TOWN OF CHAPIN SOUTH CAROLINA ORDINANCE NO. ____________ AN ORDINANCE AMENDING BUSINESS LICENSE PROVISION OF TOWN CODE TO FURTHER CLARIFY CONSTRUCTION PROJECT CLOSEOUT PROCEDURES. WHEREAS, the Business License Ordinance of the Town of Chapin, Lexington County, South Carolina, has a rate structure for NAICS 230000 Contractors, Construction, All Types; and WHEREAS, cost overruns are a common occurrence in the Construction field; and WHEREAS, business license revenue is lost if those contract modifications are not reported; and WHEREAS, the Code provides that those text changes shall be set by ordinance and kept on file with the Town of Chapin. NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Town of Chapin, South Carolina, that Appendix A (Class 8 Rates) is amended to read: The total tax for the full amount of the contract shall be paid prior to commencement of work and shall entitle contractor to complete the job without regard to the normal license expiration date. At the completion of any construction, remodeling or renovation project, the General Contractor (Contractor or Owner) shall submit a final project cost prior to a Certificate of Occupancy being approved and issued. The project cost will also list the total payout to each subcontractor to ensure the business licenses were issued and to reconcile all business license receipts. An amended report shall be filed for each new job and the appropriate additional license fee per $1,000 of the contract amount shall be paid prior to commencement of new work. Only one base tax shall be paid in a calendar year. SECTION I The above is hereby adopted as an addition to the existing Ordinance and shall stand until changed by Ordinance of the Town Council of the Town of Chapin, South Carolina. SECTION II This Ordinance, together with the changes to the Business License Ordinance, shall at all times be available for public viewing in the Town Hall. SECTION III This ordinance shall take effect and be in full force and effect following passage. PASSED AND APPROVED this the ____ day of __________.
