  6  to  12,  NOT  remaining  in  their  previously  played  division  on  a  core   team  (see  definition  above)  will  be  asked  to  attend  at  least  one  (1)  evaluation  workshop   as  they  will  be  entering  into  the  draft  process.    

East  End  MBSA  –  Mishawaka  East  End  2018  Spring   Season  Baseball  /  Softball  Team  Selection  Process       All  8  and  10  year  olds  are  asked  to  attend  at  least  one  (1)  evaluation  workshop   regardless  of  core  team  status  to  be  evaluated  for  inclusion  in  the  next  aged  division’s   draft.         • If  a  10  year  old  is  not  selected  to  a  team  in  the  12u  divisional  draft  than  they  will   return  to  their  10u  core  team  (the  team  they  played  on  in  2017)  for  the   Mishawaka  East  End  2018  spring  season  (unless  new  to  Mishawaka  East  End   where  they  will  then  be  entered  into  the  10u  draft  process).     • If  an  8  year  old  is  not  selected  to  a  team  in  the  10u  divisional  draft  than  they  will   return  to  their  8u  core  team  (the  team  they  played  on  in  2017)  for  the   Mishawaka  East  End  2018  spring  season  (unless  new  to  Mishawaka  East  End   where  they  will  then  be  entered  into  the  8u  draft  process).     5  year  olds  entering  into  the  evaluation  process  for  inclusion  into  the  8u  draft  process  is   at  the  discretion  of  the  child’s  parent(s)/guardian(s).    If  a  5  year  old  wants  to  be  entered   into  the  8u  draft  process  they  must  attend  the  evaluation  workshop(s)  (outlined  below)   and  signify  this  request  during  check  in.    Note  that  a  determination  that  a  player  be   allowed  eligibility  for  team  selection  does  not  make  that  player  automatically  placed  on   a  team  in  that  division.    The  team  managers  will  still  have  the  final  decision  based  on  the   team  selection  process.     No  player  will  be  eligible  for  play  in  a  division  they  are  older  than  the  eligible  age   without  the  unanimous  vote  of  the  Executive  Board  for  the  exception.  (Example:  a  9   year  old  is  not  eligible  to  play  in  the  8u  division,  an  11  year  old  is  not  eligible  to  play  in   the  10u  division,  etc).     A  player’s  parent/guardian  interested  in  having  their  player  be  evaluated  for  a  division   they  are  younger  than  the  listed  age  of  eligibility  must  have  their  player  participate  in  at   least  one  evaluation  workshop.    The  parent/guardian’s  interest  can  be  communicated  at   check  in  for  the  evaluation  workshop(s).    Note  that  a  determination  that  a  player  be   allowed  eligibility  for  team  selection  does  not  make  that  player  automatically  placed  on   a  team  in  that  division.    The  team  managers  will  still  have  the  final  decision  based  on  the   team  selection  process.     Mishawaka  East  End  Spring  Baseball  Division  Evaluation  Workshops:   All  players  entering  into  the  evaluation  process  will  attend  the  same  evaluation   workshops  (all  three  divisions).    There  will  NOT  be  separate  evaluation  workshops  for   separate  age  groups.    

East  End  MBSA  –  Mishawaka  East  End  2018  Spring   Season  Baseball  /  Softball  Team  Selection  Process     Players  will  check  in  at  the  evaluation  clinic  and  issued  an  identifier  (colored  tape)  that   will  be  worn  identifying  them  by  the  eligible  divisions  they  can  be  evaluated  for.         This  identifier  will  be  color  coded  (8u,  8u/10u,  10u,  10u/12u,  and  12u)  and  affixed  with  a   number  so  the  specific  player  can  be  identifiable  to  the  managers  and  coaches.     The  players  will  be  run  through  a  series  of  drills  to  evaluate  their  hitting,  throwing  and   defensive  abilities.     Once  the  last  evaluation  workshop  is  completed  the  draft  dates  will  be  scheduled  by  the   Vice  President  of  Operations  of  the  league  discipline  (baseball  or  softball),  The  Player   Agent  of  the  league  discipline  (baseball  or  softball),  and  the  Commissioners  within  the   league  discipline  (baseball  or  softball)  with  the  12u  draft  being  held  first,  then  the  10u   draft  and  finally  the  8u  draft.         Players  being  evaluated  for  the  higher  aged  divisions  will  be  eligible  during  that  divisions   draft  process  amongst  the  players  only  eligible  for  that  age  division.    All  players,  not   eligible  for  a  younger  age  division  MUST  be  selected  during  that  draft  process.     • Example:  The  12u  divisional  draft  will  be  held  first.    During  this  draft  all  12  year  olds,  11  year  olds,   and  10  year  olds  will  be  eligible  for  this  draft.         FIRST:  The  Player  Agent  will  alert  the  Commissioner  if  there  has  been  any  requests  by  any  10  year   old  parents  NOT  to  have  them  in  the  12u  draft  process  and  those  requests  have  been  reviewed   and  accepted.    Those  players  will  be  removed  from  the  12u  draft  pool  by  the  Commissioner  prior   to  the  draft  commencing.       SECOND:  The  Commissioner  will  ask  those  present  if  there  were  any  10  year  olds  evaluated  that   they  felt  should  not  be  in  the  12u  draft  due  to  further  development  being  needed  in  the  lower   aged  division  prior  to  moving  up.    If  any  10  year  olds  are  identified,  and  there  is  a  consensus   agreement  in  their  evaluation  than  those  players  will  be  removed  from  the  12u  draft  pool  by  the   Commissioner  prior  to  the  draft  commencing.     THIRD:  The  Commissioner  will  identify  which  12  and  11  year  old  players  are  returning  to  the  12u   division  from  2016  2017  and  assign  them  to  their  core  teams.     As  the  draft  is  proceeding  the  Commissioner  will  make  periodic  updates  of  any  11  or  12  year  olds   still  needing  to  be  placed  on  teams  in  order  to  make  sure  all  11  and  12  year  olds  are  placed  on   teams  prior  to  the  draft  concluding.  

  Any  players  eligible  for  the  younger  aged  division,  and  not  selected  during  the  older   aged  division,  will  be  then  placed  in  the  draft  pool  during  the  next  draft  process  for  the   younger  aged  division  OR  those  returning  players  will  be  assigned  to  their  2016  2017   core  teams  in  that  younger  division  if  applicable.    

East  End  MBSA  –  Mishawaka  East  End  2018  Spring   Season  Baseball  /  Softball  Team  Selection  Process     •

Example:  The  12u  divisional  draft  will  be  held  first.    During  this  draft  five  (5)  10  year  olds  were   selected  to  12u  teams  and  nine  (9)  10  year  olds  were  not  selected  for  12u  teams.    The  remaining   nine  (9)  10  year  olds  will  be  placed  on  their  2016  2017  core  team  rosters  OR  in  the  10u  divisional   draft  pool  if  new  to  Mishawaka  East  End.    

  DIVISIONAL  TEAM  DRAFT  SELECTION  PROCESS   A  single  manager  will  be  identified,  by  the  league  commissioner,  for  each  team  prior  to   the  evaluation  workshops  and  team  selection  process.         The  selected  team  manager  will  then  select  ONLY  ONE  (1)  assistant  coach  prior  to  the   evaluation  workshops  and  team  selection  process.         Prior  to  the  draft  beginning  the  commissioner  shall  assign  the  identified  managers  to   team  numbers  (see  Managers  and  Coaches  Assigned  to  Teams  for  further).     The  commissioner  will  first  identify  if  any  managers  are  assigned  team  numbers  that  DO   NOT  have  core  team  members.    If  there  is  a  situation  where  there  are  more  teams  being   fielded  in  2018,  than  were  fielded  in  2017,  all  managers  who  have  been  assigned  teams   with  no  core  team  members  will  have  been  identified  as  those  teams  receiving  the  first   picks  in  the  draft  (see  Managers  and  Coaches  Assigned  to  Teams  for  further)  and  should   be  placed  in  those  selection  positions  first.     The  commissioner  will  place  all  remaining  team  numbers  in  a  hat  and  via  a  blind  draw   determine  the  remaining  order  of  selection  positions  for  the  process.     Starting  with  the  team  in  the  first  selection  position  the  managers  WILL  select  their  own   child  as  their  first  pick  in  the  draft.    Each  manager  will  then  use  their  next  picks  to  select   the  child  of  their  identified  coach.    If  the  manager  and/or  coach  has  more  than  one   child,  playing  in  this  division,  than  they  will  use  their  next  continuous  picks  for  those   children  until  each  one  is  selected.     Once  the  manager  and  coach’s  children  are  selected  than  the  managers  will  use  their   next  picks,  in  the  draft,  to  select  core  team  members  until  all  returning  core  team   members  are  selected  to  their  roster.    If  a  manager  does  not  have  a  core  team  assigned   to  them  then  they  will  be  able  to  immediately  start  selection  from  the  draft  pool.     Once  all  core  team  members  are  selected  to  a  team’s  roster  (if  applicable)  the  managers   may  then  start  using  their  consecutive  draft  picks  to  select  players  from  the  draft  pool   until  their  roster  is  completed.     An  example  of  an  8u  baseball  scenario  based  on  3  more  teams  than  in  the  previous  year   and  3  returning  Managers  from  the  previous  year  is  outlined  below:
