The purpose of the Overlay Design Guidelines is to establish guidelines that will enable homeowners to modify or re-build homes in the neighborhood while respecting neighboring properties and preserving the character of the community.

ZONING GUIDELINES CURRENTLY ALLOW FOR HOMES TO BE BUILT SIGNIFICANTLY HIGHER THAN NEIGHBORING HOMES: UP TO 2.5 STORIES AND AROUND 40’-0”+ TALL. PV HOMES ORIGINAL TO THE NEIGHBORHOOD RANGE FROM 14’-0” TO 22’-0”.

OVERLAY CODE 1.1 WOULD LIMIT THE RIDGE LINE HEIGHT TO 27’-0”. THIS ALLOWS FOR SOME DESIGN FLEXIBILITY, WITHOUT ALLOWING HOMES TO “TOWER” OVER EXISTING HOMES. THIS GUIDELINE APPLIES TO NEW HOMES AND EXISTING HOMES.

A SIGNIFICANT CHARACTERISTIC OF A PRAIRIE VILLAGE CAPE COD IS THAT THE EAVE LINES [WHERE THE GUTTER MEETS THE ROOF] ARE IN LINE. THIS HAPPENS BECAUSE THE HOMES ARE TYPICAL 1.5 STORY HOMES AND THE GUTTERS SIT RIGHT AT THE FIRST FLOOR FLOOR JOISTS. THE EXAMPLE BELOW IS WHAT THE OVERLAY IS AIMING TO DISCOURAGE:

OVERLAY CODE 1.2 WOULD ENCOURAGE EAVE LINES TO BE IN LINE WITH EXISTING HOMES. IT IS MEASURED FROM THE EXTERIOR OF THE HOME.

THIS WOULD DISCOURAGE FLAT OR LOWSLOPED ROOFS.

THIS WOULD ALSO DISCOURAGE ROOFS PITCHED HIGHER THAN 12:12. WHILE BOTH PITCHES ARE DESIRABLE FOR SOME STYLES OF ARCHITECTURE, THEY ARE NOT STYLISTICALLY TYPICAL IN THE AREA OF COVERAGE.

HIPPED ROOFS ARE DEFINED AS ROOFS WHERE ALL SIDES SLOPE TOWARDS THE EAVE LINE. THEY ARE USUALLY COMPRISED OF TWO TRIANGLES AND TWO TRAPEZOIDS.

OVERLAY CODE 1.4 WOULD NOT ALLOW HIPPED ROOFS. MOST ROOFS IN THE NEIGHBORHOOD PITCH IN TWO DIRECTIONS AND HAVE GABLED ENDS. THIS IS A SIGNIFICANT CHARACTERISTIC OF A 1.5 STORY HOME.

CURRENTLY, THE HOMEOWNERS ASSOCIATION DEED RESTRICTIONS REQUIRE THAT THE WIDTH OF ANY NEW HOME STAYS WITHIN 80% OF THE WIDTH OF THE LOT AT THE BUILDING LINE. A HOMEOWNER CAN APPLY FOR A VARIANCE OF UP TO 10%, FOR UNIQUE LOTS AND SITUATIONS. OVERLAY CODE 1.5 WOULD MAKE THIS ENFOCABLE AS A CITY CODE. WIDTH OF A LOT 60’-0” 63’-0” 65’-0” 68’-0”

THIS IS A HOME THAT WAS PROPOSED IN THE AREA OF COVERAGE. THE GARAGE DOMINATES THE FACE OF THE HOME. THIS CHARACTERISTIC DOES NOT MEET THE STYLE OR CHARACTER OF EXISTING HOMES IN THE AREA. OVERLAY CODE 2.3 DISCOURAGES DESIGNS WHERE THE GARAGE SITS FORWARD FROM THE FACE OF THE HOME. IT WOULD KEEP THE GARAGES IN LINE OR BEHIND THE MAIN BUILDING LINE OF THE HOME.

OVERLAY CODE 2.4 & 2.5 REQUIRE THAT ALL NEW GARAGE DOORS ARE A MAXIMUM OF 16’-0” WIDE [SINGLE DOOR TWO CAR GARAGE] AND 8’-0” TALL. THIS CODE WILL PREVENT OVERSIZED GARAGE DOORS.

OVERLAY CODE 2.6 WOULD ALLOW ONLY 2 GARAGE SPACES ON THE FRONT OF A HOME. SINCE THE LOTS ARE NARROW, HOMES WITH MORE THAN TWO GARAGE SPACES WOULD BE CONSUMED BY GARAGES. HOMES ON CORNER LOTS WOULD BE ALLOWED TO HAVE MORE THAN TWO GARAGE SPACES WITH A SIDE ENTRY.

ONE WAY TO GAIN EXTRA SPACE IN A SMALL HOME IS TO FILL IN THE GARAGE WITH LIVING SPACE. OVERLAY CODE 2.7 WOULD REQUIRE HOMES TO KEEP A FRONT FACING GARAGE DOOR WITH A DRIVEWAY LEADING TO THAT GARAGE DOOR, IF THE GARAGE IS FILLED IN. [THIS DOES NOT APPLY TO SIDE APPROACHES ON CORNER LOTS]

OVERLAY CODE 3.1 MEASURES THE SQUARE FOOTAGE OF OPENINGS [DOORS & WINDOWS] ON EACH FACE OF THE BUILDING, IN RELATION TO THE SQUARE FOOTAGE OF EACH VERTICAL FACE.

OVERLAY CODE 3.1 REQUIRES THAT WINDOWS ARE PROPORTIONAL IN SCALE TO EACH FACE OF THE HOME. IT PREVENTS SITUATIONS WHERE WINDOWS ARE ELIMINATED, LEAVING THE HOME WITH LARGE BLANK FACES AND NO ARCHITECTURAL DETAIL.

MINIMUM REQUIREMENTS: FRONT FACE – 11% REAR FACE – 10% ONE SIDE FACE – 7% [CORNER LOTS, STREET SIDE MUST SATISFY THIS REQUIREMENT.]

OVERLAY CODE 5.1 REQUIRES THAT RESIDENTS MAINTAIN A MINIMUM OF 40% PERVIOUS AREA. THIS INCLUDES GRASS, LANDSAPING, PERVIOUS PAVERS, ETC… THIS PREVENTS RESIDENTS FROM EXCESSIVELY HARDSCAPING THEIR PROPERTY. OVERLAY CODE 5.2 REQUIRES THAT ALL DRIVEWAYS ARE SEPARATED BY 8’-0”. CITY ZONING REQUIRES A 4’-0” SETBACK ON ALL PROPERTIES IN R1-B. THIS WOULD PREVENT LARGE STRETCHES OF CONCRETE AND CAREFUL SITE PLANNING.
