Editorial On behalf of the Thai packaging society, we would like to express our gratitude to the APF Board of Administration for allowing the Federation Secretariat to function in Thailand again. In an effort to further cooperation among fellow members, we offer this quarterly APF bulletin as a medium of communication.The success of the bulletin, however, depends primarily on the extent of your involvement. We plan to focus on things that are of interest to you and thus would need a lot of your informative materials and innovative ideas that are oriented toward the packaging development. This July 2007 marks the 40th anniversary of APF, a non-profit organization which unites the packaging interests of all trade and industries in the Asia-Pacific region and beyond. APF will celebrate its 40th anniversary with Asian Packaging Summit in Singapore during November 27-29, 2007. In addition to the meeting and conference focusing on the environment and sustainability, the AsiaStar Award Gala dinner will be held afterward on the night of November 29. To warm you up for the Summit in Singapore, this issue gives you a glimpse of sustainable and environmental-friendly packaging. In the next issue, expect to find the result of the APF Board meeting, as well as the highlights of the Packaging conference in Singapore and the winners of AsiaStar Award, 2007. As always, if you have any comments or suggestions about APF, please do not hesitate to contact us. We welcome any and all ideas about how APF can be a more effective organization for its members.

H

ardly ever a day goes by without coming across a news report on the climate change consequences. The more the world has inconveniently learnt about this coming disaster, the more we talk about “sustainability”.

What does sustainability mean? One’s understanding might differ from others’ but it is not far from the definition given by The World Commission on Environment and Development. Sustainability means “meeting the needs of the present without compromising the ability of future generations to meet their own needs”.

Why do we have to care about it? Since the first industrial revolution, our daily lifestyles have dramatically changed and led to a huge consumption of natural resources in terms of energy and materials to make human activities easier and more comfortable, even to allow us live longer. Unfortunately, this has altered the chemical equilibrium of the earth and left the planet with unexpected consequences: global climate change, depletion of ozone layer, loss of biodiversity, accumulation of toxic substances, etc.

Getting to know

sustainable packaging

The most common and widely used way to express the level of the consequences is the quantity of carbon dioxide (CO2) released from those activities to the atmosphere. Thus, we talk about “carbon equilibrium” or “carbon credit” or “carbon trade”. Over hundred thousand years ago, the atmospheric CO2 varied within the range of 180 to level of 450 ppm is crucial to mankind as it is associated with a 2 degree Celsius increase in the global temperature, beyond which point scientists believe we enter into “dangerous” climatic consequences. At the current rate of annual increase, that is only 32 years away (Johnson, 2007).

How would sustainability heal the world? “Sustainability” would be just a concept or a beautiful word if governments, regulators, investors, corporations and societies took no robust actions. Fortunately, many attempts have been made to boost the principle of The Asian Packaging Bulletin

sustainability into effect, whether mandatory, compulsory or voluntary. Some are Life Cycle Assessment, Sustainable Design, Ecodesign, Green Design, Environmental Tax, Eco Labeling, to name but a few.The term sustainability is often associated with renewable resources, both energy and materials; efficient recycling; cost effectiveness and safety to individuals and the communities. If all these things were fulfilled, we would not have to borrow our next generation’s resources that would never be paid back.

Does packaging get involved? Packaging has always been considered as a rogue of the environment, though it is extremely indispensable to delivery of goods in safe conditions and satisfying consumers. Moreover, packaging consumption has reflected economic growth of countries. It is also seen as something thrown away and prominent visual waste. To facilitate economic growth while addressing the environmental concerns, sustainable packaging that considers the full life cycle of all elements in the system has to replace traditional ones. Sustainable packaging includes the following principles: to maximize the use of renewable materials and energy; to optimize the use of non

renewable materials and energy, to design packaging efficiently in order to optimize materials and energy use; to manufacture packaging with clean technology and safe substances; to recycle or recover packaging into equal or higher value products; and finally to satisfy market criteria for performance and cost. It seems difficult to make packaging more environmentally beneficial without reducing its ability to protect and promote the product, or especially raising the cost. Therefore, legal enforcement has to be established in many countries such as the European directive on packaging and packaging waste management, the European standard EN13432-requirements for packaging recoverable through composting and biodegradation, the German ordinance on the avoidance of packaging waste, and the European ecolabeling scheme. In fact, there is no absolute sustainable packaging available in the market. It is just a question of degree; petroleumbased single-use foodser vice packaging is obviously less sustainable than starch-based material. There is no single step to achieve sustainable packaging; every small step is worth carrying out. While scientists have searched for renewable materials and energy, recycled efficiently nonrenewable material and established clean technology, industries should make every effort to improve their existing packaging as well as introduce, either directly or indirectly, new strategies and oppor tunities to benefit the environment. In this way,

we would extend the 32 years to many generations to come. Some proactive companies have put sustainable packaging in their p u r c h a s i n g p o l i c y. Wa l m a r t ’s “sustainable scorecard” and Tesco’s “carbon rating” are now pressuring suppliers to reduce packaging and energy use, and increase their percentage of recyclable materials. This is a win-win situation for Walmart, their suppliers and customers and our globe. From this project,Walmart will save $3.5 billion in 2008 and their suppliers will save twice as much, not to mention their customers, nor the globe. For another example, Unilever has manufactured concentrated liquid detergents, thus rending a reduction

of packaging cost and subsequently storage, transport and disposal costs. It comes finally to conclude that sustainable packaging can no longer be designed separately from the product. The two should be looked at in combination and packaging should be considered as an integral part of the product life cycle. Thus, sustainable packaging means to us and our future generations. ITC joined BCCAMEA in Developing Packaging Sector

Koji Oe Takes Reign at JPI

Packaging Industry of Bangladesh has developed tremendously with growing demand of Packaging materials in various industries. The sector is earning approximately US$1.2 billion annually. In order to develop packaging sector in Bangladesh, BCCAMEA (Bangladesh Corrugated Car ton & Accessories Manufacturers & Exporters Association) has under taken a project namely Bangladesh Quality Support Program with the support and financial assistance of International Trade Centre (ITC) and European Commission.To implement the project, Bangladesh Packaging Working Group (BPWG) has been formed under the chairmanship of Mr. Safiullah Chowdhury, President of BCCAMEA. The committee has already started their work and visited more than 30 factories and consulted with stakeholders. A restitution seminar will be held shortly on the basis of report submitted by the committee. However, the ultimate aim is to establish a packaging institute in Bangladesh, which caters the need of Packaging sector in Bangladesh.

Indonesian Packaging Federation (IPF), a semi-government body founded in 1985, will soon re-organize itself into a form as association of packaging society in order to reach more members and to provide more services.

JPI (Japan Packaging Institute) announced that Mr. Koji Oe was elected as its new president by the board and accordingly assumed the office at the 45th General Assembly Meeting held on May 2007. Acting in unison among staff members of both in headquarters and branch offices under the new president, they will make further effort in revitalizing our activities to create an enriched society through packaging.

The 5 th “LivePack Japan 2007” (Productions and Packaging in Daily Life), organized by Japan Packaging Institute, was held for three days from October 31 through November 2 in Tokyo

The 4th Plastic, Printing & Packaging Exhibition in Pakistan (PPP Pakistan), held during 9-12 May 2007 at Karachi Expo Centre, established a gateway for entrepreneurs from around the world to seek benefit from ingrained oppor tunities that this event has to offer. The show attracted more than 200 leading names from the world’s Plastic, Printing and Packaging industry and representation from 20 countries including country pavilions from China, Pakistan India and UAE. The 3-day show was spread over 5 halls which were exclusively covered by 13 media channels and 15 representatives from print and provided great benefits and exposure to its exhibitors, who then showed their willingness for participations at the upcoming show.

India handed over the APF Secretariat to Thailand on 1st January 2007. In order to facilitate the transition, Mr. Alber t Lim, President of APF, Mr. Dharma Ratnayake, Immediate Past President and Mr. Gamini Marambe, Past Treasurer paid a visit to Bangkok, Thailand on 30th April 2007 to attend the Council of Management Meeting. Mr.Surasith Bunyabhisand, Deputy Director General of the Department of Industr ial Promotion (DIP) welcomed the APF management, thanked the APF member s for appointing Thailand as APF Secretariat and pledged full support for the APF activities. During the night, the Thai Packaging Association hosted a dinner to welcome all delegates and praise for the small but successful meeting.

The exhibition, held ever y other year, is supported by various related industrial organizations and consumer organizations under the theme of “Let’s think together about packaging friendly to living”. It introduces the efforts of the persons concerned with packaging for the development and improvement of packaging with consideration for universal design and environmental adaptation. In particular, consumers whose opinions draw the attention of interested persons at each exhibition reported what they thought of packaging and what was being done to recommend good packaging.

Thailand TPA, TCDC Sign MOU on Packaging Activities

On September 20, 2007 Thai Packaging Association (TPA) signed MOU with Thailand Creative & Design Center (TCDC) to cooperate in packaging activities together. On that occasion, TPA directors and members also visited TCDC facilities such as Resource Center, Material Conexion Bangkok and Exhibition Zone.

Environmental Friendly Packaging Situation in Thailand E

xporting hasbeen identified as a countr y impor tant income of Thailand, which had a total export value over 4,900 billion Baht (US$140 billion) in the year 2006. The values have continuously increased at 17.3 percent average growth rate annually over the past decade. The major export market is Asian (20.8%), the USA (15.0%), EU (13.0%), and Japan (12.6 %) (Anonymous, 2007). It is essential for Thai export sector to achieve the market requirements in all dimensions in order to maintain market share and steady expansion. Nowadays public concerns about environmental conservation have increased, and have been used as non tariff trade barriers, especially, in EU, regulations such as directive on packaging and packaging waste (Council Directive 94/62/EC) and

identification system for packaging materials pursuant to European Parliament and Council Directive 94/62/EC on packaging and packaging waste (Commission decision 97/ 129/EC) are being adopted and all expor ter s have to follow. Consequently, the awareness on utilization of environmentally friendly packaging (EFP) has been rapidly grown among exporters and gradually expands to other sectors such as government, and private and public sectors. Thailand has obviously showed concerns on such awareness. Four vital activities have been come across and have had great influence on status of EFP in Thailand. First, the Subcommittee on Economic Restructuring under the National Compentiveness Committee chaired by the Prime Minister of Thailand has adopted bioplastics The available samples as a strategic industr y of local recyclable packaging

sector “New Wave Industry” in early 2006 (Techawiboonwong, et al, 2006). The road map for bioplastics in Thailand developed by the National Innovation Agency (NIA), Ministry of Science and Technology with the cooperation of Ministr y of Industry, and Board of Investment is now waiting for approval by the Cabinet. The draft included initiative investment promotion, agricultural production, technology transfer, R&D strategy, standard and testing infrastructure, tax incentives and procurement policies for bio-based materials. Second, the Federation of Thai Industries with cooperation of the Thai government, leading business entrepreneurs, four packaging supply industries (glass, plastic, pulp and paper, aluminum), and Thai Metal Packaging Association established the first non-profit packaging management institute, namely, Thailand Institute of Packaging Management for a Sustainable Environment (TIPMSE) in December 2005.TIPMSE’s mission

is to reduce packaging waste and environmental pollution by developing waste management systems with a key purpose to reduce packaging waste by 12 percent within 5 years (Anonymous, 2005). Besides, Thai Bioplastic Industry Association was recently set up in May, 2007 by five downstream plastic industries to be a centre of complete bioplastic development in Thailand. A business on biodegradable product has become a new trend as seen from Table 1. There are at least 9 companies manufacture biodegradable products. However, major products have been produced for expor ting. They have faced difficulties to penetrate domestic market since their high prices and using such product is not an obligation in Thailand. Last, under the circumstance of rising environmental awareness pushed by both government and

private sectors, using environment friendly packaging has become a key point in packaging design and selection. Packaging waste management has been reified. Several local leading retail businesses such as Tops Supermarket, BigC Super Store and Central Department Store have been used materials that be able to recycle or reuse for their shopping bags. Although this is just a first step, but it shows a positive sign of continuous growing.

Leaders of the Packaging Industry from 14 Asian countries are to meet in Singapore for the Asian Packaging Federation’s 40th Anniversar y Congress, to be held in Singapore 2829th November 2007, to discuss the theme Packaging: Sustaining the Asian Environment. At this historical event, there will be series of important events taking place, namely, the AsiaStar Award Judging and AsiaStar Award Night, the 56th APF Board meeting, the 32nd General Assembly and the Inaugural Meeting of APF College of Honorary Members.
