Targeting Performance FHWA PPETG Emulsion Task Force Update
Roger Hayner President Colas Solutions Inc. August 29, 2012
History of the PPETGEmulsion Task Force Originated at AEMA-ARRA-ISSA Meeting in February 2008 under guidance of Jim Sorenson Identified need for industry expertise and involvement in ongoing research activities pertaining to asphalt emulsions and finished product systems
Past Performance Tests Many Emulsion Tests Difficult to Relate to Performance for Preservation Treatments Chipseals Slurry Seals Microsurfacing Fog Seals Cold mixes
Standards for Emulsion Suppliers Wide Variability existed in
Manufacturing Standards Quality Control and Assurance Standards Reporting Requirements
ETF Original Scope Outline Review Needs for Preservation Materials Research- Emulsion & Aggregate Evaluate Existing R&D Roadmap Problem Statements- January 2008 Evaluate Consortium Work Plans and Review Ongoing Research’ Make Recommendations and integrate work activities
ETF Original Scope Outline Coordinate and Share Activities and Results with Existing Superpave binder/mix/modeling ETGs Facilitate Adoption of New Findings and Research Results Through Appropriate AASHTO/ASTM Channels
ETF Original Scope Outline Advance the Effort to Develop “Performance” Based Methods & Specification for Emulsions Encourage Adoption of Uniform National Standards AEMA/ARRA/ISSA Coordination
PPETG Emulsion Task Force Last meeting held May 2-3, 2011 in Oklahoma City, OK 2 new subcommittees added Tackcoats, Fog Seals, & Rejuvenators Recycling Emulsions Reviewed AASHTO Submittals Reviewed Ongoing Research Subcommittee Goal Review & Development
ETF Sponsored Standards AASHTO PP 71-11 “Standard Practice for Certifying Suppliers of Emulsified Asphalt”
ETF Sponsored Standards AASHTO PP72-11 “Recovering Residue From Emulsified Asphalts Using Low Temperature Recovery Techniques”
Distillation method does not represent real life curing – ASTM D7497 Method B is more realistic to actual field curing temps on pavement surface (15 mils thickness held 6 hours at 140ºF/60ºC)
ETF Sponsored Standards AASHTO TP 91-11”Determining Asphalt Binder Bond Strength by Means of The Asphalt Bond Strength (ABS) Test”
ETF Sponsored Standards MPXX “Surface Graded Emulsified Asphalt and Cationic Emulsified Asphalt” AASHTO tabled ballot until completion of NCHRP 9-10 Project “Performance-Related Specifications for Asphaltic Binders Used in Preservation Surface Treatments”
ETF Sponsored Standards NCHRP 14-17 Chip Seal Study Standards Several standards developed related to this project Field Viscosity Testing Measurement of Moisture Loss Chip Embedment Depth Determination Laboratory Chip Loss Test Stirred Can Method Recovery
AASHTO put consideration on hold pending determination as to which subcommittee best suited to review submittals.
Ongoing Research Federal Lands Study on Polymer Modified Emulsions – Original Report Complete & Manual Issued – Continued monitoring of project performance – ETF acting as an advisory panel – ETF and FLH Conference Call held March 15, 2012 – Interim Report Draft on FLH II Reviewed April 2012
Ongoing Research Residue Recovery and Testing Methods ASTM D7497 Method B working well 6hrs@60°C 15mil Film on Silicone Mat
Repeatability in Intra and Inter Lab good WRI working on Thin Film Procedure Evaluation using Vacuum Oven vs. Ambient Pressure on Recovery Results
Ongoing Research Mix Design Methods for Microsurfacing and Surface Treatments Objectives: Summarize the current state-of-the-art from literature related to chip seals and slurry surfacing Review: Mix Design processes Performance tests Specification that represent the current best practices concepts Identify areas of needed research to improve the recommended specifications
Ongoing Research TXDOT 0-6616: Validate Surface Performance-Graded (SPG) Specification for Surface Treatment Binders Start Date: 9/1/2010 End Date: 8/31/12 Research Supervisor: Amy Epps-Martin Project Scope: Improve SPG Specification Standardize Emulsion Residue Recovery Method Explore Exclusive Use of DSR for Emulsion Residue Further Field Validate SPG Thresholds Laboratory and field results will be used to produce a revised SPG specification for surface treatment binders.

Ongoing Research UWM- Resistance to Raveling: Application of LAS Test to Evaluate Strain Tolerance
Ongoing Research UWM- Elastic Recovery in the DSR - Effects of Modification on Elastic Response Motivation for test Same as loading as current ductility bath testing
Reasons for moving to the DSR Practicality: Less material needed, don’t need to form dog bone shape. Repeatability: More control of temperature and precise measurement of displacement.
