Status of the 85th Legislature • The 85th Texas Legislature ended its Regular Session on May 29. • Governor Abbott called a Special Session of the Legislature that began on July 18 and may last up to 30 days. The Governor may call additional special sessions at his discretion. • The Governor included 20 items for consideration by the Legislature, but may expand that list at any time. 2

Policy Outcomes Community College Baccalaureate Programs • SB 2118 authorizes the Coordinating Board to review and approve baccalaureate programs in applied science, applied technology and nursing at eligible public community colleges. • Community colleges must meet certain eligibility criteria to offer these degrees, and are limited to no more than three baccalaureate programs (those previously allowed to offer five programs are exempted). • Coordinating Board must use same criteria as if the program were offered at a university, as well as some standards specific to these degrees.

Policy Outcomes Dual Credit • SB 1091 limits dual credit to core curriculum, CTE and foreign language. Exempts early college high schools and other programs to help students earn an associates degree in high school • SB 802 requires the THECB to conduct a study to identify best practices in ensuring that transfer credits, including courses offered for dual credit, apply toward a degree program at the IHE. • HB 1638 requires TEA and THECB to develop statewide goals for dual credit programs that address dual credit’s role in enrollment and acceleration through higher education and performance in collegelevel coursework. Specifies what dual credit MOUs must include. 6

Policy Outcomes Foster Care • HB 928 charges DFPS and school districts to assist children in foster care with transitioning to higher education, including applying for financial aid, arranging campus visits, considering appointment to a military academy and arranging and preparing for college entrance examinations.

• HB 2537 requires high school counselors to advise students regarding the availability of vouchers and tuition and fee waivers for current and former foster care students.

Policy Outcomes Developmental Education • HB 2223 requires that institutions offering developmental education do so through co-requisite models that concurrently enroll the student in developmental education and freshman-level coursework. • Phases in the requirement so that: • In 2018-19, at least 25% of an institution’s developmental education students are enrolled in such models; • In 2019-20, at least 50% of an institution’s developmental education students are enrolled in such models; • In 2020-21, at least 75% of an institution’s developmental education students are enrolled in such models;

Policy Outcomes Legislation NOT Adopted by the 85th Legislature: • Top 10% Admissions: SB 2119 would have required that universities fill 30% of their incoming class through automatic admissions. • Transfer Bills: Legislation developed by Senate Finance Workgroup on Transferability • SB 2086 would have required the formation of regional consortia for transfer compacts • SB 2122 would have required the CB to identify the top 25 transfer majors and required universities to identify courses in those majors in the ACGM. • SB 2131 would have required counselors to provide increased information regarding transfer to high school students.

Policy Outcomes Legislation NOT Adopted by the 85th Legislature: • Financial Aid Recommendations: The Coordinating Board made recommendations to increase the effectiveness of the TEXAS Grant and TEOG programs, and to restructure off-campus work-study (Texas WORKS). • No financial aid legislation advanced due to concern over its susceptibility to amendments that would limit the program to students eligible for federal financial aid. This would bar undocumented students from participating in these programs.
