Summary: Incumbent will establish goals, objectives, policies, procedures and priorities related to activities of finance and budget; develop annual budget, establish internal financial controls, ensures all financial activities adhere to governmental regulations, Tribal policy and generally accepted accounting principles; perform financial research, analysis and recommendation functions for the Ponca Tribe of Nebraska. Essential Responsibilities and Duties: 1. Manage the finance department by establishing goals, setting priorities, timelines and conducts resource planning for future needs. 2. Develop and monitor financial policies and procedures and internal controls, which are reviewed annually. 3. Responsible for all aspects of financial management for the Tribe, which includes providing timely and accurate information, maintaining fiscal integrity of the Tribe’s financial resources, comply with rules and regulations promulgated by the Tribe and federal and state agencies. 4. Prepare financial analyses of Tribal operations, including interim and final financial statements with supporting schedules for the Executive Director of Tribal Affairs and the Tribal Council. 5. Over responsibility to maintain the Tribe’s system of accounts in accordance with current accounting standards and maintain accurate accounting of all Tribal transactions and assets. 6. Supervises and directs the day to day accounting department functions and staff, including all appropriate personnel evaluations, staff requests and disciplinary actions. 7.
Final responsibility for forecasting short-range and long-range cash requirements and obligations as a basis for maintaining adequate funds.
8. Provide Program Directors with information required to monitor operations and budget plans in a timely manner.

Assist the Program Directors with their budget preparation and modifications and monitors approved budgets to ensure that expenditures do not exceed allotted budgets and are compliant with grant expense guidelines.
10. Monitor monthly reports, recommends and advises Program Directors of budget variances. 11. Communicate with Grant Compliance Coordinator regarding all financial compliance issues. 12. Furnishes final internal financial reports as requested by the Executive Director of Tribal Affairs and/or Tribal Council. 13. Oversee preparation of audited financial statements by coordinating with auditors and overseeing the preparation of required schedules and reports for financial statements. 14. Final responsibility for the accurate and timely preparation and submission of all required reports. 15. Primary support to the Executive Director of Tribal Affairs, Deputy Director of Tribal Affairs, PEDCO President and Northern Ponca Housing Authority Executive Director in the financial administration of the applicable policies and procedures. 16. Preparation and review of budgets and indirect cost proposal, conduct periodic review and monitoring of such items, and ensure departments adhere to established budgetary guidelines and procedures. 17. Responsible for maintaining full integrity of all Tribal fund revenues and report to Tribal Council as needed. Make periodic review of revenues and when necessary, make direct contact with Tribal departments, PEDCO and NPHA. 18. Supervise overall Tribal business performance for the past fiscal year as well as the current year and identifies steps to improve the performance for the upcoming year. 19. Perform special projects as deemed necessary for the continued improvement in efficiency and effectiveness of the department. 20. Develop and submit monthly reports to the Tribal Council on progress toward and/or needs to complete tasks and address priorities. 21. Other duties as assigned. Ponca Tribe of Nebraska Finance Director Job Description Approved 05/04/2015 Minimum: 1. Bachelor’s degree in accounting or related field, or an equivalent combination of experience and education. 2. Four years experience in Federal or Tribal administrative accounting and management. 3. Working knowledge of manual and automated accounting systems, well-developed financial analysis capabilities, and demonstrated ability to manage computer operations and applications. 4. Working knowledge of grant application and compliance procedures as well as GASB 34, GAAP, OMB Circular A-133, CFR Codes and other federal compliance requirements. 5. Computer proficiency in Microsoft Word, Excel, PowerPoint and Access programs. 6. Must possess excellent written and oral communication skills. 7. Must have valid driver’s license and be insurable. 8. Must successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks. 9. Able and willing to travel. Preferred: 1. Masters degree in accounting or related field. 2. Certified Public Accountant. 3. Knowledge and understanding of Public Law 93-638: Indian Self-Determination Act. 4. One year experience working with Native Americans or Native American organizations. Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
