Restricted and market-rate housing in downtown More than 40 percent of downtown Des Moines’ apartments are estimated to be incomerestricted. An estimated 1,601 non-tax credit housing units exist in the downtown business district, the Commercial Appraisers of Central Iowa estimates. At least 1,107 income-restricted apartment units also exist in the area, according to city of Des Moines data. Housing data tracked by the city of Des Moines is illustrated below.
