VOLUME 1 SECTION 1 INTRODUCTION The City of Sydney is seeking expressions of interest from suitably qualified and experienced companies and/or consortia to design, supply, install and commission photovoltaic systems, plant, equipment and infrastructure on the City’s buildings and operations. Respondents must submit Expressions of Interest in the manner required by this document.

1 BACKGROUND The City of Sydney covers approximately 26.15 square kilometres, has a population of approximately 170,000 and is a major commercial hub which contributes 8% of Australia’s GDP. Sustainable Sydney 2030 is the City’s vision to make Sydney green, global and connected by 2030 - reflecting our residents’ aspiration for our local government area. Following the most comprehensive consultation on the future of our city, Sustainable Sydney 2030 outlines how the City can significantly reduce greenhouse gas emissions and take a holistic approach to planning Sydney's future. The vision includes a target to achieve a 70% reduction in greenhouse gas emissions from 2006 levels by 2030. Around 80% of the city’s emissions are from the stationary energy sector, and this is where much of the cost-effective emissions reduction potential lies. Early action is crucial if the City is to realise this target as the City must forward plan investment in critical infrastructure. The key to achieving this ambitious target is a co-ordinated effort to promote energy and water efficiency, peak energy demand management, renewable energy and the development of a green infrastructure system will deliver electricity, heating and cooling or trigeneration, non potable/recycled water network and automated waste collection more cleanly, efficiently, and with lower emissions intensity. This approach will achieve: • • • • • • • • •

Lower greenhouse gas emissions. Reduced waste of energy. Reduced peak energy demand. More renewable energy Improve energy security and ‘climate proof’ energy infrastructure, without compromising regulated service quality and security of supply requirements. Reduced waste of potable water. Reduced emissions from waste Setting in place a green infrastructure that can utilise natural gas today and renewable gases in the future. Lower future energy costs for households and businesses

The City is leading the way with the development of a Green Infrastructure Plan and the implementation of a series of ‘show by doing’ projects for the City’s own buildings and operations. This expression of interest is for the photovoltaic systems, plant, equipment and infrastructure on the City’s buildings and operations.

Trigeneration and building energy and water efficiency retrofit are the subject of other tenders and no cogeneration, trigeneration or building energy or water efficiency retrofit shall be included in this tender.

2 PROJECT REQUIREMENTS General The following section outlines the City’s anticipated project requirements. As part of the vision to facilitate a 70% reduction in greenhouse gas emissions by 2030 the City is seeking to implement photovoltaic systems, plant, equipment and infrastructure on its own buildings and operations as a ‘show by doing’ project based on an output performance specification, whereby the Contractor shall implement and guarantee their own photovoltaic system proposals submitted at tender stage to generate renewable electricity and to reduce grid energy consumption and emissions on the City’s buildings and operations. In particular these facilities include: 1. Ian Thorpe Aquatic Centre 2. Redfern Oval Grandstand 3. Victoria Park Pool 4. Capital Theatre 5. Erskineville Town Hall 6. Town Hall House 7. Bourke Street Depot 8. Cook & Philip Park Aquatic Centre 9. Paddington Town Hall 10. Prince Alfred Park Pool* 11. Alexandria Town Hall 12. King George V Recreation Centre 13. Railway Square Bus Interchange 14. PACT Youth Theatre 15. Abraham Mott Gymnasium 16. Glebe Town Hall 17. Alexandria Child Care Centre 18. Redfern Town Hall 19. Waterloo Library 20. Sydney Park Pavilion 21. Sydney Park CARES Facility 22. Sydney Park Toilets 23. Andrew Boy Charlton Pool 24. Alexandria Park Changing Rooms & Toilets 25. Ultimo Community Centre 26. Pine Street Creative Arts Centre 30. and potentially other sites The above projects will be developed over a 5 year $12.276M programme (with $4.276M available for the first year) as a framework agreement which may also incorporate additional projects not particularly specified above. The first year’s programme includes $276,000 funding from the Regional and Local Community Infrastructure Programme. Contractors shall have a demonstrated capability in the: •

installation of photovoltaic installations commissioning of the systems

Tenderers may wish to form consortia in order to deliver these requirements. *Prince Alfred Park The Prince Alfred Park photovoltaic project will need to be implemented as part of the new Prince Alfred Park construction project. The new construction is anticipated to start on site in August 2010 and details of the photovoltaic system will need to be provided to the main contractor by early 2011. The Prince Alfred Park photovoltaic system shall be a nominated sub contract to the main contract to ensure proper coordination with the new construction project. The design and installation of the Prince Alfred Park photovoltaic system shall form part of this Photovoltaic Systems project and due allowance shall be made by the tenderer for any redesign or design/installation modifications as required by the tenderer.

3 PURPOSE OF EOI The purpose of this Expression of Interest is to select suitable organisations with the capability and experience to undertake photovoltaic systems on the City’s own buildings and operations. This will shortlist the companies that will be invited to respond to the Request for Tender (RFT).

Lodging an Expression of Interest

EXPRESSION OF INTEREST By submitting an EOI, the respondent acknowledges that:

Council at its absolute discretion reserves the right to accept or reject any EOI, to decide the tender list regardless of any EOI and to issue or not issue a request for tender.



Any costs incurred by respondents in any way associated with the preparation and submission of this EOI, will be entirely borne by the respondent.



No legal or other obligations will arise between a respondent and Council unless or until formal documentation has been signed.

LODGEMENT OF EXPRESSION OF INTEREST The EOI must be endorsed with the EOI number and must be placed in the tender box no later than the closing time on the closing date. Faxed EOI’s will be accepted provided that: •

the EOI is received in full on fax number (02) 9265 9697 before the closing time on the closing date; and



the original of the EOI is received by Council within three (3) business days.

If the above conditions are not met, the EOI may not be considered a “conforming expression of interest”. 3.
