P-47-2016 REQUEST FOR PROFESSIONAL QUALIFICATIONS Professional Architectural and Engineering Services for the Modernization of and Upgrades to the Human Services Building in the Township of Freehold
Notice is hereby given that the County of Monmouth is requesting professional qualifications be submitted by interested Consultants for the above project. Interested Consultants are invited to submit their qualifications to the Director, Division of Purchasing, County of Monmouth, Special Services Complex, 2nd Floor, 300 Halls Mill Road, Freehold, New Jersey 07728, no later than 10:30 a.m., prevailing time, Wednesday, September 21, 2016 at which time the professional qualifications will be opened and read. Inquiries regarding this project should be directed to Michael Burke, Architect of the Office of the Monmouth County Engineer, at (732) 431-7760 ext. 8578. The qualifications statement shall be no more than four (4) typed, single sided 8½” x 11” sheets in length. Anything in excess of this page limitation will not be read or considered. Resumes of proposed key personnel must be attached to the qualifications statement. Each resume shall be a maximum of two single-sided 8½” x 11” sheets in length and should highlight education, professional credentials, and work performance on projects similar to that described below. The resume of the proposed project manager, as well as the resume(s) of proposed key technical staff must be included. Also included shall be a listing of work areas which the Consultant would subcontract out to other firms, the names of each subconsultant, and the resumes of the sub-consultant’s(s’) project manager(s). One (1) original, unbound, and four (4) copies of the qualifications package must be submitted to the Director, Division of Purchasing, County of Monmouth by no later than 10:30 a.m., prevailing time, Wednesday, September 21, 2016. I. Introduction The intent of this project is to provide comprehensive Professional Architectural and Engineering Services as necessary to assess existing conditions, develop designs, and produce a complete set of construction documents as required for the modernization of and upgrades to the Monmouth County Human Services Building at 3000 Kozloski Rd in the Township of Freehold. The Human Services Building is composed of a Ground Floor Level, First Floor, Second Floor and partial Third Floor. The total (gross) area of all floors is approximately 93,400 square feet. The Consultant shall prepare construction documents (plans and specifications) with enough detail for the purpose of bidding, obtaining building permits and constructing the improvements (with minimal changes). The Consultant shall provide construction contract administration services during the bid, construction and post construction phases and shall be prepared to do regular inspections throughout the duration of the project. The Consultant and/or sub-consultants should include evidence of sufficient experience in the following activities and exhibit proof of sufficient staff size needed to perform the required services in their Statement of Qualifications.

Project Description This Project is for the services of an architectural and engineering firm to provide services which shall include a detailed review of the building’s mechanical, electrical, plumbing, fire protection, fire alarm system, ADA compliance, building code, other applicable codes, OSHA compliance, energy efficiency, specific architectural elements and all associated work. The Consultant shall develop detailed designs based on the description to be provided within the RFP and any additional information gathered by the Consultant. In addition, the Consultant shall provide detailed cost estimates of all construction scopes and all requested evaluations that address the moderation and upgrades. The Human Services Building will remain occupied and functional throughout the duration of the construction process. It is Monmouth County's desire to construct the needed improvements with minimal disruption or relocation of the current operations. However, it is anticipated that temporary relocations of staff and functions will be required. The Consultant shall include in their scope the relocations, temporary facility design and coordination, phasing plans and proposed other means as required to maintain building continued use and operations. Mechanical This project includes a study of all of the Human Services Building’s various mechanical systems which is expected to result in major modifications, upgrades and/or replacements of various mechanical units and systems. A review of the existing HVAC components by Monmouth County (air handlers, VAV boxes, exhaust and intake louvers, and HVAC controls) shows the majority of them to be outdated and many as being undersized for the present building occupancies. The Consultant shall perform an evaluation of the vast majority of the building’s mechanical systems. The Consultant shall evaluate all air handling units, chillers, cooling tower, fan coil units, boilers, etc. to determine their remaining useful life as based on operating conditions. The Consultant shall provide cost estimates for both the cost to repair and the cost to replace each of the evaluated mechanical system components. The Consultant shall then provide a full range of design services as required to construct the modifications and upgrades. The new HVAC system shall be controlled by a new automated building control system The existing HVAC system uses the area above the suspended ceiling for supply air distribution. A new HVAC system shall replace the existing and shall utilize both supply & return ducts. All existing VAV’s shall be replaced with new VAV’s. As part of the replacement of the HVAC system all existing suspended ceilings shall be removed and replaced with new suspended ceiling systems. The Consultant shall develop a payback cost analysis to compare standard efficiency vs. high efficiency equipment. During the construction period the Contractor shall provide temporary heat and air conditioning for the occupied areas. Electrical and Lighting Systems The Consultant shall develop a plan to replace all existing Federal Pacific brand equipment. The Consultant shall evaluate the existing emergency generators. Provide recommendations, schematic design and a cost estimate for an alternate installation of a new emergency generator to replace the older

P-47-2016 of the two existing generators with a new generator sized to provide standby power for the entire building. Perform a lighting survey to evaluate the current light fixtures and lighting levels and give recommends for providing adequate lighting. A simple payback for the building lighting system shall compare florescent type lighting to higher efficiency lighting. Provide plans and specifications for the proposed new lighting options. It is the intent to provide new light fixtures at all new suspended ceilings. The Consultant shall design new lighting layouts for all new ceiling areas and provide specifications for new fixtures. Plumbing Complete an evaluation of the existing sanitary sewer lines and provided recommendations that will ensure proper function of the system. Survey the condition and sizes of the existing waste line stub ups to fixtures, recommend replacements as required and include in the Construction Documents. Replace all plumbing fixtures with new fixtures that comply with the current water saving code and ADA accessibility. Fire Alarm System The Consultant shall survey the current fire alarm system including all monitoring locations, pull station locations, and shall confirm the adequate size of the existing fire alarm panel. The Consultant shall complete a review of the current fire codes and develop and recommend an upgrade plan that will ensure that the fire alarm system meets current fire code requirements. The Consultant shall produce detailed specifications and accompanying drawings as required for replacement of the Fire Alarm System. ADA Compliance There are known existing deficiencies in ADA compliance. The Consultant shall conduct field inspections of the existing public and employee bathrooms, the building’s front & rear entrances, all exits, stairs and landings, water fountains, payphones, door hardware, all access ramps, all on-site walkways, and accessible paths to parking areas and adjacent buildings to determine compliance with current ADA requirements. The Consultant shall produce Construction Documents showing all work required for ADA compliance. Note that in order to achieve ADA compliance for the restrooms and for other spaces, the existing areas may need to be enlarged. Therefore careful consideration must be made as to how to expand these spaces with the least amount of impact on adjacent spaces. Replace all handrails and guardrails throughout the building, interior and exterior, with new code and ADA compliant rails. Energy Efficiency Evaluate and provide recommendations for a simple energy payback based on replacing all existing windows with windows that have similar style and appearance. ADA and Building Code Compliance The code evaluation shall include review of conformance to current building code requirements, including life safety and egress. The evaluation shall include the analysis of required rated partitions, required continuity of partitions, rated doors in these partitions (including required closers and latches)

P-47-2016 and any modifications or penetrations that may have compromised their rating. The stairtowers shall be reviewed for proper fire ratings and other code compliance. The raised computer floors, common throughout large areas of the building, shall be reviewed with regard to firecode requirements, including bulkheads and fire safing at rated penetrations and smoke barriers. Egress routes and barrier free accessibility shall be reviewed and solutions proposed for every occupied area of the building. The Consultant shall develop a report listing deficiencies and recommended upgrades, including associated budget costs and then develop the design and then construction documents for upgrades as required. Miscellaneous Building Upgrades Locate and design a Ground Floor maintenance personnel office with room for a single desk and a maintenance file storage area. Provide a comprehensive report on any and all asbestos containing materials throughout the building. Perform new surveys and testing as required. Recommend suitable type replacement flooring for high traffic areas. Replace existing stairtower rubberized stair tread covers throughout. Develop a plan for repainting all interior walls and other existing painted surfaces throughout the entire building. Replace water damaged gypsum wall boards as required. All existing restrooms shall be completely renovated for both ADA compliance and for general overall renovations/refurbishing, including: new partitions, finishes throughout, fixtures, restroom accessories, etc. Front and rear entrance doors, frames and hardware shall be replaced with new. Sitework Sitework shall include providing services for the replacement of the existing handicapped accessible ramp and existing curbs and sidewalks throughout the site (a few hundred linear feet). Accessible paths shall be created both on-site and to connect to the adjacent building site. III. Evaluation of Consultant Qualification Statement Interested Consultants should have specialized expertise in this type of building and shall demonstrate this expertise in their Statement of Qualifications. The Consultants shall indicate in their Statement of Qualifications the number of similar buildings that they have designed and renovated and shall identify their specific role in each of those projects. All Statements of Qualification received in accordance with the requirements of this RFPQ shall be evaluated and ranked by a three member committee using the criteria and weighed scoring set forth in the attached “RFPQ Evaluation Form”. The top three (3) ranked firms will receive a Request for Proposal (RFP) with a detailed scope of work and an invitation to submit formal technical and cost proposals which will be evaluated using separate criteria described in the RFP.
