Construction Buyer II - Purchasing

PRIMARY PURPOSE: The Buyer II position is primarily responsible for the acquisition of materials and supplies needed by the Facilities and Planning Department for the implementation and issuance of construction related contracts. This includes contract development, contract management, FF&E purchases, order expediting, and vendor and customer relations. Qualifications: Required: Bachelor’s Degree or equivalent five years purchasing/buying experience Two years purchasing/buying or job related experience Preferred Professional Supply Chain Certification, i.e. - ISM, TASBO, NIGP, etc. Five years purchasing/buying experience in general business Public school district, governmental or equivalent experience in the above capacity

MAJOR RESPONSIBILITIES AND DUTIES:
Purchases supplies and materials needed by the Facilities and Planning department to perform their duties. Performs expediting tasks as necessary to assure the timely arrival construction-related products. Communicates regularly with departments, architects, contractors, and campus administration customers regarding product needs. Communicates with vendors whenever products are found defective and arranges replacement stock. Requests MSDS sheets on new products for which no safety data is on file. Oversees purchases for the Facilities and Planning Department and provides regular communication. Develops new contracts for goods and services as necessary to meet Texas Education Code requirements for school District Facilities and Planning purchases. Assists Director, Purchasing/Contracts with evaluating bids and negotiating contracts based on requests for proposal. Communicates with the affected departments to assure the final contract awards will meet their needs. Meets regularly with vendor representatives to discuss needs and resolve problems. Monitors vendor lists of firms that wish to compete for District contracts as related to Facilities and Planning. Ensures District policies and procedures are followed as they relate to the purchasing function Assists Purchasing/Contracts Director by regularly reviewing contracts covering Facilities and Planning purchases and determining when quotes or bids/proposals are appropriate. Maintains files on projects, purchase orders, and vendor performance related to Facilities and Planning. Assists in resolving invoice problems to ensure vendors are paid in a timely manner. Oversees the receipt of Facilities and Planning materials. Participates in professional development and certification activities. Performs all other duties
WORKING CONDITIONS:
The usual and customary methods of performing the job’s functions require the following physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling. This position will also require traveling within the district and minimally within the state. Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to apply Texas Education Code and policy; ability to be effective in both oral and written communication; ability to maintain emotional control under stress.
