PUBLIC HEALTH MURAL PROJECT OVERVIEW 

Collaborative effort between The Health and Human Services Agency, Public Health Division The El Dorado Arts Council, and The Boys & Girls Club. Direct result of our Community Health Assessment and Community Health Improvement Plan.  Aligns with the County’s Strategic Plan for Healthy Communities. 

PUBLIC HEALTH MURAL PROJECT GOALS 





Create a platform for the voices of our youth. Provide an opportunity and cultivate an environment in which creativity thrives. Build social capital, develop a sense of communal ownership over space, and empower people to make changes in their city.



Promote health and wellness among El Dorado County and highlight the four focus areas in the Community Health Improvement Plan (CHIP) including: Active Living, Healthy Eating, Access to Health Care and Behavioral Health.

PUBLIC ART BENEFITS 









Has long been recognized as a community asset. Can function as a powerful catalyst for improved mental and physical health.

Has been used as a tool for fostering community revitalization, social connections, and improved health comes. Can improve walkability, bike ability, and public spaces in a community. Enhances the identity and character of communities and supports cultural tourism and economic development strategies.





Enriches physical environments, bringing streetscapes, plazas, government buildings and schools to life. Boosts local economies as businesses benefit from a site that attracts visitors.

PUBLIC HEALTH MURAL PROJECT LOCATION 





Mosquito Road underpass and pedestrian/bike path. The underpass connects to Broadway and Main Street as well as the El Dorado Trail and Highway 50 West. The mural is being requested to have a 20 year lifespan and scheduled to be installed as early as the summer of 2018.

Funding secured (Public Health, Arts Council, Community Foundation) Met with the Director of Development Services, City of Placerville to garner interest

Spoke to the District Landscape Architect, North Region Division of Project Development, Caltrans to gauge feasibility



Paint Night at Boys and Girls Club



Mural Design Finalized and approved



Community Outreach and support: Placerville Downtown Association  Transportation Commission  Health and Human Services Agency  Boys and Girls Club  El Dorado Community Foundation  Marshall Medical Center 

Request support from the City



Request that the City adopt a resolution supporting the proposed Transportation Art



Submit draft proposal to Caltrans



City submits encroachment permit application with resolution for Caltrans permit review



Caltrans approves and issues permit



Maintenance agreement and copyright assignment statement

EL DORADO COUNTY’S PUBLIC ART LONG TERM EFFORTS El Dorado Arts Council’s mission To promote, connect, and empower arts and culture throughout the county is achieved by targeted programs and services, a vibrant gallery exhibition series, and a focus on initiatives which support and sustain the cultural life of the region. https://eldoradoartscouncil.org/

PERCENT FOR ART ORDINANCES 

Cities across the U.S. have instituted “Percent for Art” programs, which mandate that a portion of the budget for city-funded construction projects is used to fund and install public art. 



Since 1959, local Percent-for-Art ordinances have been applied to publicly-funded capital improvement projects. There exists over 350 public art programs in the United States, 111 of them serve populations of 150,000 or less.

We are asking the City to consider including public art in ongoing design, planning and redevelopment through a Percent-for-Art Ordinance.
