NATIONAL TREASURY (STATE SECURITY) Speaker, State Security flows from the premise that if we guarantee our national Constitution, we secure our state and our people. It is neither by espionage nor by military force that we are free and secure. The proposition we made to ourselves is this: let us found our state on a constitution that upholds the rule of law and entrenches the Bill of Rights. South Africans have rights and responsibilities. Unfortunately, protests and demonstrations end up with car

windows being smashed, busses being gutted, train coaches set alight and other acts of destruction and vandalism. The throwing of human faeces is a disgraceful form of protest. We need to raise the level of our argument and demand greater transparency accompanied by accountability. We need to use politics to achieve political goals. In our country politics has pitch and amplitude We can and must use politics to the full extent of constitutional limits. Government must proactively engage unions and protest organisers about protesting without transgressing the law or violating the rights of other people. The failure of this administration to combat inequality on the one hand and advance Page 2 of 5

the goal of nation building on the other has polarised the nation. The division between the haves and the have-nots has awakened racial and ethnic tensions once again and fuelled xenophobic attacks. We urge government to use intelligence creatively in informing are planning at all levels of government. We are not making proper use of our resources. On the other hand, we are not using intelligence to detect corruption in government. Never before, in the history of South Africa have so many underqualified and illequipped people have been thrust into positions of leadership. The outcome is institutional failure on the largest scale our country has ever seen. Page 3 of 5

President Zuma has single-handedly corrupted public administration. Under him, the friends for job policy has seen unmatched public protests and destruction of life and property. The state under President Zuma has cheated the people of South Africa of a prosperous economy, guaranteed security, and quality institutions. We need to deal with grievances and violence systemically and holistically. We have to deal with root causes politically. That is where state security begins: leadership. Weed out those who are corrupt from the very top and a semblance of moral order will manifest itself. The state is rotten, not Page 4 of 5

the people. Moral decay in government is spawning unrest. People see corruption go unpunished and become incensed. People see the political elite looting and plundering to live in luxurious splendour and become disaffected. If we want security for our state, let us turn the lights on leaders and officials who are taking from the people that which was intended for the people and heightening their misery. If we begin with ourselves, the rest will soon start to sort itself out.
