In attendance: Ed Manansala, Robbie Montalbano, Kevin Monsma, David Toston, Eric Bonniksen, Grant Coffin, Annette Lane, Marcy Guthrie, Margaret Enns, Natalie Miller, David Roth, David Swart, Matt Smith, Stephen Wehr, Pat Atkins, Elizabeth Haines, Interim Superintendent and guests: Robert Steponovich, SELPA Business Services Director; Tamara Clay, Director EDCOE SELPA; and Kathleen Hall, Recording Secretary. Meeting called to order at 11:44 am by David M. Toston, Associate Superintendent, El Dorado County SELPA/ Charter SELPA. Item 1. Superintendent Annette Lane moved to approve agenda as presented; second by Superintendent Bonniksen; motion carries. 2. A Public Hearing was opened at 11:45 am and with no comment, closed at 11:46 am. 3. Superintendent Roth moved to approve the minutes of the June 2, 2016 SELPA Superintendents’ Council meeting; second by Superintendent Swart; motion carries. (There will be a spelling correction of Superintendent Marcy Guthrie’s first name.) Discussion Items 4. 2016-17 Areas of Focus Associate Superintendent Toston shared that the following areas of focus will be covered during 2016/17: a. Overall Allocation Plan Revision – a number of conversations have already happened and it is anticipated it will be finished in mid-Spring. b. Professional Learning – for direct service providers and Superintendent and Director level. We are also looking for opportunities to partner with CI&A as well. Online professional learning opportunities were widely viewed and accessed. c. Streamlining Process – We will look at Allocation Plan revision to streamline areas to increase efficiency - Pool processes - NPS and Special Needs. d. State and Federal Advocacy; re: funding. We will pursue advocacy at state and federal levels. One area of focus will be looking at consistent levels of base funding for all SELPAs. The Superintendents requested further information on regional program needs and opportunities – looking to leverage resources. Page one of two
5. SELPA Level Data Report* Associate Superintendent Toston reviewed the document and highlighted trends and areas of focus. SELPA is in the process of developing specific district level reports, which should be ready by November. SELPA is able to provide additional, detailed information if requested and the program technicians are available to assist districts with these requests. A discussion was held on identified trends, including an increase in NPS placements over time. 6. Allocation Plan a. 2015-16 Recap Document* Associate Superintendent Toston reviewed the recap document, which included five major areas and the decisions made in 2015/16. b. Revision Timeline and Plan* The Allocation Plan timeline was reviewed. Additional meetings will allow more time to gather information and consider any recommended changes regarding Risk Pools (NPS and Special Needs)* Associate Superintendent Toston reviewed the “Risk Pools Discussion” document that was shared at Executive Committee. A discussion was held and the general consensus was in support of the basic idea. Further in depth discussions will occur and specific concepts, including NPS placements, legal costs and high cost situations, will be explored. 7.
