RESOLUTION 2015 BONNER COUNTY PUBLIC WORKS PROCUREMENT OF TYLER SOFTWARE AND IMPLEMENTATION SERVICES
WHEREAS, the Board of County Commissioners desires to replace Bonner County's aging enterprise legacy financial and records management software due to its increasing obsolesce and performance related issues; and
WHEREAS, Bonner County Technology Department has placed a high priority on procuring a comprehensive enterprise software and services system; and WHEREAS, pursuant to Idaho Code §67-2808(2)(a)(ii): "Where the compatibility of equipment, components, accessories, computer software, replacement parts or service is the paramount consideration", the Board of Commissioners is permitted to use sole source procurement for the purchase of services or property for which it is determined there is no functional equivalent, or in circumstances in which competitive solicitation is impractical, disadvantageous, or unreasonable; and WHEREAS, Bonner County desires to purchase software and services to integrate into and is compatible with its existing hardware, software, physical and virtual servers, networks, disk storage systems and operating systems; and WHEREAS, Tyler Technology, Inc. owns Odyssey, which is the software the Idaho Supreme Court is currently transitioning to from ISTARS, which means that Bonner County would have the highest probability of seamless integration of our new the enterprise software by Tyler Technology, Inc. with Odyssey; and WHEREAS, based upon the review of the information provided by Bonner County Technology Department and numerous technology demonstration by Tyler Technology, Inc. and various other vendors, Tyler Technology, Inc. meets and exceeds the requirements of Bonner County for its enterprise software needs, and this information appears to be an accurate representation of the technology and services available, and that Tyler Technology, Inc. is the sole source of the needed services and products; and WHEREAS, Tyler Technology, Inc.'s software demonstrations to Bonner County demonstrated superior usability; and WHEREAS, the Board of Bonner County Commissioners desires to enter into a contract with Tyler Technology, Inc. for the procurement of software licenses, data conversion services, training and support agreements related to the acquisition of the Tyler enterprise software suite of applications.
THEREFORE BE IT RESOLVED that the Board of Bonner County Commissioners does hereby intend to procure the enterprise software solution from Tyler Technology, Inc. as a sole source vender, and will publish a notice to that effect 14 days prior to said award of procurement.

The Board of Botiner County Commissioners intends to contract with Tyler Technology, Inc., for the sole source procurement of software licenses, data conversion services, training and support agreements for its enterprise software suite of applications. This sole source procurement is in
accordance with Idaho Code § 67-2808(2), and Resolution No. 2015- lCS5passed by the Board of
Bonner County Commissioners on the 22"'^ day of December, 2015.
