excerpt from ECOSWire - Friday, May 3, 2013 U.S. EPA Seeks Early State Input as it Develops FY14-18 Strategic Plan U.S. EPA is interested in engaging with states in the development of its FY14-18 Strategic Plan expected to be published in February 2014 concurrent with the President ??s Budget release. With this update to its existing FY11-15 Strategic Plan (http://www2.epa.gov/planandbudget/strategicplan), EPA plans to ??fine-tune ? its efforts to advance agency mission results. EPA will retain the five strategic goal framework and five cross-cutting fundamental strategies and will target revisions in the following four areas:

(1) Sustainability: Incorporating the principles of sustainability into EPA policies and programs, including both traditional regulatory programs and collaborative efforts with public and private sector partners; (2) Partnerships: Strengthening the partnerships that contribute to the success of the national environmental protection enterprise, including states, tribes, local governments, entrepreneurs, the business community, and the public at large; (3) E-Enterprise for the Environment: Improving environmental outcomes through a joint initiative with EPA ? ?s partners to enhance service to the regulated community and the public by maximizing the use of advanced monitoring and information technologies, optimizing operations, and increasing transparency; and (4) Workplace of the Future: Modernizing EPA ??s workplace to enhance collaboration and efficiency, and rethinking and streamlining administrative processes, such as information, human resource, acquisition, and grants management. Two primary opportunities for state feedback include: 1) informal input as EPA develops the draft (now through the end of May) and 2) formal input on the full-text draft during the public comment period (expected in August-September). EPA ??s national program offices have initiated work on their updates to advance these four areas and are in the process of seeking input from states and other partners. At this early stage of plan development, EPA welcomes state suggestions on fine-tuning the plan to advance the four targeted areas. State input would be most helpful by the end of May to inform the draft plan EPA sends to the Office of Management and Budget (OMB) for review prior to public comment.
