The purpose of the Northern Caucus  is to promote boating safety by  providing a medium for the exchange of  views and experiences; by fostering  interstate, federal‐state and  international cooperation and  coordination in solving boating problems;  by promoting greater uniformity in laws  and regulations; by increasing  efficiency in administration and  enforcement of boating laws; and to  the extent feasible and desirable, by  promoting consensus of views on any  subject within the purview of the  caucus, including the effective  presentation and dissemination of  such views.

GENERAL SCHOLARSHIP REQUIREMENTS  The applicant must:   Be a full‐time student from one of the Northern  states*, attending a two or four‐year college or university.  Be a strong academic performer and have at least a 3.0 grade point average on a 4.0 scale.   Have a degree emphasis in a recreational boating safety related field (e.g. law enforcement or criminal justice, natural resources/environmental science, education, public relations/marketing or journalism).

THE SCHOLARSHIP AWARD  Access to Small Craft Advisory, the flagship publication of the National Association of State Boating Law Administrators. This informative magazine will keep you updated on the news and trends affecting recreational boating safety. A cash award of $1,000.

APPLICANTS MUST SUBMIT:  Two recommendation letters (one from a field related faculty member and one from a professional in recreational boating safety); Resume noting all boating/natural resource/law enforcement related activities;   College transcript, and An essay — typewritten, double‐spaced, not exceeding two pages — that addresses one of the following topics: 1. Boating Under the Influence 2. Marketing Boating Safety 3. Effects of Technology Advancements on Boating  4. Boater Education 5. Career Opportunities in Boating Law Enforcement
