he City of Signal Hill is located just 30 miles south of downtown Los Angeles and within four miles of the Pacific Ocean. ignal Hill is a Charter City operating under a Council-Manager form of government. The City Council consists of five Council Members elected atlarge to alternating, four-year terms. Each year the Council chooses the City’s Mayor and Vice-Mayor from among the Council Members. The City Clerk and City Treasurer are also elected, while the Council appoints the City Manager, City Attorney, Deputy City Manager, and department heads. The City Manager serves as the chief administrative officer of the City and is responsible for the City’s day-to-day operations, including administering the City budget. Signal Hill offers the traditional range of services and is organized across the Departments of Administration, Community Development, Community Services/Parks and Recreation, Economic Development, Finance, Police, and Public Works. Fire services are provided by the Los Angeles County Fire Department. Signal Hill has a history of prudent fiscal practices that have enabled the City to achieve and maintain a stable, positive long-term financial forecast and healthy financial reserves. It is supported by a General Fund budget of
just over $21 million for Fiscal Year 2015-16 and has an additional Capital Improvement Program Budget of $11 million, including the construction of a new Public Library building. he Deputy City Manager is responsible for all of the City’s human resource functions, manages the day-to-day operations of the Administration Department, and will have opportunities to manage special projects and participate in regional initiatives. The ideal candidate will be a versatile generalist with a desire to become a City Manager. The Deputy City
candidate selected must have high expectations and be an exceptionally dedicated public servant. He/she will be comfortable in a collegial environment where professional relationships are valued and nurtured.
Manager serves as a valuable in-house expert on all facets of human resources for supervisors and managers and a trusted resource for employees. Previous/current experience in human resources and participation in labor negotiations in a civil service environment is desirable. Municipal budgeting knowledge and experience will be critical to the success of the candidate selected as the Deputy City Manager works hands-in-hand with the City Manager on the City’s two-year budget. Periodically, this position is charged with taking the lead on special projects and is expected to assist other departments with large-scale projects that serve to advance the City’s goals. To that end, a proven history of successful project management is also desirable. The Deputy City Manager will be adept at analyzing and interpreting various forms of legislation that supports well-informed decision making among policymakers. In addition, previous involvement in or exposure to economic development and vitality efforts will be considered favorably. Sophisticated political acumen and a history of working effectively with elected and appointed officials will be expected as this local government professional will work closely with a very engaged and knowledgeable City Council. he salary range for the Deputy City Manager position is $141,180 to $185,240. Placement within the range will be DOQE. Salary is supplemented by a generous benefits package that includes, but is not limited to: Retirement – 2% @ 60 CalPERS retirement for classic employees; 2% @ 62 for non-classic employees. Required contribution of 7% of annual salary. Funding options including pre-tax payroll deduction or reduction of vacation accrual are available. The City participates in Social Security. Medical – City provides CalPERS health base contribution of $800 per month. An additional $300 per month is available for employees who require additional funds for health, dental, and/or vision premiums. One-half of excess funds of the $800 base will be placed in employee’s deferred compensation account.
Vacation Buy Back – Employees with two or more years of service are eligible to buy back accrued vacation once every 12 months. Buy back schedule is scaled based on number of years served.
