Refundierung für Kraftpapiersäcke Definition Kraftpapiersäcke (KPS): Kraftpapiersäcke sind flexible Papierverpackungen mit einem Füllgutinhalt von mindestens 15 kg. Tragetaschen sind keine Kraftpapiersäcke im Sinne dieser Regelung. Hinsichtlich der Abgrenzung zu Materialverbunden gilt das ARA Merkblatt Materialverbunde (Stand: Juli 1999). Unternehmen, die Kraftpapiersäcke bei der ARA lizenzieren, erhalten eine Rückvergütung auf den Tarif „1.1. Verkaufsverpackungen aus Papier, Karton, Pappe, Wellpappe“ für den nachweislich in Gewerbe und Industrie anfallenden Teil.
Basis für die Inanspruchnahme der Rückvergütung für Kraftpapiersäcke ist der Abschluss einer „KPSVereinbarung“ mit der ARA. Die entsprechenden Unterlagen fordern Sie bitte direkt bei der ARA an.
Multipacks Definition Multipacks: Multipacks sind Verpackungen von mehreren Einzeleinheiten (Produkten), die speziell dazu bestimmt sind, direkt an Endverbraucher als Gesamtprodukt abgegeben oder verkauft zu werden – wie Promotionware, Mehrfachaktionsangebote, Sets.
Packstoffe auf biologischer Basis Definition Packstoffe auf biologischer Basis: Packstoffe auf biologischer Basis (auch: „biogene Packstoffe“, „biogene Verpackungen“, „Biokunststoffe“, „biologisch abbaubare Werkstoffe“) im Sinne der VerpackVO sind Materialien aus nachwachsenden Rohstoffen, die für Verpackungszwecke eingesetzt werden, biologisch abbaubar sind und nicht den umseitig angeführten Tarifkategorien 1.1. bis 9.2. zugeordnet werden können. Zu Packstoffen auf biologischer Basis zählen u. a. Stärke, Stärkeblends sowie biotechnisch hergestellte Polymere wie Polymilchsäuren (PLA) oder Polyhydroxyalkanoate (PHA).

Through the end of 2008 and early 2009, the Ministry of the Environment and Waste Diversion Ontario will be reviewing the Blue Box Program Plan and the legislative Act that supports the program. Stewardship Ontario is also responsible for the Municipal Hazardous or Special Waste (MHSW) Program. This program was approved in early 2008 and is being implemented in phases. Phase 1 began on July 1, 2008 and includes the following materials: • paints and coatings and their containers • solvents such as thinners for paint, lacquer and contact cement, paint strippers and degreasers, and their containers • oil filters • oil containers of 30 litres or less for a wide range of oil products such as engine and marine oils, and hydraulic, power steering and transmission fluids • single use, dry cell batteries, e.g., non-rechargeable batteries that can be easily be removed and replaced by the consumer • automotive antifreeze (engine coolant) and related containers • pressurized containers such as propane tanks and cylinders • fertilizers and their containers • pesticides, fungicides, herbicides, insecticides and their containers For further details about both programs, please see www.stewardshipontario.ca HU

CSR is also the program manager for the Ontario Electronic Stewardship (OES) program. OES is a not-for-profit organization formed by leading retail, information technology and consumer electronic companies. OES’ the Waste Electrical and Electronic Equipment (WEEE) Program Plan was approved in July of 2008 for commencement in April 2009. Ontario will be the fifth province in Canada to have implemented a provincial program for the collection and management of WEEE. Transparent PET bottles: The licence fee for transparent PET monolayer bottles with a brimful volume of < 5 l may be reduced by 13 % (more details are given in the current guide "Transparent PET bottles").
2.2.
Reductions for specific product groups
U
For the product groups listed in Annex I, at least 15% of which are delivered to places other than private households, the licence fee (after the reduction for specific packaging) may be reduced by between 12% and 35%, depending on the product group. 3.
Bases of assessment
3.1.
The basis of assessment is the complete pack. In this context, complete pack means the sum of all components in the pack, i.e. packaging materials, packaging components, auxiliary packaging components, opening fitments, handling aids and metering devices. The fee is
calculated on the basis of the individual materials used and their respective weights. This also applies to packaging combinations. A fee will be charged for each component of the complete pack. The licence fee for the complete pack is established by adding the fees for the primary packaging, secondary packaging and each further packaging level. Weight details should be given in grammes, rounded to two decimal points. 3.2.
If more than 95 percent by weight of the primary packaging, the secondary packaging or a further packaging level consists of one main material, the total weight of the respective packaging level may be calculated at the price for the main material (so-called 95/5 ruling). Additives used for the production of the materials or for finishing the pack are allocated to the main material.
3.3.
Composite packaging materials are charged at the rate for Other composites. If more than 95 percent by weight of a composite packaging material consists of one main material, the total weight may be calculated at the price for the main material.
3.4.
Composite cartons (LPB) are packs made of composite packaging materials, for which a company approved by Duales System Deutschland GmbH (e.g. ReCarton GmbH) acts as acceptance and recycling guarantor. Composite cartons are calculated as complete units, i.e. inclusive of the opening and closing fitments. They may only be calculated at the price specified for composite cartons as long as an acceptance and recycling guarantee is submitted. Otherwise the rulings for Other composites shall apply.
3.5.
If the trademark user is unable to give the weight of the packaging, the average weight calculated for comparable packaging by Duales System Deutschland GmbH shall apply. Duales System Deutschland GmbH reserves the right of re-calculation on verification of the accurate material-specific weights of the packaging.

Norway - Gront Punkt Norway Government authorities have made the business community responsible for organizing the collection, sorting and recycling of used packaging. This is a costly arrangement, which is financed by the licence fees paid by member companies. The Ministry of Environment states that responsibility for recycling used packaging rests with the companies that produce, import or use packaging: the "Polluter Pays Principle". Grønt Punkt Norge aims to conclude agreements with individual companies to contribute to the costs of recycling arrangements for used packaging. The agreement concluded between each individual company and Grønt Punkt Norge is a practical way of meeting the obligations to support one or more material organizations and recycling system.
Licence fee payment The membership agreements stipulate that each member company must pay a licence fee for the service provided by the material organizations. The level of the licence fee reflects the cost of administering the recovery and recycling of each packaging material. This is why the licence fee is different for each packaging material and why the fees change from time to time. Some companies using more than one packaging material must join in respect of each material by ticking the relevant packaging materials in the standard agreement form. The table below shows which material organization handles which packaging materials and who pays the licence fee: 1) Producer or importer pays the licence fee on behalf of the packer/filler, who must also be a member. 2) Same as 1) above, but only for specific types of service packaging, horticultural and agricultural film, construction site film, EPS for fisheries. Users of such packaging are grocery distributors, vegetable producers, farmers, fish exporters and building contractors. They do not declare the licence fee to Grønt Punkt Norge, because declaration of this type of packaging is the responsibility of the packaging suppliers: i.e., the packaging importers or producers. 3) In certain cases the packers/fillers may register as members if the packaged products are destined for export only. 4) Same as 1), but only for specific types of service packaging, horticultural and agricultural board boxes. Users of such packaging are usually retailers. They do not declare the licence fee to Grønt Punkt Norge, because declaration of this type of packaging is the responsibility of the packaging suppliers: i.e., the packaging importers or producers. Grower packaging refers to plastic packaging that is used for packaging mainly unprocessed products from agriculture, marketgardening and the like for example cucumber film, lettuce film and plastic bags for carrots. Minimum amounts Producers who have lesser amounts of packaging pay an annual minimum amount. Instead of reporting the actual amounts, they receive an invoice of SEK 1,000 or SEK 3,000 (incl. the maintenance fee). The determination of which amount to invoice is based on previously reported volumes. Standard fee 7,000 SEK A producer whose packaging fees would amount to no more than 7,000 SEK /year may, if desired, instead of paying packaging fees pay a standard fee of 7,000 SEK. Membership fee

Compliance costs in the UK are based on a mechanism whereby those who handle packaging are given an obligation based on the amount of packaging they handle multiplied by a national target, this gives each obligated business a fixed tonnage obligation at the start of each year that they must fulfil by proving that they have funded the equivalent tonnage of packaging recycling. U

Collection and recycling of packaging materials is carried out by local authorities, waste management companies and material reprocessors. For each tonne of packaging material recycling or recovered, the final reprocessor is entitled to produce a certificate called a PRN (packaging waste recovery note) which he may then sell to an obligated business who can use it to fulfil some of his recycling obligations. This means that the demand for PRNs is fixed at the start of the year and the supply depends on the amount of recycling that takes place for each packaging material. If there is not enough recycling taking place for a material then the PRN price will increase as demand outstrips supply. As in any commodity market, this encourages more suppliers to enter the market and collection and recycling rates increase again causing price to reduce. 2008 Cost Estimates Since the UK system is dynamic and supply will alter throughout the year affecting prices, it is not possible to predict end of year costs at the beginning of each year. These PRN prices apply to the amount of packaging recovered or recycled according to the national targets, i.e. a specific business’s obligation; they do not apply to the total amount of packaging put on the market. The following table demonstrates what we are advising our members budget for their total year costs but is subject to change: Material
