Rule Changes from 2011 • The following rules passed in 2011 and are effective for 2013
Administration •
Organization league boundaries are recommended by the league, but are subject to the approval of the Division Director.
This rule changed “established by the organization league” to “recommended by the league”
5-A (Boundaries) •
Organization league boundaries are recommended by the league, but are subject to the approval of the Division Director.
This rule changed “determined by the officers and executive committee of the organization league” to “recommended by the league”
8-K (Equipment) •
Cell phones, pagers or any other types of communication devices cannot be used on the Field of Play. The field of play includes, bullpens, dugouts, coaches’ boxes and other such areas where coaches, players and umpires have access. One (1) laptop or tablet type device (IPAD) may be used for scorekeeping purposes. Wireless communication must not be enabled.
This rule change allows for the use of a laptop or iPAD type of device in the dugout and defines the actual field of play
18-D (Penalties) •
Penalty for use of an ineligible player, upon appeal by the opposing manager when the official scorebook or other league records verify the ineligibility of the player concerned, shall be immediate removal of the player from the lineup and ejection of the team manager from the game. Both the player and the manager will be ineligible to participate in the next scheduled game played by the team. Please refer to Rule 1A concerning PONY’s policy on disabilities.
This rule removed “notification by the official scorekeeper or organization league officers”
18-D(4) (Penalties) •
If opposing coach does not appeal the use of an ineligible player during the course of a game, the game will stand as played.
This rule removes reference to ineligible status not being established until after completion of the game. Player/Manager are not removed for the next game
T-2(C) (Team Eligibility) •
Tournament teams shall have a minimum of 9 eligible players, who are physically able to play, present at the start of all tournament games. If 9 eligible players are not present within 15 minutes after the scheduled starting time of the game, the game shall be forfeited.
This rule removes the requirement of 10 eligible players for SHETLAND

8-C(4) (Equipment) • Created separate entry for 2 ¾ barrel bats to read as follows: – 2 ¾ barrel bats are prohibited in all divisions of PONY Baseball.

This rule change makes SHETLAND and PINTO Players exempt from this rule
T-1(A)(2) (Organization League Eligibility) • Add PALOMINO to “Filed the Tournament Application form and paid the Tournament Entry Fee no later than 1 June.”
This rule change added PALOMINO to the list. It now includes ALL Divisions
T-10(E)(2)(d) (Schedule) • ADD (d): Any team or manager that violates or refuses the natural sequence of the above rule will be dismissed from tournament play and their games forfeited.
This rule change places penalty on team/manager in pool play
8-O (Equipment) • PONY officials take exception to anyone tampering with or altering equipment of any kind for the purpose of gaining advantage against opponents. Equipment includes but is not limited to balls, bats, spikes, head gear, etc. Penalty for violation will be disciplinary actions to expulsion from PONY Baseball.

This rule change clarifies bat restrictions on bats that can’t be used
11-G(1) (Length of Games) • (1): Pinto and Mustang: If the visiting team is leading by at least 10 runs at the end of 4 or more complete innings, the game shall be declared complete and the visiting team shall be declared the winner. If the home team is leading by at least 10 runs after the visiting team has completed batting in the 4th inning or later, the game shall be declared complete and the home team shall be declared the winner.
This rule change clarifies the 10 Run Rule for PINTO and MUSTANG
11-G(2) (Length of Games) • (2): Bronco, Pony, Colt, and Palomino: If the visiting team is leading by at least 10 runs at the end of 5 or more complete innings, the game shall be declared complete and the visiting team shall be declared the winner. If the home team is leading by at least 10 runs after the visiting team has completed batting in the 5th inning or later, the game shall be declared complete and the home team shall be declared the winner. 14-C Scorekeepers • The Official Scorekeeper shall communicate only with the Tournament Director and/or Home Plate Umpire.
This rule change rewords and removes the reference to the official scorekeeper notifying the manager about an ineligible player

BBCOR -3 Bat Update EFFECTIVE IMMEDIATELY AND UNTIL FURTHER NOTICE The BBCOR decertification process has been implemented on the following bats: • Reebok Vector TLS 32-inch model • Reebok Vector TLS 33-inch model • Marucci CAT5 33-inch model • Marucci CAT5 34-inch model • Marucci Black 33-inch model • Marucci Black 34-inch model • These bats should be considered a non-compliant bat in accordance with PONY Rule: 8-C (3) and subject to PONY Rule 18-E (6). • They are ILLEGAL!
