University of California, Riverside Intramural Sports 6v6 Outdoor SOCCER RULES Updated 1/19/2017
Players 1.
All Participants must present a current UCR student, faculty/staff, Alumni, or International student ID card in order to be eligible to participate.
2.
A single gendered team shall consist of 6 field players with NO goalie. Each team must have a minimum of 4 players to begin a match.
CO-REC Modifications 1.

Co-Rec teams shall consist of 6 players with NO goalie. Each team must have a minimum of 4 players to begin a match. a.
There shall never be more than 2 men and no less than 2 women as field players at one time.
b.
There shall never be more than 4 men and no less than 2 women on the field at one time.
Scoring: Regular scoring rules will apply to all male players. Female player scores are worth 2 goals/points.
Substitutions 1.
Free substitutions.
2.
When a player is ready to be substituted into the game, a teammate must have left the field before another player can enter the field. That player must not be the first teammate to touch a ball in play
3.
Infringement/Sanctions of the substitution rule will result in an automatic yellow card/caution. a. Play will resume with an indirect free kick at the place the ball was located during the infraction.
Equipment 1.
All teams are required to wear the same color t-shirt or jersey with a number on it. Number must be legible from a distance of at least 6 feet on either the front or back of the shirt/jersey. a. NO TAPE can be used to make a number, spray paint is allowed. NO UNIFORM = NO PLAY, NO EXCEPTIONS.
2.
Players must wear athletic type shorts/pants. These shorts/pants may have pockets, but must not have pouches, loops, belts, clips, buckles, buttons, or snaps. Torn shorts/pants may not be worn.
3.
It is HIGHLY recommended that each player wears shin guards during play but is not mandatory a. Must be made of suitable material (rubber plastic or similar substance) b. Provide a reasonable degree of protection
4.
Soccer/athletic shoes are the recommended footwear. Sandals, street shoes, combat boots or hiking boots are not allowed. No player will be allowed to participate barefoot. a. NO METAL CLEATS/STUDS ARE ALLOWED = EJECTION
5.
No jewelry or any other item deemed dangerous by the Intramural Staff may be worn during play. Any player wearing exposed permanent jewelry (i.e. body piercings) will not be permitted to play. a. Medical bracelets are allowed, but must be taped prior to the play by the participant.
6.
No caps with bills, bandanas, or hard barrettes, may be worn during play. Cloth/elastic bands and knit caps may be worn.
7.
Players may wear soft, pliable pads or braces on the leg, knee and/or ankle. Braces may not have any exposed metal and/or screws. Braces made of any hard material, including plastic, must be covered with a padded sleeve or at least 1/2 inch padding for safety reasons. Under no circumstances will a player wearing a cast or splint be permitted to play.
8.
If eyeglasses are worn, they must be unbreakable. Each player is responsible for the safety of his/her own glasses.
9.
Goalkeepers must wear colors that distinguish him/her from the other players and referees a. Are allowed to wear goalie gloves for protection
10. Players will be allowed to use their hands/arms for protection, provided they are held tightly against the body during contact A. Females may protect their chest B.
Males may protect the groin area
C.
The protection cannot be used as an advantage
LAW 2 - GAME FORMAT Game Duration 1.
Two 12 minute halves with a continuous running clock.
2.
There will be a 2 minute halftime.
3.
Time shall be extended to permit a penalty kick being taken at or after the expiration of regulation time in either half.
4.
Overtime: a.
Regular season games will not have overtime and will end in a tie.
b.
During the playoffs, we will go directly into penalty kicks. Only the players on the field at the end of regulation are
permitted to take the penalty kicks. c.
For championship games, there will be a 5 minute period. If still tied at the end of the 5 minute period, the game will be decided by penalty kicks.
5.
Penalty Kick shoot-outs are best of 5 shots.
6.
During a Co-rec match, the shooters must alternate between male and female.
7.
In the result of a tie after the first 5 shooters, the shoot-out continues in sudden death fashion for the remaining 1 player left on the field at the end of regulation. If still tied after all 6 shooters, the lineup will restart from the beginning, in sudden death fashion, until a winner is declared
Delay Times & Forfeits 1.
Teams must start and end the game with at least 4 players. A team with 4 players or more must play or the forfeit procedure will go into effect.
2.
During the course of the game, if a team drops below 4 players, that team will receive a loss according to team misconduct rules.
3.
Due to injury, a team may continue a game with less than the minimum number of required players if the team has a chance to win. If the score begins to get out of hand the game will be called. a. An ejection that leaves a team with less than the minimum number of required players will result in a forfeit by that team.
4.
If a team does not have 4 players signed in at game time, that team will be given 6 minutes to have 4 players sign in before the game is declared a forfeit. If neither team has 4 players signed in, both teams shall have 6 minutes to have 4 players sign in before the game is declared a double forfeit. This time will run off the game clock and delaying team(s) will receive an automatic “F” Sportsmanship rating. Once all teams are ready the game will begin.
5.
If 1 team is signed in and ready to play with at least 4 players, that team will be awarded 1 goal for every 1 minute (rounded up) that the game is delayed up to the 6 minute mark. Examples: a.
One team ready to play: Team A has enough players at game time and Team B’s fourth player signs in 3:42 into delay time. 3:42 will be rounded up to 4 minutes and Team A will start the game with a 4-0 lead and 8 minutes remaining in the first half since we were 4 minutes delayed.
b.
Neither team ready to play: Team A’s fourth player signs in 2:18 into delay time and Team B’s fourth player signs in 4:32 into delay time. 2:18 from 4:32 is 2:14 where Team A was ready to play and Team B was not. We round 2:14 to 3 minutes and Team A will start the game up 3-0 with 9 minutes remaining in the first half since we were 8 minutes delayed.

A forfeit will be recorded as a win for the team ready to play and the goals accumulated will be the final score. Goals will be scored to the team captain
7.
Any game forfeit for team misconduct will be scored as 6 goals or the current point total if it is over 6 goals for the winning team and 0 goals for the losing team.
Weather In the event of inclement weather during the season, site staff will use their judgment on whether or not to delay, postpone or cancel games. If games have reached halftime and inclement weather disallows the continuation of the game, then the score will be taken at the point of interruption. If there is no score, the game will be scored as a draw. Scoring 1.
Each goal counts as 1 point. A goal is scored when the whole ball crosses over the entire goal line, between the goalposts and under the crossbar.
2.
A ball may be kicked, headed, or deflected with any part of the body except your hands and arms through the opponent’s goal.
3.
Mercy Rule (termination of the game): Is applied when the losing team is down by 10 goals with 6 minutes left in the second half or is down by 8 goals with 2 minutes left in the second half.
4. A team cannot score from their own side of the field.
LAW 3 – START & RESTART OF PLAY 1.
A kick-off will start each match and be used after each goal, start of the second half and at the start of each period of overtime. A goal may be scored directly from the kickoff

Kicker does not touch the ball a second time until it is touched by another player i. Infraction = indirect free kick is awarded to the opposing team to be taken from the spot of the violation. Any other infraction of this procedure than the kick-off will be retaken.

Corner Kicks a. When the ball goes over the end line and is last touched by the defensive team, the offensive team is awarded a corner kick. b. The kick is taken from the corner of the end line and sideline. c. The defensive team may protect the goal with any and as many players it considers necessary; opponents must be ten yards away from the ball when the kick is taken.
6. Goal Kicks a.
When the ball goes over the end line and is last touched by the offensive team a goal kick is awarded to the defensive team.
b.
Any player may take the kick.
c.
The opposing players must be at least 5 yards away
d. Ball must be placed within 5 yards of the goal 7. Throw-ins: a. When a ball completely crosses the sidelines, play is whistled dead and an indirect free kick results for the team awarded possession. b. Procedure for Indirect Free Kick is same for on-field indirect free kick Direct/Indirect Free Kicks 1. All opponents are to be at least 5 yards from the ball 2. The ball is in play as soon as it is touched 3. The free kick is taken from the place where the foul took place 8.

Direct Free kicks can to be kicked directly into the opponents’ goal
Indirect Free Kick a.
The referee indicates an indirect free kick by raising his/her arm above his/her head. They maintain their arm in that position until the kick has been taken and the ball has touched another players or goes out of play.
b.
A goal can be scored only if the ball subsequently touches another player before it enters the goal. i.
If an indirect free kick goes into an opponents’ goal a goal kick is awarded
ii.
If an indirect free kick goes into a team’s own goal a corner kick is awarded to the opposing team
10. Once an official intervenes with the whistle, play can resume without the need of a whistle unless the referee says to wait. A whistle is needed before the restart can be taken if the offensive team asks for 10 yards. 11. Penalty Shootouts a. No penalty kicks will be awarded during regular play. b. Penalty shootouts will be best of five and will be of the same format as hockey shootouts. c. An offensive player is given 10 seconds to dribble or shoot the ball into the goal. d. A defending player is allowed to block or defend the offensive player so long as a foul is not committed. e. If defending player fouls offensive player, goal is automatically given f. Play continues to be live until: a. Goal is scored b. Defensive Foul = Awarded Goal c. 10 seconds have elapsed g. Teams are allowed to switch defenders between attempts a. The defender can stay the same throughout the PK period h. Co-Rec Modification: Females must face females, and males must face males. i. If teams are still tied at the end of 5, the 6th players will attempt their shootout in a sudden death fashion. If still tied after 6th player, we start back at the top of the order in sudden death fashion.
12. All kick-offs are direct free kicks. 13. All free kicks may be restarted whenever unless directed otherwise by a game official. LAW 4 – OFFSIDE 1. Due to field constraints there will be no offside infractions.
LAW 5 – GOALKEEPER PLAY 1. Any player(s) may act as a “goalie”, however they may not use their hands or
slide tackle 2. If a player uses their hands or arms to block a goal, or slide tackles, a red card
may be issued (discretion of game officials).
LAW 6 – FOULS & MISCONDUCT Fouls and misconduct are penalized as follows: Direct Free Kick A direct free kick is awarded to the opposing team if a player commits any of the following offenses in a manner considered by the referee to be careless, reckless or using excessive force 1.
Kicks or attempts to kick an opponent
2.
Trips or attempts to trip an opponent
3.
Jumps at an opponent
4.
Charges an opponent
5.
Strikes or attempts to strike an opponent
6.
Pushes an opponent.
A direct free kick is also awarded to the opposing team if a player commits any of the following offenses 1.
Tackles an opponent to gain possession of the ball
2.
Slide tackles or attempts to slide tackle. SLIDE TACKLING IS ILLEGAL
a. Any tackle attempt will receive an automatic yellow card. One knee touching the floor is considered a slide. A slide tackle making contact with another player can result in a red card and ejection (up to referee’s discretion) If there are no players within 5 yards of a live ball, then a player may slide tackle to save ball.

DISCIPLINARY SANCTIONS LAW 7 – SANCTIONS Any team member, including a coach, may be shown the red or yellow card. The referee has the authority to take disciplinary sanctions, from the moment he enters the field of play until s/he leaves the field of play after the final whistle. CAUTIONABLE OFFENSES A player is cautioned and shown the yellow card if he commits any of the following offenses: Direct Yellow Cards 1. Commits any direct free kick foul in an unnecessary or flagrant manner (D). 2. Attempts to tackle the ball by sliding and makes contact with an opponent (D). 3. Persistently infringes the Laws of the Game (D). 4. Delays the restart of play (ID). 5. Is guilty of unsporting behavior (ID). 6. Shows dissent by word or action (ID). 7. Fails to respect the required distance when play is restarted (ID). 8. Enters or re-enters the field of play without the referee’s permission (ID). 9. Slides in the vicinity of other players without making contact (ID).
SENDING-OFF OFFENSES (RED CARD) A player, substitute or substituted player is sent off and shown the red card if he commits any of the following offenses: 1.
Is guilty of serious foul play.
2.
Is guilty of violent conduct.
3.
Spits at an opponent or any other person.
4.
Denies the opposing team a goal or an obvious goal scoring opportunity by deliberately handling the ball.
5.
Denies an obvious goal scoring opportunity to an opponent moving towards the player’s goal punishable by a free kick or a penalty kick.
6.
Uses offensive or insulting or abusive language and/or gestures.
7.
Receives a second direct yellow in the same match.
Penalty Time A player that receives a yellow card must be subbed out of the game until the next dead ball. A player’s second yellow will result in a red card and ejection from the game. At this point the team will play short-handed. Ejections 1.
Once ejected from a game that player is not allowed to return, and the team plays short a player for the remainder of the game.

3. An ejected participant must leave after speaking to a supervisor
LAW 8 - CONDUCT OF PLAYERS, COACHES, & SPECTATORS 1.
A team is permitted a maximum of 1 coach on the sideline, outside of the glass, during a game. Each coach must present an ID and be listed on the scoresheet prior to the start of the game. Conduct of team coaches is the responsibility of the team before, during, and after the game. Any other non-players must be in the designated spectator areas on the outside of the MAC Gym glass doors.
2.
Any player, spectator or coach who acts in a manner not showing good sportsmanship shall be issued a verbal warning. If the player, spectator or coach continues with their behavior a yellow card will be assessed and they will need to sit down and/or remain in their coaching or spectating area. If the behavior continues the next penalty will be an ejection/disqualification from the game. The official(s) shall have the authority to warn, penalize, or disqualify any player(s), substitute, or coach for violations of sportsmanship including, but not limited to the following: a.
Disrespectfully addressing an official or IM staff member.
b.
Questioning the official’s judgment or decisions.
c.
Showing disgust with the official’s decisions.
d.
Using profane or insulting language or gestures toward an official or opponent.
e.
Baiting or taunting players of the opposing team.
f.
Disrupting the game so that it may not be continued in an orderly fashion.
3.
At no time may a coach enter the playing area. If coaches violate this rule they will be disqualified from the game and must leave court immediately.
4.
Obscene and/or Abusive Language: Will not be tolerated. Participants using obnoxious or foul language will be assessed a
yellow card. Fans/supporters/bench personnel using obscene or abusive language will result in a yellow or red card assessed to the supported team. Referee and supervisor discretion. These acts could ultimately end up in suspension from intramural sports and a referral to the student conduct committee. Protest 1.
Referee’s judgement calls may not be protested.
2.
The referee’s and supervisors for that day shall make decisions on any points not covered in these rules or the rules in the NFHS rulebook.
3.
The supervisor can only be used for rule clarification and will not overturn calls made by the officials during or after the game.
4.
The team’s captain must make any protest regarding rule interpretation immediately. Once the ball has become live again, a protest may not be made.
***The Intramural Sports department has written these rules and reserves the right to change or amend the rules for the betterment of the game and participants. Rules are created with fair play in mind. Therefore, the Intramural department reserves the right to alter rules for circumstances that may arise.
