SNE Payment Process SNE Payment Process Context 1. The responsibilities of SNE members are summarized in the table below. a. The table shows the expectations that were included in the original online SNE Agreement that each member signed, as well as the updated expectations in red font. b. These revisions are relatively minor: i. The dates for the five training windows have been adjusted to be more evenly spaced throughout the year. ii. For the first payment period, SNE members will submit two resources and will not review any. This change was made to reflect the focus of the first training on the submittal process. Note that SNE members are now interacting with only two resources rather than four for this period. c. SNE members have already been notified of these changes. SNE Honorarium Payment Responsibilities

2. Smarter Balanced, through its contractors (Amplify/PCG), will disburse SNE members’ $1500 honoraria/stipends over the course of year in up to five payments of $300 each.

2. SLTs will have 7 business days to use the SNE Member Payment Spreadsheet to document whether each of their SNE members have completed their responsibilities and the return the SNE Member Payment Spreadsheet to PCG. 3. PCG will process payments after they receive the SNE Member Payment Spreadsheet. a. PCG will disburse payments either via direct deposit or standard check, depending on the method requested by the SNE member. b. Direct deposits are made on the SNE Payment Dates summarized in the table below. c. Standard checks are mailed 7 business days after the SNE Payment Date. 4. After each payment date, PCG will update the SNE Member Payment Spreadsheet to indicate the dates when approved payments were made. SLTs will see these dates when they receive the updated SNE Member Payment Spreadsheet at the start of the next payment cycle. 5. Important notes: a. If an SLT misses the deadline for returning the SNE Member Payment Spreadsheet, PCG will issue payments on the next payment date. b. If an SNE member is not approved for payment, but subsequently completes his/her responsibilities, SLTs can authorize that payment on the next update to the Payment Spreadsheet. Missing a deadline does not constitute

SNE Payment Process SNE Member Payment Spreadsheet Instructions 1. The spreadsheet will be prefilled with the State Abbreviation, SLT Lead Name, Due Date, and SNE Members’ First Names, Last Names, and Emails. Below is a screenshot of this information.

2. Fill in the columns related to payment responsibilities, i.e., indicate whether SNE members completed training, how many resources they submitted, and how many resources they reviewed. Note that responsibilities for Training 1 are different from Trainings 2-5, and that the form reflects these differences. Screenshots of the spreadsheet and specific directions for payment 1 and payments 2-5 follow. Payment 1:

• Training Completed: Select the appropriate response using the drop down menu to indicate whether the SNE member completed training. Yes No

• Number of Resources Submitted: Select the appropriate choice from the drop down menu to indicate the number of resources the SNE member submitted. This information can be found in the Individual SNE Report in the Digital Library or the State-wide SNE report provided to the SLT lead by Amplify. Submitted 0 Submitted 1 Submitted 2 Submitted 3+

• Payment Decision: Select the appropriate response from the drop down menu to indicate the payment decision for the SNE member. • If the SNE member has completed all responsibilities, mark the decision column in the spreadsheet as “Approved.” • If the SNE member has not completed all responsibilities, mark the decision column as “Exception” and provide an explanation in the “Rationale, Notes, Comments” column. • If circumstances have changed (e.g., the SNE member has moved to another state), mark the decision column as “Not Applicable,” and provide an explanation in the “Rationale, Notes, Comments” column. • Payment Decision: Select the appropriate response from the drop down menu to indicate the payment decision for the SNE member (Approve, Exception, or Not Applicable). • Rationale, Notes, Comments: Enter an explanation if payment is not approved or is not applicable. 3. Before you submit information for payments 2, 3, 4, and 5, review any exceptions from previous cycles. If an SNE member was unable to meet the responsibilities of a previous cycle, but has since completes his/her responsibilities for that cycle, SLT leads can remove the exception from the previous cycle and replace it with “Approve”. PCG will process all newly approved payments within that current payment period. 4. Next Steps: • PCG will send SLT leads the first Payment Spreadsheet this Monday, December 16, 2013. • On the same day, Amplify will send SLT leads a separate sheet that provides SLTs a list of SNE members and the number of resources each SNE member submitted. • Return the completed payment spreadsheet to PCG by December 23, 2013.
