Call to Order and Roll Call 2. Preliminary Items A. Welcome & Introductions: Mayor Wade Woolstenhulme B. Pledge of Allegiance & Prayer: Pledge by Councilor Frazier and Prayer by Councilor Hoggan C. Approval of Minutes May 2, 2016 June 6, 2016 Councilor Smart made a motion to approve the minutes of May 2, 2016. Councilor Hoggan seconded the motion, all voted in favor Councilor Frazier made a motion to approve the minutes of June 6, 2016. Councilor Hoggan seconded the motion, all voted in favor
D. Report and Approval of Bills to be paid Councilor Smart made a motion to pay the bills as noted on the register. Councilor Hoggan seconded the motion, all voted in favor. 3. New Business
A. Fees Mayor Woolstenhulme stated that fees are always an issue, the way they are collected and when. He felt all reservation and collections of money should be handled through the office, he would like to know what the Council thinks. All of this needs to be in writing and as soon as possible. There also needs to be a deposit when people reserve the arena.
Councilor Frazier said he would put together a draft for a Council meeting with the items that would need to be added to the fee schedule. B. Re-structuring/future Hiring of City employees Mayor Woolstenhulme would like to set a time frame for hiring a new employee to replace Ron. They would like to hire someone to work alongside Ron to get an idea of what he does. Ron is anticipating leaving in March. The person replacing Ron needs to start going to the Rural Water Conference in the end of February to the first of March. The Council needs to decide if they hire a head public works person and hire a part time person to work under him. Mayor Woolstenhulme asked Councilor Smart and Councilor Hoggan to check with other Cities to see how they structured and paid their employees. C. Motion to approve Certified Tax Rate The tax rate changed from 0.000797 to a new tax rate of 0.001627. The reason for the increase is the Bond increased from $80,000.00 to $124,000.00. This doesn’t need a public hearing as it was voted on in the original bond. Councilor Hoggan made a motion to approve the Certified Tax for 2016-2017. Councilor Smart seconded the motion, all voted in favor.
4. Old Business A. Rodeo and Celebration Review/Committee Heads Gerald Young addressed the Council as Chairman of the Rodeo Committee. The Rodeo was a success again this year. The new banners around the arena looked really professional. The Rodeo Committee will review again for next year how to deal with the sponsor’s dinner. They will also need to order about 15 new flags that are placed on the road. Shana Atkinson was the committee chairman over the parade. Some of the issues they had at the parade were the same as last year. The committee suggested they have a meeting with the County Sheriff by the second week in June. They would like to make sure the roads are shut down earlier and the closures noticed earlier. 5. Regular Business Councilor Frazier made a motion to adjourn
