enlo Park is a city of beautiful, tree-lined neighborhoods and active commercial districts. Located conveniently between the major metropolitan areas of San Francisco and San Jose, Menlo Park is home to a little over 32,000 residents in its 18 square miles. The stunning natural surroundings of the city afford views of the San Francisco Bay to the east and the Pacific Coastal Range to the west. Menlo Park’s climate is moderate to warm, with an average of 265 sunny days a year. Menlo Park’s residents reflect a range of backgrounds and interests who tend to be well-educated and actively engaged in community life. Its many young families are served by excellent public and private schools, while residents of all ages enjoy the City’s numerous parks and recreational facilities. The city’s close proximity to Stanford University and Menlo College provide a multitude of academic, cultural and athletic event opportunities. ncorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. Five City Council Members are elected to four-year staggered terms. The Mayor and Mayor Pro Tem each serve one-year terms and are selected annually by the City Council at its first regular meeting in December. Menlo Park is currently exploring transitioning to a form of district elections for the November 2018 elections as well as considering becoming a Charter City. There are currently no term limits in Menlo Park.

The City Council appoints the City Manager and City Attorney as well as members of the City’s numerous Citizen Commissions and Committees. The City is organized across seven departments – Administrative Services, City Manager’s Office (includes City Clerk, Housing & Economic Development and Sustainability divisions), Community Development, Community Services, Library, Police and Public Works. Fire protection and sanitary services are provided by separate special districts. The City is supported by 278 FTE and total budget of $117 million. As evidence of the City’s sound fiscal stewardship and solid financial standing, Menlo Park is one of the few cities in California that consistently maintains an AAA bond rating. The City has earned a reputation as a stable, well-managed municipality that supports innovation. Over the past 57 years, Menlo Park has had only five City Managers. The current City Manager, Alex McIntyre, was appointed in January 2012.

full-service police agency, the Menlo Park Police Department has worked for over 80 years to enhance and ensure public safety by protecting lives and property, preventing crime, maintaining public order, thoroughly investigating crimes, enforcing codes, and connecting with the community. The Department provides the following services: • Patrol Services includes traffic and parking enforcement, community service and community safety police officer programs, code enforcement, special events coordination, SWAT, field training, traffic collision investigation, and crisis intervention; • Investigations handles all general criminal investigations and assists patrol services at major crime scenes or with other complicated cases and includes the Special Investigations Unit, a flexible unit which conducts street-level enforcement focusing on narcotics and gang violence as well as any other crime trends that may emerge in the City;

• Dispatch operates 24/7 to receive service calls from the public and other agencies and to support officers via radio communications. The dispatch center is a state Public Safety Answering Point (PSAP) for 911 calls; and • Administration consists of department command staff, records, police training, and emergency preparedness. MPPD handles approximately 11,000 911 calls each year, over 98% of which are answered in 10 seconds or less. The department also handles approximately 40,000 calls for service, and 20,000 vehicle and pedestrian stops yearly. The Department received numerous awards for its community policing efforts over the last few years. Most recently, the International Association of Chiefs of Police recognized the Department in 2016 with the Cisco Community Policing Award for departments serving populations between 20,000 and 50,000. The Department is supported by a FY17-18 budget of $18.4 million and 76 FTE (54 sworn) and has historically been well-resourced and supported. MPPD operates efficiently across two divisions: Special Operations and Patrol Operations. Specialty assignments include K-9, Narcotics, SWAT, Special Investigations Unit, Beat-4, Detectives, and Motor Officers. The agency demands the highest level of professionalism from its employees and maintains that employee contact with the public should inspire respect and generate cooperation and approval from the public it serves. The structure of the police department is Chief, Commander (2), Sergeant (9), Corporal (4), and Officer (38), along with 22 professional staff members. The Commander position is an at-will position.

eporting directly to the Chief, the Commander will have responsibility for a division of the department with rotation opportunities determined by the needs of the organization.The ideal candidate will be a high energy professional who embodies the principles and values associated with the community oriented policing philosophy. Bringing diverse experience to Menlo Park, he/she will be well-equipped to handle a broad range of crime and quality of life issues and bring an impressive history of success in crime prevention.

The ideal candidate will be an exceptional mentor who is energized by the opportunity to develop team members. He/ she will take pride in helping others build their careers and be especially attentive to assisting those who are relatively new in rank or position. Previous experience with designing and implementing succession planning activities will be considered favorably. The ideal candidate will be known for being a quick study which is amplified by the demonstrated ability to get quickly acclimated to his/her new department and hit the ground running. A gifted critical thinker, he/she will not be constrained by traditional approaches to peace keeping. To that end, the individual selected must be comfortable with healthy debates and passionate discussions around issues as creative solutions are encouraged and supported in Menlo Park. A reputation for maintaining a cohesive, open and positive work environment is necessary for consideration. In addition, the ideal candidate will have the proven ability to lead high performing teams and be well-versed in managing resources and budgets responsibly. Familiarity with effective employee wellness strategies and practices is also desirable. The individual selected will be an excellent communicator and superior writer. MPPD Commanders have opportunities to prepare and deliver City Council reports and other important documents, and present before community groups on a regular basis. Outstanding interpersonal skills and the ability to easily develop rapport and build relationships will be expected. At least three years of supervisory experience with a California municipal or county law enforcement agency at the rank of Sergeant or above, a Bachelor’s degree, and California POST certification are required. A Master’s degree in a relevant discipline is preferred. Graduation from Command College, the FBI National Academy, Supervisor Leadership Institute or comparable program is preferred. Previous experience serving a highly engaged and educated community will be advantageous to the candidate selected.

he salary range is $147,663 - $215,426*. Salary is supplemented by a competitive benefits package that includes, but is not limited to:

• Subject to annual budget appropriations, the City Manager may award employees a bonus of up to $10,000 each fiscal year • Subject to annual budget appropriations, employees may be reimbursed up to $3,600 per year for tuition expenses and/ or student loan payments
