Minutes of the IPWEA NZ Northern South Island Branch Meeting on Friday 30th August 2013 at 10am held at Selwyn DC, Norman Kirk Drive, Rolleston. Chris Wrathall presided over the meeting. Minutes recorded by Dorota Szymanska. Welcome Branch Chairman Chris Wrathall welcomed the members and the host Murray Washington, Asset Manager for SDC. Murray introduced Selwyn DC Deputy Mayor Cr Sarah Walker to officially welcome all attendees. Cr Walker spoke about current challenges for communities being and living together and thanked the audience for the work they do. Murray advised of the housekeeping for the venue and the afternoon bus tour around Rolleston area which was followed by individual introductions around the room. The Minutes of the previous Branch Meeting held on 12 April 2013 were agreed and taken as read. General Branch Business The chair acknowledged and thanked the Sponsors for catering and bus tour on the day: Selwyn District Council, Waugh Infrastructure Ltd., MWH and City Care Ltd. In his new capacity of a Branch Manager Chris Wrathall spoke about the merger between INGENIUM and IPWEA NZ, highlighting what IPWEA NZ is and what it stands for. In his presentation he spoke about the vision and mission statements, how the members can keep in touch and how to find information and stay informed. He has also outlined the summary of the upcoming events.

In the second part of his presentation Chris outlined the highlights of the presentation to the National Party Conference by Peter Higgs – IPWEA NZ Vice President. Those highlights included: - National Drivers of Change - Common Themes of Reports - Centre of Excellence in terms of raising the standard of public infrastructure in NZ - IPWEA NZ’s role in asset management in NZ - e-NAMS – forum for new generation to vote and promote new ideas in the industry. Presentations 1. Selwyn Growth – SDC planning and Assets Management - Murray Washington Selwyn DC team (Murray Washington- Assets Manager, Cameron Wood - Strategy Planner and David Smith - Team Leader Strategy & Policy) gave a presentation on Selwyn District growth. They outlined the background of a ‘developer-led’ past and plans on how to manage growth better in a more collaborative way, improving the quality of the urban environment. A robust planning framework is in place with Earthquake Recovery Plan Change 7 and Land Use Recovery Plan, currently in draft for consideration. Projects: - ESSS (Eastern Selwyn Sewerage Scheme) - CSM (Christchurch Southern Motorway) - CRETS (Christchurch Rolleston & Environs Transportation Study) - Town Centre Master Plan - Community Facilities Reviews Challenges of greater Selwyn include intensive residential development but no robust plans for servicing, recreation and other community services plus growth brings the issue of road safety. How is the Assets Team meeting the challenges? By efficiency and effectiveness, by process improvements, by a more strategic less operational approach and more customer focus culture change, by being flexible and prepared to take on debt in strategy planning. Presentation was followed by Q&A and acknowledged with acclamation. 2. ESSS – Eastern Selwyn Sewerage Scheme – Shane Bishop, MWH. Shane presented the unique aspects of the scheme: the background, expansion and staging structure. The Eastern Selwyn Sewerage Scheme has been commissioned to connect the sewerage infrastructure of Springston, Prebbleton, Lincoln and Rolleston to a combined wastewater treatment plant to the west of Rolleston. With the rapid growth of these areas, ESSS under current UDS Urban Development Strategy is designed to meet the objectives of the District and wellbeings. Presentation was followed by Q&A and acknowledged with acclamation. 3. IPWEA – International Public Works Conference in Darwin, August 2013. Theme: “Explore New Territory”. Two presentations were delivered on the highlights of the Conference: Ross Waugh, from Waugh Infrastructure Ltd, spoke about the conference from the consultant perspective. He briefed the audience on the highlights of Darwin and exploring “new territory” and also on the presented paper: “Better Asset Management Planning & Delivery – Lessons from the New Zealand Road Maintenance Task Force” In his observation he mentioned NZ still being considered a leader in Assets Management Presentation was followed by Q&A and acknowledged with acclamation. Bryan Pidwerbesky, General Manager – Technical, Fulton Hogan. Bryan covered the Conference highlights from the contractor’s perspective, outlining the dynamic programme with strong technical aspects in various streams of delivering public works and engineering services to the wider communities. Both presenters praised the Conference’s organisation, Venues, IT support and quality of social programme and technical tours. Presentations were followed by Q&A.

The Chairman expressed thanks and acknowledged the presenters, supported by the acclamation from the audience. The official part of the meeting concluded at 1230 for lunch break.

Site Tour at 1330 The site visits following the meeting were to: - New Selwyn Aquatic Centre – opened in June 2013. - Pines II Waste Water Plant – just completed this month. - IZONE industrial development park – New Zealand’s largest standalone. With bus tour completed at 1520, the meeting has been terminated. Next Branch Meeting Scheduled for 22nd November 2013 and will be held in Rangiora, at Waimakariri District Council.
