Reviewing Provider Personnel Data 1

CEB’s Request At the November 2014, the CEB asked CE staff to provide the CEB with: the average number of appeals for Providers with just a CEA and the average number of appeals for Providers with a CEA and a CE Content Consultant.

The CEB is interested in using data to determine if Providers who have the CEA/CE Content Consultant arrangement have more compliance and appeal issues when compared to Providers with a CEA only.

• Somewhat difficult to decipher because providers change personnel structures over time • Looked at all of the appeals and determined who was on staff on the day of the citation • While the average (mean) number of appeals by provider was greater when a CEA and Content Consultant were on staff, the median was the same • While fewer overall providers have Content Consultants on staff, providers with large numbers of appeals more often have Content Consultants 3

Vocabulary • Compliance issues: Used to record non-compliance related to Provider organization, course registration, offering registration and reporting and participants. Any compliance issue can become an appeal. • Course registration issues: Twenty-three items reviewed by ASHA CE staff when a course is registered. Each item is marked as compliant, incomplete, missing or non-compliant. • Courses Added: Course submitted to ASHA and entered into ASHA’s database. • Reported Offerings: Offerings of courses that were reported to ASHA in a year. • Appeals: Compliance issues that became appeals. These are typically related to missing registration and reporting deadlines along with participant appeals.

• Attached what Personnel structure (CEA Only, CEA and Content Consultant, Content Consultant Only, None) was in place on date of these events

• Looked for any patterns or trends that differentiated providers with only CEAs on staff to those with CEAs and Content Consultants

At any given time, the amount of providers that have Content Consultant’s on staff ranged from 27-32% In early 2015, 69% of providers had a CEA only, while 31% had a CEA and Content Consultant 6

Courses Added and Course Registration Issues

• Providers with Content Consultants added 36% of all courses since January 2011, while accounting for 39% of course registration issues Data from Jan 2011 – March 2015 7

Compliance Issues and Appeals; Offerings Reported

• Providers with Content Consultants accounted for 48% of all compliance issues and 47% of all appeals since January 2011. • The high volume appears normal. Providers with Content Consultants also account for 46% of all offerings being reported.

Top 5 Appeal Types

First steps • Looked at the resumes of the 10 CEAs and CE Content Consultant with a high issues to offerings ratio looking for some similarities in credentials • Asked for analysis of course registration checklists issues • Drafted correspondence to go out to CEAs with CE Content Consultants in order to update our records • Providers in the 5 year review that have the CEA/consultant arrangement -- include in the Provider’s letter a request for updated CE Content Consultant information— • Created additional tools within our database to assist CE staff in monitoring personnel changes and issues
