3rd – 4th Grade Boys’ Basketball – 2017 Rules (Includes teams from: Sugar Grove Park District, Kaneland Youth Basketball League, Maple Park Basketball) The purpose of this league is to provide a recreational opportunity geared toward skill development, equal participation and fun in an atmosphere where good sportsmanship, ethics and competitiveness are stressed. GENERAL: - Games will consist of four (4) ten minute quarters with a running clock. - During the last minute of each half, the clock will be stopped for fouls and dead balls. - Teams must have 5 players, in uniform, to start the game at the scheduled time. If a team does not have 5 players at the scheduled time, they will forfeit the game but the teams may play a scrimmage game. - Coaches must implement equal playing time throughout each and every game. - A spread offense with only one player involved in the play will NOT be allowed. - Picks are allowed. - 28.5” basketballs will be used - Hoops will be at 9 feet - Half time will be 2 minutes. Possession: The game will be started by a jump ball. Alternating possession will occur thereafter. Three Point Shot: There will NOT be a three point shot for this level. Lane Restriction: A five (5) second lane violation will be in effect. Overtime: - There will NOT be an overtime. Games will remain a tie. Time Outs: - The clock will be stopped for time outs. - (4) Four time outs per game per team for (1) one minute in length. SUBSTITUTIONS: - Will substitute at or NEAR the 5-minute mark of each quarter (the clock will not stop) and between quarters. Substitutions at the 5-minute mark must be immediate unless a time out is used or ref will continue game. - Team’s may also substitute at a coaches timeout and matching up will take place. DEFENSE: - Must play man to man defense. - Defensive position on a player may not be established until the offensive player has both feet and the ball in the front court. - NO BACK COURT PRESSURE. If a team applies backcourt pressure, they will first receive a warning; a second offense will result in a point awarded and possession of the ball. - If a team establishes a fifteen point or greater lead, they will be required to drop their defense back to within the 3 point arc. In the event that the floor is not marked, an approximation will be made. If the leading team does not stay within the arc, they will be given two team warnings with a point and possession awarded to the trailing team thereafter. - Intentionally double-teaming or “trapping” the ball will not be allowed outside of the lane. The defense will first receive a warning; a second offense will result in a point awarded and possession of the ball. Inside the lane, a sag to the ball is allowed. th - Man to man full court press is allowed starting with Week #4 and only in last (1) one minute of (4 ) fourth quarter. FOULS: - Any player with (5) five fouls will be removed from the game. - Players fouled while shooting will be awarded: - 1 point and possession of the ball if the shot is missed. - 3 points and possession will change if shot is made. - During the last minute of each half, IHSA Rules will apply - Players will shoot at a marked 12’ line (three feet in front of the normal free throw line). Additional Rules: -Fights or directed swearing at Referee’s, coaches, players or fans by any coach, player or fan will result in immediate ejection from game and suspension for the following game. -Jewelry- Absolutely NO jewelry will be allowed including watches, rings, ear rings, bracelets, necklaces, etc.
