We are currently seeking a Senior Contract Administrator. In this developmental role, you will be responsible for coordinating and administering the day-to-day activities associated primarily with bidding/contract award and subsequent contract administration activities. These contracts are complex, high value and involve revenue vehicles, construction, design/build requirements, engineering/architectural consultants, technical services, engineered equipment and retail leasing.
KEY ACCOUNTABILITIES
Co-ordinating and administering the procurement process for various types of requirements for pre-qualifications, requests for expressions of interest, request for bids/proposals and negotiated agreements; Preparing and processing single/sole source (non-competitive) justifications; Liaising and providing guidance to end user customers, staff from own and other TTC departments to co-ordinate procurement efforts and maintain schedule requirements; Co-ordinating the bidding process to solicit competitive bids/proposals including preparation of public advertisements, determining the necessity for and co-ordinating and preparing the issuance of addenda; Co-ordinating and chairing kick-off meetings, debriefing meetings and pre-bid meetings or site tours for bidders/proponents and prepares and issues minutes of meetings; Interpreting contracts and ensuring compliance with contract terms and the requirements of the scope of the work Preparing and processing payment certificates, Change Requests for contract changes and amendments; work plan releases Negotiating or chairing negotiations to establish acceptable settlement of price and terms for contract changes and claims with contractors and co-ordinates support from other key stakeholders; Processing contract close-outs and preparing reports on contractor's/consultant’s performance; and maintaining contract files Administering and carrying-out work according to TTC's procurement policy and departmental procedures and guidelines as well as performing various administrative activities related to the Project Procurement Section's operation Participation in the TTC customer service Ambassador Program Responsible for treating passengers and employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.
SKILLS, KNOWLEDGE & EXPERIENCE
Thorough knowledge of procurement and contracting principles and practical experience of procurement processes, methods, practices and contract administration as well as accounting and scheduling principles; Sound judgement; detail oriented; effective problem solving, organizational, interpersonal, oral and written communication skills; Ability to co-ordinate the efforts of others to accomplish objectives; Well-developed analytical skills; Good negotiation skills and the ability to develop strategies, plan schedules and chair complex negotiations regarding commercial, legal and technical issues; Proficient in the use of a personal computer and related software applications relevant to the work; Good understanding of technical matters related to engineered products/equipment, construction services and engineering/construction issues including sources for material supplies and services; Ability to multi-task and prioritize tasks in an effective manner; Ability to read and comprehend technical specifications and drawings and possess a good understanding of technical issues related to revenue and non-revenue vehicles/equipment manufacturing, engineering design and construction Good understanding of legal and commercial issues and practices related to procurement and contract law; Successful completion of the TTC’s Subway Rulebook Training, including annual updates Completion of a University degree or College program (i.e. Finance or Business) or equivalent, professional development courses related to procurement and contract administration combined with directly related work experience in the procurement and administration of complex requirements including specialized engineering equipment, construction contracts for large, complex commercial and industrial projects, engineering/architectural design contracts and Requests for Bids/Proposals
Accreditation as a Certified Professional Purchaser (C.P.P.), Certified Supply Chain Management Professional (C.S.C.M.P.) or as a Certified Public Purchasing Officer (C.P.P.O.) is considered an asset; Professional development courses relating to procurement and contract administration including Public Sector Procurement Program considered an asset; Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
