OPERATIONAL POLICIES AND PROCEDURES The Stillwater Area Fastpitch Association (SAFA) (commonly referred to as Stillwater Fast Pitch) was established in 1984 to promote the development of a quality, competitive level of girls fast pitch softball in the St. Croix Valley Area. This program is committed to the development of potential Stillwater Area High School softball players. The purpose of this policy is to establish enforceable policy and procedure for the selection of SAFA fastpitch softball teams. Section B - Authority: The authority to establish this policy is provided by Section C – Governance and Operation of the SAFA Bylaws. Section C – Levels of play defined: 1) SAFA offers two levels of play: a) Competitive Spring/Summer Fastpitch Softball League b) Developmental Fall Fastpitch Softball League 2) Reference the SAFA Bylaws Section E – Levels of Play for details. Section D - Registration Meeting and Parent Handouts Parents are invited to the organization informational meeting held around the end of January or first week of February. Age Level coordinators provide information to parents about programs and expectations. 10U Parent Letter 12U Parent Letter 14U Parent Letter Programs at each level defined Opportunities for Development intended to include girls who live in ISD 834 but who are attending a private school or public school but are not planning to attend or play varsity level softball at SAHS Additionally, all players must participate in tryout procedures as determined by the appropriate Age Coordinator and approved by the SAFA Executive Board. Exceptions: Players who cannot participate in designated tryout procedures due to injury or family obligation may request placement based on tryout scores from the immediately previous year, provided scores for the previous year are available. Scores may not be advanced beyond a one-year period. Players who cannot participate in designated tryout procedures for any reason, and who do not have scores from the immediately previous year, are not eligible for play on SAFA Teams. Extenuating and unusual circumstances will be reviewed on a case-by-case basis. Players must be properly registered, fees paid or arrangements made, and in good standing with SAFA to be eligible for tryouts and placement on an SAFA roster. Section E – Tryout Requirements: To be eligible for selection, all players registering for SAFA live or attend schools within Independent School District 834 boundaries. In keeping with the stated purpose of this organization which is the development of potential Stillwater Area High School (SAHS) softball players, the following policy is Section F – Tryout Procedure Guidelines: 1. Individual tryouts shall be conducted to evaluate players overall ability. The tryout process will consist of hitting, bunting, infield, and outfield stations on a rotating basis during the evaluation process. Evaluators will also rotate through each station in order to evaluate all players at all stations using a point rating system. 2. Pitching tryouts will be held separately on a date designated by each level coordinator. See attached documents that outline the pitching evaluation process. Evaluation Hitting & Bunting Each girl will have five opportunities to bunt and eight opportunities to swing away. The girls will be told that they are to bunt and swing away at strikes only. A swing or bunt attempt at a ball outside of the strike zone is counted. Failure to swing at or to attempt a bunt at a ball in the strike zone is considered a missed opportunity. Infield, Catching & Throwing Each girl will be judged on her ability to field ground balls at both shortstop and 3rd base. They will be given 4-5 opportunities at each position, with some being hit to the left and right sides of them. We want the girls to be pushed a little here so that you can see their range. If in your judgment a ball was un catch able, ask the crew hitting the grounders to deliver another. We ask you to judge the girls both on their catch and their throws to first base a part of the infield score. You will also be asked to score the player on first base on her ability to catch the ball. We will instruct the girls that they are not playing 1st base and are not to worry about keeping one foot on the base. Fly-balls At the fly ball station the girls will be asked to start at one of the four cones. The object is to judge their ability to move to a fly ball in front of them, behind them, to the left and to the right of them. They will do this by rotating through the order once. On these we will ask you to judge the girls ability to break to and track the ball. The throw to the cut off person is to be considered a part of the evaluation. General We ask you to score the girls in each category by placing a circle around the numbers 1-5, with 3 being average, 2 being below average, 1 being poor, 4 being above average, and 5 being excellent. We try to group the girls so that there is a wide spectrum of talent in each group. We encourage you to use all of the numbers to help us in the evaluation process. If you feel at any time that you need to see a player get a couple of reps in order to judge her fairly, please ask the people running the station to give her more. There will be 3 rotations. We will try to maintain consistency throughout a complete rotation. If you feel that something needs to be adjusted, please inform one of the people running the stations and we can make some minor adjustments for the next rotation. Tryout Stations Rotation will be REST, Fly Balls, Infield, & Hitting Hitting Station – Pitch speeds: 51, 54, 57 Call a ball if the hitter lies off the pitch, Say nothing if it is a strike. Reset the pitch height if machine is not pitching to the players strike zone 5 bunts & 8 hits (bunts first) In Field Station – Rotate players so the same person is not catching for the same thrower. Split Girls by odd & even send ½ to 1st to catch and ½ to third to field. Fly Balls – One person needs to make sure the players rotate thru the cones correctly Left, Right, Back 2 from the front We need to make sure the distance from the center of the place the ball lands is equal. Each rotation distance of cones increases to challenge the players

12U Pitching Initial Tryout Format 1) 50 total pitches will be thrown within a 15-minute period. You may use as much of your 15-minute time allotment as needed. 2) Pitchers will be directed to throw 20 pitches in a sequence of 5 inside, 5 outside, 5 high, and 5 low. 3) Then they will be directed to throw 20 pitches in the sequence of change up, fastball, change up, fastball, and change up. Two series each of 5 inside and then 5 outside for a total of 20 pitches. You should practice this sequence of pitches before the tryouts. 4) You should practice the two sequences of pitches described above before the tryouts. The two sequences above are mandatory. 5) Finally, they will have the option to throw 10 more pitches of their choice, for example: fast ball, change-up, rise, drop, curve, other, after announcing each pitch. 6) You will throw to a catcher who may or may not be wearing catcher’s equipment. 7) There will be a batter in the batter’s box, and you will throw to a catcher who may or may not be wearing catcher’s equipment. The batter will not swing the bat. There will be multiple evaluators. None of them may have daughters at the 12U level. Evaluation scores are not revealed to anyone outside the team selection committee.

Age-level coordinators are responsible for following tryout procedures and guidelines established by the Association and approved by the Executive Board. Deviations from procedures and guidelines must be signed off prior to tryout start; however, weather conditions or other unforeseen situations may permit common-sense dynamic adjustments. Competitive coaching candidates selected prior to the try-out process will be invited to observe all or part of the try-out process for the age group they have been selected to coach. The coaching candidate shall not contribute nor attempt to influence scoring decisions of the independent evaluators. Tryout scores are the property of SCVGFPA and shall be kept private and in confidence. Anyone who is given access to tryout scores is responsible to maintain this confidence. Violation of this confidence may result in disciplinary action up to expulsion from the SCVGFA program.

As you review this survey I would like you to consider what is best for your player and what is best for the association. Please understand that all of us realize what a time commitment it is for pitchers and their parents. We would like to see all players who are interested in pitching to be able to do so. However, we recognize that some players would rather play a position on a higher level team than pitch on a lower level team. And, some players would rather pitch on a lower level team than play a position on a higher level team. This form allows you to make that choice and it allows the organization to prepare for the number of teams we will have going forward. Additional information for pitchers
The number of pitchers on a given team will be determined by the coaches and level coordinators. Traditionally, two pitchers are selected per team. However, three pitchers are permitted and have been allocated in the past. As the season progresses, pitching time (innings) are based on performance and determined by the coach of the team. Equal time is not part of the criteria. This process means that a third or fourth team at a given level of play may not have adequate pitching to form a team. In this case, the association will make an effort to place these players in the VAA program or with fast pitch teams from different communities.
If a pitcher has a preference to pitch, their pitching assessment will be the primary tool for placing them on a team. Other players are placed using their skills assessment at tryouts. It is important for you to discuss this with your daughter and reach a mutual agreement as to what is most important to her as a softball player -- pitching or other position play. Please complete this survey with your daughter and return it to me. A player will not be allowed to schedule a try out unless I have this form filled out and signed by the Player and Parent or Legal Guardian. Section G – Selection of Teams: 1. Individual Player selection will involve a four-step process as defined below. 1) The first step will be an evaluation of the player’s basic skills by knowledgeable evaluators in a tryout format. Evaluators shall not evaluate an age group in which they have a child participating. A specific rating system based on evaluation points will be implemented, and players will receive preliminary team assignments based on total points scored during these evaluations, as tabulated by a committee selected prior to tryouts which includes a neutral Executive Board member. All score sheets will be held and tallied after the completion of tryouts. The committee should be no less than 4 people with 1 reader and one other person to audit the data entry. 2) The second step will be a further evaluation of the players by the coaches in their own age group done through combined team practice sessions and/or scrimmages. 3) The third step will involve evaluation of previous year's coaches and if necessary consultation to provide further input. 4) The fourth step will involve the coaches at each level finalizing their team. If a disagreement occurs in the placement of a player, the decision will be made by an arbitration panel consisting of one coach from each of the other age groups. Included in this group would be a consultant coach from the individual's previous year's team. All players will be notified of their team placement at the same time by an online website notice – based on pinnie numbers given at tryouts, followed by an email blast announcing teams. Any player cut will be personally notified by the age level coordinator prior to the posting of teams. 2. If a disagreement occurs in the placement of a pitcher, the decision will be made by an arbitration panel consisting of one coach from each of the other age groups. Included in this group would be a consultant coach from the individual's previous year's team. 5) Parents may request their players final tryout score with the score of the player above and below the player in questions visible. No other player names are to be revealed and parents are not given player rankings for any or all data. Section H - Multi Player Discounts This policy was introduced in 2010 and adopted and voted in for the 2011 summer season. The multi player discount gives a family discount for families with more than one child in the SCVGFA program. The discount is as follows 1 player – no discount 2 players – 12% 3 players 24% In order for the discount to be applied all players must be registered online at the same time for the system to recognize the family. MPD was only to be offered for the summer traveling season. MPD was meant to be an agenda item that would need a year to year vote. Section I - Youth Scholarships SCVGFA has elected to defer all requests for financial assistance through the Youth Advantage program. Youth Advantages processes and criteria are acceptable to the SCVGFA program. Section J - Volunteer Buyout Adopted 2011, all registered families will be asked to pay a fee for opting out of volunteering. The volunteer opportunities offered vary per season and all families opting out of paying are required to volunteer within the season their player participates. The fee for this buyout is to be determined each year. Any family that opts out of the buyout but does not fulfill any volunteer hours can pay the fee at the season end. Families who opt out and do not pay will not be allowed to register for the next summer program until resolved with the association’s president. Multiple Payment options – this was implemented in 2010 allowing families to pay over three payments with all payments complete before the indoor practices start. Stillwater Fastpitch 10U Parent Meeting Welcome! The St. Croix Valley Girls Fast Pitch Association, commonly referred to as Stillwater Fastpitch, began in 1984. We are in our 28th year of operation and 17th year of 10 and under fast pitch. Again in 2012, our 10U teams will play in the Tri-County League. A typical roster will have from 12 to14 girls. All players will be evaluated during the spring indoor instructional / practice sessions to determine their skill level as well as their ability to focus and pay attention. The evaluation criteria will include throwing, catching and hitting skills. The 10U league uses an 11" hard softball so safety is a priority when evaluating and positioning players. The possibility exists that a player may be asked to return to the VAA softball program for another season. Please do not get discouraged if this happens and encourage your daughter to work hard to improve her skills. We will recommend the winter developmental clinics and another try next year. Truthfully, some of the 12U and 14U girls have gone this route and made a team the following year. Philosophy: Our Association works to promote a fun, fair and safe environment that maximizes participation and improves players’ skills while developing sportsmanship, teamwork and selfconfidence. This is a competitive program and our goal is to have one of the highest quality programs in the state. Ultimately we are committed to the development of high school varsity softball players. Participation in this program requires a big commitment from players and parents. We do recognize that most 10U players are new to fast pitch, therefore, our teaching and coaching techniques emphasize fundamentals, encouragement and positive reinforcement. The girls are expected to attend all practices and games, pay attention and work hard. Their skill level and knowledge of softball will increase dramatically through dedication and hard work. Pitchers: In preparation for the summer program, pitchers are encouraged to attend winter clinics. In addition to the clinics, the girls are asked to practice regularly. Pitching is a position that requires additional time and commitment to be consistent and successful. All pitchers who make a team will pitch during the summer but not on an equal time basis. Practices & Games: Pre-season practices will be scheduled 2-3 times per week indoors and outside when weather permits. This will continue until league play begins. Once the games begin, practices will be scheduled 1-2 times per week. The pre-season will concentrate on throwing, catching, hitting, bunting, and sliding techniques. The girls are expected to arrive on time and be prepared to begin practice at the scheduled time. They must be dressed appropriately for practice, for the weather and have all necessary equipment with them. Our league games will be double headers played on Tuesdays and/or Thursdays. OPERATIONAL POLICIES AND PROCEDURES Attendance: Part of our responsibility is to judge how committed your child is to this program. Attendance at practice is critical. It is the repetitions in practice that truly help our players develop and improve their skills. Once the season starts, previous games are reviewed, corrections are made and strategies are discussed at each practice. Please be sure to let the coach know if your child will be absent from a practice and/or games. Practice at Home: It is recommended that all girls spend 15 minutes a day playing catch. At this age level, the fundamentals of throwing and catching are very important. This is also a great opportunity for the girls to spend time with siblings and/or parents. Make it fun! Transportation: If at any time during the season you need help in this area, please feel free to call one of the coaches or another parent. The team can meet at a central location to travel caravan style for away games and tournaments if needed. The following is a list of basic equipment your child will need for this program: Flexible softball glove Molded cleats (no steel) Batting helmet with face mask (red or black) Batting gloves (optional – red, white or black) Sliding pad (black) Sliding pants (optional) Equipment bag (red or black) Water bottle Umbrella as needed for rainy or hot sunny days. Nice to have around at tournaments! Tournament play can begin early on Saturday mornings. All players should bring the following extra equipment to tournaments:
Additional clothing depending on the weather – turtleneck or long sleeve shirt, windbreaker, rain coat, sweatshirt, warm jacket etc. Extra socks Cooler with food and drinks – healthy snacks, plenty of water and a bag of ice is handy for the occasional bump or bruise. (Past experience tells us that eating out is not always possible due to time restrictions and concession stand choices can be limited as well as expensive.)

St. Croix Valley Girls Fast Pitch 12U Parent Meeting Welcome! The St. Croix Valley Girls Fast Pitch Association began in 1984, the 12 & under age group was added in 1993 and 10 & under in 1995. Again this year, our teams will be playing in the Tri-County League. The association is will field as many teams in each age group as we have participants and qualified coaches. The typical roster will have 12-14 players per team. Please do not get discouraged if your daughter does not make the "A" team or is asked to return to the VAA program, but encourage her to work hard to improve her skills. Truthfully, we have players at the 14U and 16U level that were cut and worked hard to improve their skills during the off-season to make a team the following year. The association sponsors hitting and pitching clinics for players who want to continue working on their skills during the winter months. Included in the registration fee, all new 12U players will receive from the association a jersey, one pair of black pants, and uniform socks. The player must purchase a red batting helmet with facemask to keep for this and future seasons and may purchase supplemental uniform pieces as they see fit. Returning 12U players will be able to use their uniform pieces from last year or purchase supplemental pieces as needed. Philosophy: Participation in the fast pitch program requires a major commitment from players and parents. This is a competitive program committed to the development of varsity softball players. We recognize that most 12U players are inexperienced in fast pitch. We also understand the fears and anxieties that accompany their inexperience. We try to be sensitive to the fact that we are working with fragile emotions and self-esteem. Knowing all this, our teaching and coaching techniques emphasize encouragement and positive reinforcement. We want the girls to feel good about themselves and their experience. Yet we have high expectations. Our goal is to have the highest quality softball program in the state. The girls are expected to pay attention, work hard, and attend all practices and games. Their skill level and knowledge of softball will increase dramatically through hard work, dedication, and perseverance. We think these values are what competitive sports are all about. Team Selection: The Association has in place a four-step process: 1. The first step will be an evaluation of players in each age group done in an indoor try-out format utilizing coaches from all of the other age groups as evaluators. This year’s tryouts are scheduled for April 7th 8:45 to 2pm and a potential for your daughter to be asked back for further evaluation at a date tbd. A specific rating system based on evaluation points has been implemented, and players will receive preliminary team assignments based on total points scored during these evaluations. 2. The second step will be a further evaluation of the players by the coaches in their own age group done through several combined outdoor team practice sessions and/or scrimmages. 3. The third step will involve consultation with the previous year's coaches to provide further input. 4. Included in this group would be a consultant coach from the individual's previous year's team. The association agrees that this process should be flexible to allow for particular circumstances (particularly with pitchers and catchers). Girls not chosen for a team will be given a full refund and encouraged to try again next year. Practices: After team selection, pre-season practices will be scheduled 2-4 times per week when weather permits. This will continue until league play begins. Once the games begin, practices will be scheduled 1-2 times per week in addition to the twice weeknight games. Practices may also be scheduled for Friday nights before tournaments. The girls will be taught sliding techniques. They should bring sweatpants and sweatshirts (not nylon) to every practice, including try-outs. It is also advisable to wear shorts or sliding pants underneath sweatpants. Attendance: Part of our responsibility to the development of varsity softball players is to judge how "committed" your child is to this program. Practice attendance is critical. Good attendance saves time and allows players to grow without having to continually review specific items for players who miss practices. It's also important to show up early so players have time to warm up. Injuries occur when players don't warm up adequately. Once the season starts, previous games are reviewed, corrections are made, and strategies are discussed at each practice. Please be sure to call your coach and explain why your child will be absent from a practice and/or game. Conflicts: AAU basketball and soccer have busy spring/summer practice and game schedules. Virtually all sports conduct summer clinics and camps. It is strongly advised that you provide your softball practice and game schedule to coaches of your other activities. Also, if you plan to miss softball to attend another activity, please alert your softball coach as soon as you know of the conflict. Our position: This program is designed to develop Stillwater varsity softball players. OPERATIONAL POLICIES AND PROCEDURES Home Practice: All the girls need to improve their catching and throwing skills. It is recommended they spend at least 15 minutes playing catch every day--no grounders, no fly balls, just catch and throw with someone they can throw hard to, or practice their form without a ball. Transportation: If at any time during the season you need help in this area, please feel free to call one of the coaches or another parent. "No ride" is not an acceptable excuse for missing practices or games. In the past, teams have met at a central location to travel caravan style for away games and tournaments. League vs. Tournament Lineups: Coaches have been allowed to bat their entire lineup with free substitution (substitute players at any time) during most of the league games in the past. Coaches from both teams must agree to free substitution, and some teams will not agree to this approach. Equal playing time is not guaranteed in league or tournament play. However, league play is considered as developmental (moving players in different positions). Equal playing time should definitely not be expected in tournament play. Playing time and positions are based on several factors (not necessarily in order of importance): ability to handle specific positions; understanding of the game; performance; player development and commitment to the team. Grievance Policy: If you have concerns about the way team is being managed, you need to contact the team coach directly. If you still have concerns, you can contact the appropriate age level coordinator. If both these attempts fail, you can appeal to the Grievance Committee. An ad hoc grievance committee (GC) is formed upon receipt of a written and signed grievance by the board of directors. The committee shall be comprised of three board members who are not directly involved in the grievance. The president of the Association is charged with selecting the committee. If the grievance is filed against the Association’s president then the treasurer shall be charged with the selecting the committee. The following is a list of basic equipment your child will need for this program:
Flexible glove large enough to handle a 12" softball (11.5” or 12” gloves recommended) Molded cleats Batting glove (optional) Bag for glove, cleats, etc. (A small duffle bag or softball/baseball bag) Water bottle Old towel to be kept in bag (used for hands, etc. during rain games) Rain or golf umbrella (optional) for rainy or hot sunny days. Nice to have around at tournaments!

OPERATIONAL POLICIES AND PROCEDURES St. Croix Valley Girls Fast Pitch 14U Parent Meeting Welcome! The St. Croix Valley Girls Fast Pitch Association began in 1984, the 12 & under age group was added in 1993 and 10 & under in 1995. Again this year, our teams will be playing in the Tri-County League. The association is will field as many teams in each age group as we have participants. The typical roster will have 12-14 players per team. Please do not get discouraged if your daughter does not make the "A" team or is asked to return to the VAA program, but encourage her to work hard to improve her skills. Truthfully, we have players at the 14U and 16U level that were cut and worked hard to improve their skills during the off-season to make a team the following year. The association sponsors hitting and pitching clinics for players who want to continue working on their skills during the winter months. Our association has a standard uniform that all age groups are required to wear for league and tournament play. Players must purchase a team uniform which includes a jersey, black pants, red belt, a red batting helmet with facemask to keep for this and future seasons. Returning 14U players will be able to use their uniform pieces from last year or purchase supplemental pieces as needed. Philosophy: Participation in the fast pitch program requires a major commitment from players and parents. This is a competitive program committed to the development of varsity softball players. We recognize that some 14U players are new to fastpitch. Players at all skill levels will be working together to prepare for tryouts. With the varied skill levels we focus our teaching and coaching techniques to emphasize encouragement and positive reinforcement. We want the girls to feel good about themselves and their experience. Yet we have high expectations. Our goal is to have the highest quality softball program in the state. The girls are expected to pay attention, work hard, and attend all practices and games. Their skill level and knowledge of softball will increase dramatically through hard work, dedication, and perseverance. We think these values are what competitive sports are all about. Team Selection: The Association has in place a four-step process: 1. The first step will be an evaluation of players in each age group done in an indoor try-out format utilizing coaches from all of the other age groups as evaluators. A specific rating system based on evaluation points will be implemented, and players will receive preliminary team assignments based on total points scored during these evaluations. 2. The second step will be a further evaluation of the players by the coaches in their own age group done through several combined outdoor team practice sessions and/or scrimmages. 3. The third step will involve consultation with the previous year's coaches to provide further input. 4. The fourth step will involve the coaches at each level finalizing their teams in the early part of April, depending how soon their seasons begin. If a disagreement occurs in the placement of a player, the decision will be made by an arbitration panel consisting of one coach from each of the other age groups. Included in this group would be a consultant coach from the individual's previous year's team.

OPERATIONAL POLICIES AND PROCEDURES The association agreed that this process should be flexible to allow for particular circumstances (particularly with pitchers and catchers). Girls not chosen for a team will be given a full refund and encouraged to try again next year. Practices: After team selection, pre-season practices will be scheduled 2-4 times per week when weather permits. This will continue until league play begins. Once the games begin, practices will be scheduled 1-2 times per week in addition to the twice weeknight games. Practices may also be scheduled for Friday nights before tournaments. The girls will be taught sliding techniques. They should bring sweatpants and sweatshirts (not nylon) to every practice, including try-outs. It is also advisable to wear shorts or sliding pants underneath sweatpants. Attendance: Part of our responsibility to the development of varsity softball players is to judge how "committed" your child is to this program. Practice attendance is critical. Good attendance saves time and allows players to grow without having to continually review specific items for players who miss practices. It's also important to show up early so players have time to warm up. Injuries occur when players don't warm up adequately. Once the season starts, previous games are reviewed, corrections are made, and strategies are discussed at each practice. Please be sure to call your coach and explain why your child will be absent from a practice and/or game. Conflicts: AAU basketball and soccer have busy spring/summer practice and game schedules. Virtually all sports conduct summer clinics and camps. It is strongly advised that you provide your softball practice and game schedule to coaches of your other activities. Also, if you plan to miss softball to attend another activity, please alert your softball coach as soon as you know of the conflict. Typically have three to four teams at this level. Rosters can vary from 11 to 15 per team based on numbers. There will be one, ‘A’ level team, composed of the best players. The top team roster will be determined by the level coordinator and coaches. The top team is typically composed of players that have been at this level for two or three years. The balance of the teams will be placed at levels deemed appropriate by the coaches and level coordinators. 10U FALL:
Fall 10U fall ball is approximately 5-6 weeks long. Extensive recruiting is made at this point with new players being encouraged to try fast pitch softball. Teams are formed more on an equal -team concept for this short season. An attempt is made to have pitchers and catchers on each team. 10U PITCHING INSTRUCTION:
Offered in late October through the winter months at Coach Beedle’s home. Information will be posted on the association web site. 12U SPRING INDOOR PRACTICE: Clinics and indoor practice begin in March. 12U SUMMER: Tri-County League, 3-4 Invitational Tourneys, Tri-Co Tourney, State Tourney and possible Nat’l Tourney. Typically, we have 2 or 3 teams. This is an “equal team” season. Level coordinators and coaches determine the team rosters.
