Dear Mount Morris Community: Our District Leadership Team has been meeting with different stakeholder groups over the past year to identify and review the scope of this School Preservation and Enhancement Project. We received input from different constituent groups including parents, community members and business owners. This project was designed to address specific areas of need while maintaining a tax neutral impact.

No Tax Increase / Impact - From the beginning, the school board felt it was important that this project would not include any tax impact / increase. Safety & Security - The safety and security of our students and staff is of paramount importance. This project contains several specific security upgrades.

Energy Efficiency - The new energy efficient boilers will produce a 20% savings in operational energy consumption. In addition, the LED lighting upgrades will yield additional savings. Quality LED light bulbs last longer, are more durable, and are energy efficient. Some LEDs can use 75% less energy, and last 25 times longer than incandescent lighting.

Facility Enhancements - The playground is an area where students learn life lessons about collaboration and playing with others. It also provides our students with an opportunity to recharge their minds and bodies through some extra physical exertion. This project provides for a specially designed Pre-K/ Kindergarten playground area, a new adolescent playground, an outdoor halfcourt basketball area, as well as fitness stations for our Jr./Sr. High Students. Asset Preservation - Our school building is an important asset within our community and we must be proactive to preserve the school for years to come. Our pool needs to be relined, parts of our roof need to be replaced, and there are several concrete areas that need attention.
Our District has had a steady increase in our enrollment over the last ten years, our finances are strong, and our academic achievement is improving. Please feel free to reach out to me directly if you have any questions about this project.

What is a Capital Project?
Option 1
Our District inspects its property regularly, working with an architect to maintain a five-year, capital improvement plan. Some issues require immediate attention, while other repairs and upgrades can be spread out over time. This is done in much the same way a homeowner plans to fund major repairs, such as a roof. For school districts, this is called a “Capital Project”. To further encourage schools to maintain or improve their facilities, NY State Education Department reimburses districts through “Building Aid” for capital projects. NY State Education Department pays a percentage of capital project costs, and the district pays the balance known as “Local Share”.

Why are these projects needed? Several areas of the campus required upgrading for increased energy efficiency as well as health and safety. Based on their condition, many of these items were labeled unsatisfactory in the Building Condition Survey required by NY State Education Department. In a time of scarce resources, it is even more critical to make such upgrades as it will save the District in energy costs which can be better used for educational programming.

The total project referendum amount has been established at $5,796,000. There will be no increase in local taxes to pay for this capital project, it will be funded through state building aid, fund balance/reserves and a bond.

We also know that construction costs continue to escalate with each passing year. The construction industry is a very competitive marketplace right now. Owners who can undertake construction in this climate benefit from lower material and labor costs.
