5th- 6th Grade Boys’ Basketball – 2017 Rules (Includes teams from: Sugar Grove Park District, Kaneland Youth Basketball League & Maple Park Basketball)
The purpose of this league is to provide a recreational opportunity geared toward skill development, equal participation and fun in an atmosphere where good sportsmanship, ethics and competitiveness are stressed. GENERAL: - Games will consist of four (4) ten minute quarters with a running clock. - During the last minute of each half, the clock will be stopped for fouls and dead balls. - Teams must have 5 players, in uniform, to start the game at the scheduled time. If a team does not have 5 players at the scheduled time, they will forfeit the game but the teams may play a scrimmage game. - Coaches must implement equal playing time throughout each and every game. - A spread offense with only one player involved in the play will NOT be allowed. - Picks are allowed. - 28.5” Basketball will be used. - Half time will be 2 minutes. Possession: The game will be started by a jump ball. Alternating possession will occur thereafter. Three Point Shot: There will NOT be a three point shot for this level. Lane Restriction: A five (5) second lane violation will be in effect. Overtime: - For tie games, a 2-minute overtime will be played. A jump ball will determine possession. If a player is fouled, free throws will be shot during the 2 minute overtime. The first minute of overtime will have a running clock. The last minute of the overtime the clock will be stopped for fouls, time outs, dead balls, etc... If still tied after overtime, then the game will remain a tie. Time Outs: - The clock will be stopped for time outs. - (4) Four time outs per game per team for (1) one minute in length. - For overtime, (1) one additional timeout will be added to the total remaining for each team. SUBSTITUTIONS: - Can substitute at all dead balls. Clock will continue to run. Substitutions must report to scorer’s table and enter game only on referee’s signal. - Teams are allowed to substitute a grade lower in the event they have fewer than 6 players for a regular season game. The substitute player must be registered in the same league as the team (Ex. Sugar Grove Park District teams may only recruit players from another Sugar Grove Park District team). Teams are not allowed to utilize same grade substitutes, non-registered players, or travel players. Teams will not have the ability to substitute during the season ending tournament. All substitutions must be submitted to each community director and approved in advance.
DEFENSE: During the first 3 weeks of the season: - NO BACK COURT PRESSURE. If a team applies backcourt pressure, they will first receive a warning; a second offense will result in a point awarded and possession of the ball. Starting week 4 Back Court pressure is allowed in the last two minutes second and fourth quarters and last minute of overtime. For all weeks - Man to man defense only. Avoid any zone 2-3 type defense. - The defense will first receive a warning. A second offense will result in a point awarded and possession of the ball. Inside the lane, a sag to the ball is allowed and is not considered a zone. During the entire season: - If a team establishes a fifteen point or greater lead, they will be required to drop their defense back to within the 3 point arc. In the event that the floor is not marked, an approximation will be made. If the leading team does not stay within the arc, they will be given (2) team warnings with a point and possession awarded to the trailing team thereafter. FOULS: - Any player with (5) five fouls will be removed from the game. - Players fouled while shooting will be awarded: - 1 point and possession of the ball if the shot is missed. - 3 points and possession will change if shot is made. - During the last minute of each half, IHSA rules will apply - One free throw will be shot after a made basket. - No foul shots for offensive player control fouls, this results in a turn over. Additional Rules: -Fights or directed swearing at Referee’s, coaches, players or fans by any coach, player or fan will result in immediate ejection from game and suspension for the following game. -Jewelry- Absolutely NO jewelry will be allowed including watches, rings, ear rings, bracelets, necklaces, etc.
