Vision and Mission Statement Vision Statement • To provide world class youth soccer programs that enrich children’s lives. Mission Statement • To develop and deliver quality youth soccer programs, which promote a fun, family environment based on the AYSO Philosophies…

AYSO Six Philosophies Everyone Plays® Our program’s goal is for kids to play soccer— so we mandate that every player on every team must play at least half of every game. Balanced Teams Each year we form new teams as evenly balanced as possible —because it is fair and more fun when teams of equal ability play.

AYSO Six Philosophies Open Registration Our program is open to all who want to register and play soccer. Interest and enthusiasm are the only criteria for playing. Positive Coaching Encouragement of player effort provides for greater enjoyment by the players and ultimately leads to better-skilled and better-motivated players.

AYSO Six Philosophies Good Sportsmanship We strive to create safe, fair, fun and positive environment based on mutual respect rather than a win at all costs attitude, and our program is designed to instill good sportsmanship in every facet of AYSO. Player Development We believe that all players should be able to develop their soccer skills and knowledge to the best of their abilities, both individually and as members of a team, in order to maximize their enjoyment of the game.

The Philosophy of Refereeing The Laws of the Game are intended to ensure games are played with as little interference as possible. With this in mind, it is the duty of the referee to penalize only deliberate breaches of the Law. Constant whistling for trifling and doubtful breaches produces bad feelings on the part of the players, coaches and spectators.

The Philosophy of Refereeing in 8U At this level the referee is more of a friendly guide than a policeman! Young players who commit technical errors, such as like taking a restart improperly, should generally be given a second chance. Most fouls called in an 8U match are mistakes and unintentional.

The Referee’s Role in AYSO • • • •

Required to play the game. Keep the players safe. Keep the game fair. Help make the game fun!

The spirit of the game can be summarized in three words: SAFE FAIR FUN

Pre-Game Duties • Arrive Early • Check the field & equipment • Introduce yourself to the players and coaches • Check the players’ equipment • Conduct the coin toss

Arrive Early • 10-15 minutes early • In the proper uniform (if possible)

Check the field & equipment • • • •

Check field safety for holes, glass, rocks and other debris. Make sure goals are secured Check for field markings and corner flags Check the game balls (provided by the home team, size 3)

Introduce yourself to players and coaches • Make sure you introduce yourself to coaches and players. • Remind coaches that you are working with them and the spectators as part of the AYSO team to create a Safe, Fair, and Fun atmosphere.

Check the players’ equipment • Players must wear shin guards • Cleats aren’t required, but proper shoes must be worn (no sandals!) • No jewelry.

Conduct the coin toss • Visiting team calls the coin toss in the air. • The team winning the coin toss decides which goal they wish to defend. • The team losing the coin toss kicks off at the beginning of the game. • The team winning the coin toss kicks off after the half time break.

Stopping the game There are seven reasons to stop play: 1. 2. 3. 4. 5. 6. 7.

Ball goes out of play The referee deems it necessary Goal is scored Foul has been committed Injury Substitution Quarter Breaks / Halftime / End of Game

Ball goes out of play

To be ruled “out of play” the ball must completely cross the touch line or the goal line either on the ground or in the air.

In Play In Play

IN OUT In Play Out of Play

The Referee deems it necessary Sometimes there are outside influences that make it necessary to stop play.

Goal is scored! When the ball crosses wholly over the goal line, between the goalposts and beneath the crossbar. It does not matter which team put it in!

Foul has been committed A foul is something that is unfair or unsafe. • • • • • •

Kicks an opponent Trips an opponent Pushes an opponent Holds an opponent Handles the ball (deliberately) Plays in a dangerous manner

Injury Play is stopped ANYTIME, and IMMEDIATELY if there is an injured player. It’s better to err on the side of caution with younger players.

Substitutions • First substitution is approximately half way through the first half • Second substitution is at half time • Third substitution is approximately half way through the second half • There can also be a substitution if there is an injured or sick player • Once a substitution has been made for a sick or injured player, that player should play for the rest of the period

Quarter Breaks / Half Time / End of Game • Players get a 2 minute break at the end of the first and third quarters. Ideally this break is taken when the ball naturally goes out of play. • Players receive a 5 minute break at half time. • The game ends at the end of the second half. • Note that, for both half time and the end of game, play is stopped based on the referee’s watch. Play stops immediately once time has elapsed!

Restarts during game • • • • • •

Kick Off Pass In (replaces a throw in) Corner Kick Goal Kick Free Kick Drop Ball

Kick Off • • • • • • •

Happens at the beginning of the game. Happens at the beginning of the second half. Happens any time a goal has been scored. Players must be on their own half of the field. Ball is placed at the center of halfway line. Ball must clearly move either forward or backward. The player taking the kickoff must not touch the ball again before it has been touched by another player (on either team).

Pass In • 8U players will no longer be taking throw ins when the ball goes over the touch line. Instead they will take a pass in. • A pass in occurs when one team kicks the ball over the touch line (the sideline). • The other team passes the ball in from the touch line at the point closest to where the ball went out of play. • Opponents should back up 10 feet from the kicker to make room to allow the ball to be put back into play. • A goal cannot be scored directly from a pass in.

Corner Kick • When the whole ball passes over the goal line, last touched by a defender (not a goal), play is restarted with a Corner Kick for the attacking team. • A goal can be scored directly from a corner kick.

All of these balls are legally placed!

Goal Kick • When the whole ball passes over the goal line, last touched by an attacker (not a goal), play is restarted with a Goal Kick for the defending team. • The ball is placed anywhere in the goal area. • A goal can be scored directly from a goal kick.

Free Kick • Awarded when a foul has been committed. • The kick is taken at the point where the foul occurred. • If the foul occurred inside the goalie area, then the ball is moved out to the edge of the goalie area at a spot perpendicular to the point where the foul occurred. • All free kicks are direct, meaning all free kicks can be kicked directly into the goal. • Opponents must be 10 feet away from the ball before the kick is taken.

Drop Ball • A drop ball is used when an unforeseen stoppage of play has happened. For example, a dog runs onto the field, or perhaps a younger sibling walks onto the field. • A player from each team faces each other. The ball is dropped in between the players. • The ball must hit the ground before it is played. • Once kicked, the ball must be touched by another player before it can be played again by the original kicker.
