I wish to apply for appointment by Nueces County as a Commissioner of the Port of Corpus Christi Authority of Nueces County to complete the term of Mike Scott who recently resigned and, if possible, for a full term. I have previously served as a port commissioner from 1990 through 1999 and held the position of Vice Chairman of the Commission. I am perhaps the only applicant and, if appointed, proba bly the only commissioner with actual experience in waterborne commerce. I have chartered bulk carriers over a period of 30 years . bringing ores to our port. I had business in ports throughout Europe in Asia dealing in both bulk shipments and shipments of container goods. I have intimate knowledge of our port's facilities and a thorough understanding of its business and requirements for growth. During my previous service as a Port Commissioner I played significant roles in the creation of the Mary Rhodes Pipeline, the acquisition of water from Garwood Irrigation, and the acquisition of the Port's Northshore and Harbor Island properties.

You may know that I founded TOR Minerals International, Inc., served as its President and CEO for over two decades, and created many jobs in our community. During my tenure, TOR became the largest local truck-borne shipper of cargoes and one of the largest local shippers of container cargos worldwide. During my tenure TOR also acquired subsidiaries that process minerals in both Malaysia and the Netherlands. TOR's business is worldwide and was my creation. I retired from TOR in 2006 and am no longer employed by them. The company does not pay me any remuneration. To my knowledge I have no conflict of interest that would prevent me from serving as a Port Commissioner.

You may also remember that I served on the board ofthe Corpus Christi Area Economic Development Corporation from 1986 through 1994. I served as the corporation's second chairman in 1988 following your service as its first chairman. I am a founder of The Coastal Bend Bays Foundation and played an important role in creating the Corpus Christi National Estuary Program. The latter is funded by a combination of Federal, State and Local monies. Without my efforts I think that the Texas Legislature would not have acted to fund this program. I should also mention that I am mining Barite and Antimony in Guatemala and Peru.

I have other areas of service, most significantly, the Asian Cultures Museum. I believe I am uniquely qualified to serve on the Port Commission. If Appointed I will serve the community's interest and no other. My purpose is to return service to a community that has welcomed me as a member and allowed me to prosper. Sincerely,
