Members can’t speak until recognized by the chair Discussion must be relevant Members may only speak a max of 2x in discussion [only allowed 2nd after others have spoken] Debate cannot attack personalities Chair needs to alternate speakers for pro/con Debate is exhausted with 3 unanswered pros/cons in a row
